<persName ref="prs:seymour_f">Seymour</persName> forwards a letter from <persName ref="prs:delacombe_wa">Captain Delacombe</persName> asking <persName ref="prs:seymour_f">Seymour</persName> for a recommendation to have <persName ref="prs:delacombe_wa">Delacombe</persName>’s rank changed from captain to Lieutenant Colonel while serving on <placeName ref="plc:san_juan_island">San Juan Island</placeName> and with <q>no precedence outside the island, and no increase of emolument.</q> <persName ref="prs:seymour_f">Seymour</persName> describes why this change in rank would benefit <placeName ref="plc:british_columbia">British Columbia</placeName> and Britain’s presence on San Juan Island. <persName ref="prs:cox_c">Cox</persName>’s minute describes how the question of raising the rank of the officer in command of <placeName ref="plc:san_juan_island">San Juan Island</placeName> is being discussed by the <orgName ref="org:admiralty">Admiralty</orgName> and suggests sending the despatch to the <orgName ref="org:admiralty">Admiralty</orgName>. Included documents describe <persName ref="prs:delacombe_wa">Delacombe</persName>’s request to have his rank raised and the frequency as well as experiences of visiting US officers to <placeName ref="plc:british_columbia">British Columbia</placeName>.

I have the honor to forward Copy of a letter addressed to me by
<persName ref="prs:delacombe_wa">Captain Delacombe</persName> R.M.L.I. commanding the English force
stationed on the <placeName ref="plc:san_juan_island">Island of San Juan</placeName>,<fw type="catchword" style="text-align: right;">asking</fw><pb facs="co_60_33/co_60_33_00136v.jpg"/> asking for my
recommendation that the local (to the Island) rank of Lieutenant
Colonel may be bestowed upon him while serving in Command of Her
Majesty's troops on <placeName ref="plc:san_juan_island">San Juan</placeName>. Such distinction to be honorary
merely, to carry with it no precedence outside the island, and
no increase of emolument.
</p>
<p>
2. I need hardly say that I look upon it entirely<fw type="catchword" style="text-align: right;">from</fw><pb facs="co_60_33/co_60_33_00137r.jpg"/> from a Civil
point of view. <persName ref="prs:delacombe_wa">Captain Delacombe</persName> has no superior officer on the
Island and his Military influence would not be affected by the
change. I however beg to state that in a diplomatic point
of view I think it desirable that <persName ref="prs:delacombe_wa">Captain Delacombe</persName>'s request be
acceded to. The Colony is now hardly ever without the presence
of American Officers of high<fw type="catchword" style="text-align: right;">rank.</fw><pb facs="co_60_33/co_60_33_00137v.jpg"/> rank. We have lately received in
<placeName ref="plc:victoria">Victoria</placeName> both the Naval and Military Commanders in Chief on the
Pacific Coast. Generals and Colonels are frequent visitors, and
nearly all go over to <placeName ref="plc:san_juan_island">San Juan</placeName>. Captains are so common that I
think it would be desirable to move <persName ref="prs:delacombe_wa">Captain Delacombe</persName> out of the
Category. While the <placeName ref="plc:san_juan_island">Island of San Juan</placeName> is<fw type="catchword" style="text-align: right;">in</fw><pb facs="co_60_33/co_60_33_00138r.jpg"/> in its normal state,
the settlers will always believe in a slight superiority on the
part of the American Garrison over the English when the one is
commanded by a Lieutenant Colonel and the other by a Captain.
Amongst the lower orders of Americans it is not usual to make
use of the surname of a military officer. It is "the Colonel"
or "the Captain."<fw type="catchword" style="text-align: right;">The</fw><pb facs="co_60_33/co_60_33_00138v.jpg"/> The settlers will attribute superior position
to <persName ref="prs:grey_cap">Lieutenant Colonel Grey</persName> as compared with <persName ref="prs:delacombe_wa">Captain Delacombe</persName>.
</p>

3. Your Grace will understand that I look upon the matter as
one concerning purely civil administration and diplomatic
influence. Nothing could be further from my wish than to
interfere with the internal arrangements of Her Majesty's Forces.

5. I add with pleasure that I have had every reason to be
satisfied with <persName ref="prs:delacombe_wa">Captain Delacombe</persName> since he has been in command at

reference to that letter &amp; say that the <persName ref="prs:grenville_r">Duke of Buckingham</persName> would
be glad to be informed what decision the Lords Comm<hi style="vertical-align: super; font-size: 80%;">rs</hi> may
arrive at?
