Seymour encloses a letter from the Crown Agents to Young regarding the amount of money remitted from British Columbia for interest on debentures. Seymour includes a minute from Young showing the amount and number of times funds were transmitted from British Columbia. Cox’s minute remarks on Seymour’s improvement in sending remittances from British Columbia and suggests contacting the Crown Agents. Minutes by Buckingham and Cox discuss how the Treasury responded to the Colonial Office’s letter of 22 June 1868. Included documents describe British Columbia colonial sinking fund and the debts the colony owes.

I have the honor to enclose a letter of the 3rd June addressed to the Colonial Secretary by the Crown Agents complaining of an insufficient remittanceof of money and stating their opinion that the Credit of the Colony must suffer thereby.

2. I add a minute by Mr Young showing the accounts which under my direction he has transmitted during the last twelve months. It certainly does not appear to me to leave much ground for complaint on the part of the Crown Agents. Could Your Grace but see the condition of the Streets, Roads and Bridges ofNew New Westminster and Victoria I think that you would arrive at the conclusion that we are making considerable sacrifices to keep up the Public Credit.

Columbia has mended its way in regard to remittances since the Duke of Buckingham's despatch was written—previously as you will remember they had been much behind even in sending money to pay the interest on their Debentures.
