<persName ref="prs:seymour_f">Seymour</persName> informs <persName ref="prs:grenville_r">Buckingham</persName> that there is no legal requirement to register births, deaths, and marriages in <placeName ref="plc:british_columbia">British Columbia</placeName> and that there is no office of <q>Registrar General of Marriages.</q> <persName ref="prs:seymour_f">Seymour</persName> states that the colonial secretary is the colonial officer with the best knowledge regarding births, deaths, and marriages in <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:hemming_awl">Hemming</persName>’s minute recommends informing the registrar general.

<p>
I have had the honor to receive Your Grace's Circular despatch
of the <date when="1867-11-25">25<hi style="vertical-align: super; font-size: 80%;">th</hi> November 1867</date>, requiring the names of the
officers charged in this Colony with the duty of Superintending
the records<fw type="catchword" style="text-align: right;">of</fw><pb facs="co_60_32/co_60_32_00415v.jpg"/> of Births, Deaths and Marriages.
</p>
<p>
2. There is no provision made here by Law for the Registration
of Births, and Deaths. Marriages should be registered, but the
Marriage Ordinance is defective, inasmuch as it makes no
provision for the appointment of a Registrar General of Marriages.
</p>
<p>
3. The Colonial Secretary for the time being,<fw type="catchword" style="text-align: right;">will</fw><pb facs="co_60_32/co_60_32_00416r.jpg"/> will be the best
person to apply to for information respecting Births, Deaths and
Marriages, until other arrangements have been made by Law.
