<persName ref="prs:seymour_f">Seymour</persName> describes how <persName ref="prs:seymour_f">Seymour</persName> and the Executive Council of <placeName ref="plc:british_columbia">British Columbia</placeName> acted to implement <persName ref="prs:graham_ja">Montrose</persName>’s proposal regarding stamps and mail between Britain and <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:seymour_f">Seymour</persName> states that the authorities in Britain are not accepting the <q>prepayment by means of local stamps</q> by individuals in <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:seymour_f">Seymour</persName> states a formal acceptance of <persName ref="prs:graham_ja">Montrose</persName>’s proposal. <persName ref="prs:cox_c">Cox</persName>’s minute suggests forwarding <persName ref="prs:seymour_f">Seymour</persName>’s despatch to the post office with other related correspondence.

Your Grace's despatch No. 50 of the <date when="1867-08-24">24<hi style="vertical-align: super; font-size: 80%;">th</hi> August 1867</date>,
forwards for my "guidance" a report from the Postmaster General
to the <orgName ref="org:treasury">Lords Commissoners of the Treasury</orgName> relative to<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_33/co_60_33_00070v.jpg"/> the rates
of postage upon letters and papers sent between the United
Kingdom and British North America via the United States.
</p>
<p>
2. Your Grace directs me to bring this Report under the
consideration of my Council with a view to obtaining concurrence
in the recommendations of the Postmaster General.
</p>
<p>
3. Having consulted the members of the Executive<fw type="catchword" style="text-align: right;">Council</fw><pb facs="co_60_33/co_60_33_00071r.jpg"/> Council &amp;
received unanimous assent I forwarded copy of the <persName ref="prs:graham_ja">Duke of
Montrose</persName>'s letter of the <date when="1867-08-12">12<hi style="vertical-align: super; font-size: 80%;">th</hi> August 1867</date> for the
information of the Postmaster General on the <date when="1867-11-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> of
November</date>. Since that date the proposition made has been acted
on by us. Letters with English stamps are delivered free in
this Colony, but it appears that in some, if not all cases, our
prepayment<fw type="catchword" style="text-align: right;">by</fw><pb facs="co_60_33/co_60_33_00071v.jpg"/> by means of local stamps has been ignored in the
United Kingdom and full postage charged.
</p>
<p>
4. If a formal acceptance of the <persName ref="prs:graham_ja">Duke of Montrose</persName>'s proposal is
required I hereby tender it, with the advice of my Council. But
I considered the matter settled when I sent a copy of the letter
of His Grace to our local Postmaster General on the <date when="1867-11-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> of<fw type="catchword" style="text-align: right;">November</fw><pb facs="co_60_33/co_60_33_00072r.jpg"/>
November last</date>.
</p>
