<persName ref="prs:seymour_f">Seymour</persName> encloses a letter from <q><persName ref="prs:franklyn">Mr Franklyn</persName>, late Magistrate of <placeName ref="plc:nanaimo">Nanaimo</placeName>,</q> who lost his position due to <placeName ref="plc:british_columbia">British Columbia</placeName>’s financial situation. <persName ref="prs:seymour_f">Seymour</persName> describes <persName ref="prs:franklyn">Franklyn</persName> as <q>honest, straightforward, zealous and courageous</q> and recommends <persName ref="prs:grenville_r">Buckingham</persName> <q>entertain <persName ref="prs:franklyn">Mr Franklyn</persName>'s application favourably.</q> Minutes by <persName ref="prs:cox_c">Cox</persName> and <persName ref="prs:elliot_tf">Elliot</persName> discuss <persName ref="prs:franklyn">Franklyn</persName>’s character and <persName ref="prs:seymour_f">Seymour</persName>’s view of <persName ref="prs:franklyn">Franklyn</persName>. <persName ref="prs:bryant_hs">Bryant</persName>’s minute suggests how to respond to <persName ref="prs:seymour_f">Seymour</persName>’s despatch and <persName ref="prs:franklyn">Franklyn</persName>’s letter. The included document describes <persName ref="prs:franklyn">Franklyn</persName>’s application for another position in another colony.

I have the honor to enclose a letter addressed to Your Grace by
<persName ref="prs:franklyn">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Franklyn</persName>, late Magistrate of <placeName ref="plc:nanaimo">Nanaimo</placeName>, one of the many
sufferers by the reductions in the<fw type="catchword" style="text-align: right;">Civil</fw><pb facs="co_60_33/co_60_33_00029v.jpg"/> Civil Establishment I have
been compelled to make.
</p>
<p>
2. <persName ref="prs:franklyn">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Franklyn</persName> in no way exaggerates my personal liking
towards him. I believe him to be honest, straightforward,
zealous and courageous. I have never had reason to find fault
with him as a Magistrate and I should be very glad to reappoint
him to office had I an opportunity; of which however I<fw type="catchword" style="text-align: right;">see</fw><pb facs="co_60_33/co_60_33_00030r.jpg"/> see no
prospect. I trust that Your Grace will be able to entertain

employment and appears an eligible Candidate, but I presume that
there are few or no vacancies available. It is a question of
patronage.
