<persName ref="prs:seymour_f">Seymour</persName> forwards a letter from <placeName ref="plc:british_columbia">British Columbia</placeName>’s auditor general, which suggests <placeName ref="plc:british_columbia">British Columbia</placeName>’s sinking funds should be invested in <placeName ref="plc:british_columbia">British Columbia</placeName>’s securities. <persName ref="prs:seymour_f">Seymour</persName> discusses the benefits of making this investment and describes the developing financial security of <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:cox_c">Cox</persName>’s minute describes the ordinance allowing <persName ref="prs:seymour_f">Seymour</persName> to invest in <placeName ref="plc:british_columbia">British Columbia</placeName>’s securities and circumstances where <placeName ref="plc:british_columbia">British Columbia</placeName> can invest in the securities of other British colonies. <persName ref="prs:rogers_f">Rogers</persName>’s minute indicates the despatch should be sent to <orgName ref="org:treasury">the Treasury</orgName> and recommends following the advice of <placeName ref="plc:british_columbia">British Columbia</placeName>’s auditor general.

I have the honor to forward a letter from the Auditor General
suggesting that the sinking fund of the <placeName ref="plc:british_columbia">British Columbia</placeName> loans
should be invested in the purchase<fw type="catchword" style="text-align: right;">of</fw><pb facs="co_60_32/co_60_32_00034v.jpg"/> of our own Securities which
are now selling below par.
</p>
<p>
2. Unquestionably profit would be derived from this arrangement
in one way, but it is for your Grace to consider whether, on the
other hand, the Public Credit might not suffer by its being
carried out.
</p>
<p>
3. The ordinance referred to was forwarded in the late Acting
Governor's despatch No. 21 of the <date when="1866-03-17">17<hi style="vertical-align: super; font-size: 80%;">th</hi> March 1866</date>.

4. Under the strenuous efforts, I am now making to remit large
sums to the Colonial Agents, I allow myself to think that the
value of our Public Securities will soon rise. The debt is
perfectly safe. Were every white man to desert the Colony save
a few Public Officers, the amount of duty which could be
collected on Imports for <name type="ip" subtype="group">Indian consumption would pay the
Interest and sinking fund</name>.

Colony.

Ordinance N<hi style="vertical-align: super; font-size: 80%;">o</hi> 6 referred to was passed to enable the Agents to
invest the <placeName ref="plc:british_columbia">B. Columbia</placeName> Sinking Fund in the purchase of Columbia
Debentures, but on the condition only that the Debentures were
not cancelled—this was done after correspondence with the
T<hi style="vertical-align: super; font-size: 80%;">y</hi> see to them <date when="1865-10-21">21 Oct. 1865</date> (9854) &amp; their answer 10851—&amp;
originated on a suggestion from the <orgName ref="org:ocac">Crown Agents</orgName>—9854.
</ab>

 When the Ordinance was<pb facs="co_60_32/co_60_32_00036v.jpg"/> sanctioned it does not appear that any
communication was made to the Agents—but on the <date when="1867-03-07">7<hi style="vertical-align: super; font-size: 80%;">th</hi>
March 67</date> authority was given to them to make the investments
in the Securities of <placeName ref="plc:ceylon">Ceylon</placeName>, <placeName ref="plc:mauritius">Mauritius</placeName>, <placeName ref="plc:new_south_wales">New South Wales</placeName>,
&amp; the <placeName ref="plc:cape_good_hope">Cape</placeName>—see Agents 2309 of 67—this had T<hi style="vertical-align: super; font-size: 80%;">y</hi>
sanction—see 11866.
</p>
<p>
Copy to Treasury for consideration with reference to previous
correspondence—or in the 1<hi style="vertical-align: super; font-size: 80%;">st</hi> instance ask the <orgName ref="org:ocac">Crown Agents</orgName>?
