Seymour forwards the proclamation declaring Victoria to be the Capital of the United Colony of British Columbia. Cox’s minute discusses how to dispose of Seymour’s despatches regarding the capital of British Columbia. Holland minutes that The proclamation is sufficient. Rogers’s minute describes how to reply to Seymour’s despatch, and Adderley’s minute discusses sending the required correspondence to parliament in Britain.

I have the honor to forward copy of the Proclamation by which I declared Victoria to be the Capital of the United Colony.

2. So thoroughly has the question of the relative merits of the two principal towns for the seat of Government been canvassed that I do not think it necessary that I should prolong the present despatch.

The Governor's previous despatch 6303 has now to be disposed of, as well as this. It is for consideration in what terms this should be done.

Mr Graves has moved for the correspondence so that this & his written despatch will be included.

Ackne & state that HG is glad to be apprised of the settlement of a question whwhich while it remained open must have furnished a continual source of irritation and uncertainty and that H.G. feels little doubt that Mr Seymour has judged rightly in placing the seat of GovtGovernment in that part of the Colony where the greatest stationary population has collected and maritime communication is easiest.
