Seymour encloses a letter from Mr Franklyn, late Magistrate of Nanaimo, who lost his position due to British Columbia’s financial situation. Seymour describes Franklyn as honest, straightforward, zealous and courageous and recommends Buckingham entertain Mr Franklyn's application favourably. Minutes by Cox and Elliot discuss Franklyn’s character and Seymour’s view of Franklyn. Bryant’s minute suggests how to respond to Seymour’s despatch and Franklyn’s letter. The included document describes Franklyn’s application for another position in another colony.

I have the honor to enclose a letter addressed to Your Grace by Mr Franklyn, late Magistrate of Nanaimo, one of the many sufferers by the reductions in theCivil Civil Establishment I have been compelled to make.

2. Mr Franklyn in no way exaggerates my personal liking towards him. I believe him to be honest, straightforward, zealous and courageous. I have never had reason to find fault with him as a Magistrate and I should be very glad to reappoint him to office had I an opportunity; of which however Isee see no prospect. I trust that Your Grace will be able to entertain Mr Franklyn's application favourably.

I have no knowledge of him that I remember, but Mr Seymour's favourable testimony is decided and explicit. Mr Franklyn wants employment and appears an eligible Candidate, but I presume that there are few or no vacancies available. It is a question of patronage. TFE 11 Septr CBA 12/9 B&C 14/9
