Would Your Grace kindly inform me if I have power to make
grants, in the name of the Crown, for Lands sold in <placeName ref="plc:vancouver_island">Vancouver<fw type="catchword" style="text-align: right;">Island</fw><pb facs="co_60_33/co_60_33_00411v.jpg"/> Island</placeName>.

2. It appears to me that I do not possess it. At the time the
Commission appointing me Governor of <placeName ref="plc:british_columbia">British Columbia</placeName> was issued
the fee of the Island was in the <orgName ref="org:hbc">Hudson's Bay Company</orgName>. It has
certainly since been reconveyed to the Crown, but I do not think
that I can make formal grants of land.

I think <persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymours</persName> doubt unfounded &amp; that he has clearly
the power to make grants of land in <placeName ref="plc:vancouver_island">V. Island</placeName>.
</ab>
<p>
He had power by his Commission to sell land in <placeName ref="plc:british_columbia">B. Columbia</placeName>, &amp;
the Act uniting <placeName ref="plc:vancouver_island">V. Island</placeName> with <placeName ref="plc:british_columbia">B. Columbia</placeName> (29 &amp; 30 V. c. 67)
gives him the same power in <placeName ref="plc:vancouver_island">V. Island</placeName> as he had in <placeName ref="plc:british_columbia">B. Columbia</placeName>.
There is nothing in the Deed of Reconveyance to affect the
question. So inform him.
