I have had the honor to receive Your Grace's Circular despatch
of the <date when="1868-01-19">9<hi style="vertical-align: super; font-size: 80%;">th</hi> January</date>, enquiring if this Colony would be
prepared to adopt and<fw type="catchword" style="text-align: right;">make</fw><pb facs="co_60_32/co_60_32_00181v.jpg"/> make provision for the expense of the
return passages of distressed persons belonging to it, whom
Consuls at Foreign Ports or the Governors of other Colonies may
deem it necessary to send to their homes.
</p>
<p>
2. In reply I beg to state that the question has but little
application to <placeName ref="plc:british_columbia">British Columbia</placeName>. The Colony is so young that
there<fw type="catchword" style="text-align: right;">is</fw><pb facs="co_60_32/co_60_32_00182r.jpg"/> is hardly a native of sufficient age to come within the
circumstances contemplated. All those who have property in the
Colony are doing sufficiently well to pay their own passages. I
should not consider it reasonable that <orgName ref="org:treasury">the Treasury</orgName> should pay
for the return of the many reckless miners who leave <placeName ref="plc:victoria">Victoria</placeName>
for the<fw type="catchword" style="text-align: right;">superior</fw><pb facs="co_60_32/co_60_32_00182v.jpg"/> superior attractions of <placeName ref="plc:san_francisco">San Francisco</placeName> during the winter
and desire to return to the Gold Fields with the spring.
