<persName ref="prs:seymour_f">Seymour</persName> forwards <q>a Schedule of Despatches,</q> which <persName ref="prs:seymour_f">Seymour</persName> has not answered for <q>more than a Month</q> and lists the despatches, which <persName ref="prs:seymour_f">Seymour</persName> has sent and <persName ref="prs:grenville_r">Buckingham</persName> has not answered <q>for more than five months.</q> <persName ref="prs:cox_c">Cox</persName>’s minute discusses the progress of <persName ref="prs:grenville_r">Buckingham</persName>’s responses to the despatches <persName ref="prs:seymour_f">Seymour</persName> has referenced. <persName ref="prs:elliot_tf">Elliot</persName>’s minute discusses how to move forward with a response regarding despatch 66, which discusses providing assistance to a company in <placeName ref="plc:british_columbia">British Columbia</placeName> to build a dock on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. <persName ref="prs:grenville_r">Buckingham</persName>’s minute notes that the <orgName ref="org:admiralty">Admiralty</orgName> is aware of the request for assistance to build a dock on <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and describes how to respond to <persName ref="prs:seymour_f">Seymour</persName>.

In obedience to the command conveyed in Your Graces Circular
Despatch of the <date when="1868-05-05">5<hi style="vertical-align: super; font-size: 80%;">th</hi> of May</date>, I have the honor to forward a

remained unanswered for more than a Month.

2. The Despatches sent by me to the Secretary of State which
appear to have remained unanswered for more than five months are,

Colony and asking for assistance.

In regard to N<hi style="vertical-align: super; font-size: 80%;">o</hi> 66 I send it on to you and call
attention to the Minutes on it. I am not aware of any further
communication with the <orgName ref="org:admiralty">Admiralty</orgName>, beyond sending them a copy of
<persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymour</persName>'s despatch of the <date when="1868-02-11">11 Feb. 1868</date> (herewith) with
reference to the construction of a large Dock—and their answer 4773.

This is a question arising on an arrear list. The Governor in
a list of arrears notes a despatch from him N<hi style="vertical-align: super; font-size: 80%;">o</hi> 66 of <date when="1867-04-13">13
April 1867</date>, recommending that assistance be given to a local
Company for forming a <placeName ref="plc:vancouver_island">Vancouver Island</placeName> Dock.
</ab>
<p>
As a matter of correspondence it seems to me that the proper
course to take with N<hi style="vertical-align: super; font-size: 80%;">o</hi> 66 is to refer it to the <orgName ref="org:admiralty">Admiralty</orgName>
and to request to be informed whether or not their Lordships
feel disposed to grant any assistance to the <placeName ref="plc:vancouver_island">Vancouver Island</placeName>
Dock Company mentioned in the Governor's despatch.

<p>
If my opinion be desired, I have the most decided conviction that
for England to erect any defensive works at <placeName ref="plc:vancouver_island">Vancouver Island</placeName>
would be madness, and without defensive works the Naval
Authorities have told us that they would not think it advisable
to create a Naval Dock and Arsenal.
