<persName ref="prs:seymour_f">Seymour</persName> forwards the <q>financial Returns</q> up to <date when="1868-08-18">18 August 1868</date> for <placeName ref="plc:british_columbia">British Columbia</placeName>. <persName ref="prs:seymour_f">Seymour</persName> relates why there was a delay in sending the returns to <persName ref="prs:grenville_r">Buckingham</persName>, and <persName ref="prs:seymour_f">Seymour</persName> encloses a <q>statement of the reductions</q> made in <placeName ref="plc:british_columbia">British Columbia</placeName> to bring the revenue in line with expenses and <q>lay[s] before</q> <persName ref="prs:grenville_r">Buckingham</persName> <q>a schedule</q> of all the positions <persName ref="prs:seymour_f">Seymour</persName> has discarded since <persName ref="prs:seymour_f">Seymour</persName> has been governor of <placeName ref="plc:british_columbia">British Columbia</placeName> and the united colony. <persName ref="prs:seymour_f">Seymour</persName> describes why revenue decreased before the union of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and <placeName ref="plc:british_columbia">British Columbia</placeName> and discusses the current state of the colony’s revenue. <persName ref="prs:seymour_f">Seymour</persName> asks for a loan from the <q>Home Government</q> to pay the amount owed to the <orgName type="unavailable">Bank of British Columbia</orgName>. <persName ref="prs:robinson_w">Robinson</persName>’s minute suggests sending the despatch to the <orgName ref="org:treasury">Treasury</orgName>. <persName ref="prs:rogers_f">Rogers</persName>’s minute summarizes what <persName ref="prs:seymour_f">Seymour</persName> asked for in the despatch. <persName ref="prs:adderley_cb">Adderley</persName> minutes that <q>Sending the R.E. was a mistake.</q> Included documents describe changes to <placeName ref="plc:british_columbia">British Columbia</placeName>’s financial situation and public office positions.

Referring to my despatch No. 59 of <date when="1868-06-08">8<hi style="vertical-align: super; font-size: 80%;">th</hi> June</date>, I have now the
honor to forward the financial Returns called for in Your<fw type="catchword" style="text-align: right;">Grace's</fw><pb facs="co_60_33/co_60_33_00276v.jpg"/>
Grace's despatch of the <date when="1868-04-10">10<hi style="vertical-align: super; font-size: 80%;">th</hi> April</date>, No. 22, replying to my
despatch enclosing the Estimates of Revenue and Expenditure for
<date when="1867">1867</date> and the Appropriation Ordinance No. 13 of <date when="1867">1867</date>, and to that
of the <date when="1867-11-30">30<hi style="vertical-align: super; font-size: 80%;">th</hi> November</date>, enclosing Ordinance No. 27 of <date when="1867">1867</date>,
to confirm an Expenditure of $96,918 11/100 for the Service of <date when="1866">1866</date>
not authorized in the Grant for that year.
</p>
<p>
2. Your Grace regrets that<fw type="catchword" style="text-align: right;">these</fw><pb facs="co_60_33/co_60_33_00277r.jpg"/> these Estimates and the Ordinances
founded upon them have been detained so long in the Colony. I
would plead as an excuse for the delay in transmitting the
supplementary Supply Ordinance for <date when="1866">1866</date>, that I did not receive
the Auditor's report upon the Supplementary Estimates with the
details in full, until the <date when="1867-11-27">27<hi style="vertical-align: super; font-size: 80%;">th</hi> of November</date>.

My despatch of the same month transmitted<fw type="catchword" style="text-align: right;">it</fw><pb facs="co_60_33/co_60_33_00277v.jpg"/> it to Your Grace.
</p>
<p>
3. As regards my despatch of the <date when="1867-09-27">27<hi style="vertical-align: super; font-size: 80%;">th</hi> of September</date>, I would
venture to state that at the date of the Auditor's detailed
report I was engaged on Public business in the neighbourhood of
<placeName ref="plc:haida_gwaii">Queen Charlotte's Island</placeName>. A few days after my return to
<placeName ref="plc:victoria">Victoria</placeName> I received a telegram with intelligence which appeared
to my Council absolutely to require my presence at<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_33/co_60_33_00278r.jpg"/> the mines of
<placeName ref="plc:cariboo_region">Cariboo</placeName>, 600 miles from hence.
</p>
<p>
4. Your Grace directs me to furnish a definite and detailed
report upon the retrenchments which have been made in order to
meet the difficulties of the Colony, showing the periods at
which they were made, whether by way of reducing Salaries and
Offices or by way of stopping Public Works.
</p><fw type="catchword" style="text-align: right;">5. I</fw><pb facs="co_60_33/co_60_33_00278v.jpg"/>

5. I enclose a detailed statement of the reductions we have
made drawn up by the Acting Colonial Secretary. Union found the
storehouses in <placeName ref="plc:victoria">Victoria</placeName> filled with Cigars, Tobacco, Wines,
Spirits, Silks, and all the Articles we depend most on for our
Revenue, brought in while the Port was still free, and which
passed untaxed to the mainland.
</p>
<p>
6. I do not see how in<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_33/co_60_33_00279r.jpg"/> the present state of the Colony we could
resort to additional taxation. The people who still remain are
in a wavering state and the slightest Grievance would drive
hundreds away, and add to the already large number of empty
houses in <placeName ref="plc:new_westminster">New Westminster</placeName> and <placeName ref="plc:victoria">Victoria</placeName>. The Engineer Camp
Buildings for which we had to pay to the Imperial Government
£10,700 are totally deserted<fw type="catchword" style="text-align: right;">and</fw><pb facs="co_60_33/co_60_33_00279v.jpg"/> and I have to pay an ex-Sapper
to prevent the <name type="ip" subtype="group">Indians occupying them or setting them on fire</name>.
</p>
<p>
7. In connection with this subject I would call Your Grace's
attention to <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Young</persName>'s Minute transmitted in my despatch No.
72 of <date when="1868-07-28">28<hi style="vertical-align: super; font-size: 80%;">th</hi> July</date>.
</p>
<p>
8. I lay before Your Grace a schedule of all the Offices that I
have abolished since I assumed the Government of the Mainland
and of all<fw type="catchword" style="text-align: right;">those</fw><pb facs="co_60_33/co_60_33_00280r.jpg"/> those abolished since Union with <placeName ref="plc:vancouver_island">Vancouver Island</placeName>.
It shows that I have had no easy or agreeable task in my
administration of the Government.
</p>
<p>
9. The supply of dutiable articles in <placeName ref="plc:victoria">Victoria</placeName> is however
gradually being used up. The mines are prosperous. The almost
cruel reductions I have made will, at great individual suffering,
ultimately relieve the expenditure. Confidence seems to be
returning.<fw type="catchword" style="text-align: right;">The</fw><pb facs="co_60_33/co_60_33_00280v.jpg"/> The Revenue is increasing and if we could but be
assisted with a loan at a moderate rate of interest by the Home
Government to pay off the Bank of <placeName ref="plc:british_columbia">British Columbia</placeName> I think the
Colony would do well. A quiet but progressive prosperity is
setting in more beneficial in the long run than the tide of
immigration which rushing in turned peoples' heads and on its
ebb left disappointed expectations,<fw type="catchword" style="text-align: right;">embarrassments</fw><pb facs="co_60_33/co_60_33_00281r.jpg"/> embarrassments and misery
behind it.
</p>

The Estimates for <date when="1868">1868</date> have only just been sent to <orgName ref="org:treasury">the Treasury</orgName>,
and this despatch should be sent for their Lordships conson
in connexion with the Estimates.

The <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> &amp; Col <choice><abbr>Se<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice></abbr><expan>Secretary</expan></choice> again ask for an Imperial Loan, or
grant in aid.
</p>
<p>
The Returns show what great economy has been effected by the
Union.
</p>

Four things were asked for
</ab>
<p>
 1. Statement of retrenchment<pb facs="co_60_33/co_60_33_00282r.jpg"/> by way of reducing salaries &amp;
offices. The large reply is that the aggregate
establishment of <placeName ref="plc:british_columbia">B.C.</placeName> &amp; <placeName ref="plc:vancouver_island">V.C.I.</placeName> upon Union cost $306,930, while
the establishment of the consolidated Colony costs in <date when="1868">1868</date>
157,000. I do not doubt reduction has been carried to its
extreme limit.
</p>
<p>
2. Retrenchment in public works. "Services" cost the two
colonies in /65, $1,119,005 in /68 $415,543. This seems also
quite as much as can be expected.
</p>
<p>
3. New taxation—is said to be impossible.
</p>
<p>
4. Of Increased efficiency of collection nothing is said.
</p>
