Briggs transmits a letter extract from Hastings describing the state of Affairs at the Church Mission Station of Kincaulitt at the mouth of the Naas River. Cox’s minute suggests thanking Briggs for the letter. Elliot’s minutes relates why public departments should not be thanked for forwarding reports. The included document describes Porcher’s investigation of disturbances among the Nisga’a at Gingolx.

I am commanded by my Lords Commissioners of the Admiralty to transmit herewith, for the information of the Secretary of State for the Colonies, an extract of a letter from Rear Admiral Hastings, dated the 10 Augt No 135, relative to the state of Affairs at the Church Mission Station of Kincaulittat at the mouth of the Naas River.

I have a strong general objection to thanking public Departments for any reports they forwardto to us for information.

In the first place it is their duty, and therefore they deserve no thanks.

In the second place to write a letter to thank them wastes their time and ours.

We never fail to send to the Admiralty and all other Offices any Colonial report which concerns them, and we expect no thanks.

I think that the letter should be put by.
