<persName ref="prs:romaine_wg">Romaine</persName> states that the <orgName ref="org:admiralty">Admiralty</orgName> approves of granting <persName ref="prs:delacombe_wa">Delacombe</persName> <q>the local rank of Lieutenant Colonel</q> while in command on <placeName ref="plc:san_juan_island">San Juan Island</placeName>, with the promotion only being an honorary measure. <persName ref="prs:romaine_wg">Romaine</persName> advises the <orgName ref="org:colonial_office">Colonial Office</orgName> that <persName ref="prs:hastings_gf">Hastings</persName> was informed of <persName ref="prs:delacombe_wa">Delacombe</persName>’s promotion, which awaits <persName ref="prs:hastings_gf">Hastings</persName>’s approval. <persName ref="prs:robinson_w">Robinson</persName>’s minute summarizes the correspondence related to officer promotions on <placeName ref="plc:san_juan_island">San Juan Island</placeName> and suggests who to contact regarding <persName ref="prs:delacombe_wa">Delacombe</persName>’s honourary promotion.

I have received and laid before my Lords Commissioners of the
<orgName ref="org:admiralty">Admiralty</orgName> your letter of the <date when="1968-09-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> instant</date> relative to
bestowing the local rank of Lieutenant Colonel upon <persName ref="prs:delacombe_wa">Captain W.A.
 Delacombe</persName> of the Royal Marines, whilst he is in Command of the
English Force at <placeName ref="plc:san_juan_island">San Juan</placeName>.
</p>
<p>
I am commanded by their Lordships to acquaint you, for the
information of the Secretary of State for the Colonies, that
they consider it desirable, if <persName ref="prs:delacombe_wa">Captain Delacombe</persName> should be
granted the local rank of Lieutenant Colonel while holding
command of the British Force<fw type="catchword" style="text-align: right;">at</fw><pb facs="co_60_34/co_60_34_00053v.jpg"/> at <placeName ref="plc:san_juan_island">San Juan</placeName>, such rank should be
honorary and carry with it no precedence outside the <placeName ref="plc:san_juan_island">Island</placeName>, nor
any increase of emolument.
</p>
<p>
My Lords have informed <persName ref="prs:hastings_gf">Rear Admiral The <choice><abbr>Hon<hi style="vertical-align: super; font-size: 80%;">ble</hi></abbr><expan>Honourable</expan></choice> GF Hastings</persName>
 CB that Captain Delacombe may be allowed the local rank of<!-- AR, 2018-11-06, CB is Companion of the Order of Bath -->
Lieutenant Colonel on the conditions above mentioned, provided
it appears to <persName ref="prs:hastings_gf">Admiral Hastings</persName> to be conducive to the good of
the public service.

 of Major &amp; his promotion has been approved by the British <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice>.

In 9907 <persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymour</persName> recommends that the English Officer
should have the rank (local) of Lieut Col<hi style="vertical-align: super; font-size: 80%;">l</hi> &amp; this Adm<hi style="vertical-align: super; font-size: 80%;">ty</hi> letter
approves of that promotion conditionally.

The despatch drafted to <persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymour</persName> as to <persName ref="prs:allen_ha">Capt<hi style="vertical-align: super; font-size: 80%;">n</hi> Allen</persName>
 (9064) may go on<pb facs="co_60_34/co_60_34_00054r.jpg"/> with the addition to its enclosures of <orgName ref="org:foreign_office">F.O.</orgName> 9970.

<persName ref="prs:seymour_f">Governor Seymours</persName> Separate despatch should be acknowledged &amp; a
copy of this letter sent in reply.

And copies of that despatch &amp; of this letter should go to the
