<persName ref="prs:mackean">Mackean</persName> encloses <q>correspondence between the Colonial Secretary of <placeName ref="plc:british_columbia">British Columbia</placeName>, and the Manager of [the Bank of <placeName ref="plc:british_columbia">British Columbia</placeName>] at Victoria, respecting the overdrawn account of the Colonial Government with the Bank.</q> <persName ref="prs:mackean">Mackean</persName> notes that the interest rate the Bank of <placeName ref="plc:british_columbia">British Columbia</placeName> proposes is the usual rate charged on overdrawn accounts. Minutes by <persName ref="prs:cox_c">Cox</persName> and <persName ref="prs:rogers_f">Rogers</persName> discuss the Bank of <placeName ref="plc:british_columbia">British Columbia</placeName>’s interest rate and the colonial government’s reaction to the rate. <persName ref="prs:robinson_w">Robinson</persName>’s minute relates how the proposed rate of interest to be charged was deferred until <date when="1867-12">December 1867</date>. Included documents describe the correspondence between the government of <placeName ref="plc:british_columbia">British Columbia</placeName> and the Bank of <placeName ref="plc:british_columbia">British Columbia</placeName> regarding the colonial government’s overdrawn account.

Referring to the interview I had the honor of having with you on
Thursday last, I now beg to enclose for the information of his

Grace, the Secretary of State for the Colonies, copy of a
correspondence between the Colonial Secretary of <placeName ref="plc:british_columbia">British
 Columbia</placeName>, and the Manager of this Bank at <placeName ref="plc:victoria">Victoria</placeName>, respecting
the overdrawn account of the Colonial Government with the Bank.
</p>
<p>
 This correspondence sufficiently explains<pb facs="co_60_34/co_60_34_00219v.jpg"/> itself, and the only
remark I would make is, that the rate of interest proposed to be
charged the Colonial Government, is the usual rate of interest
in the Colony on overdrawn accounts.

regret that the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> <choice><abbr>sh<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> have adopted [word or words cut off
microfilm] hostile tone (as if everyone was not hostile to 18%
interest) and asked whether they had better send us the correspondence.

<p>
I rather encouraged him to do so simply because the papers shew
the <persName ref="prs:grenville_r">Duke of Buck<hi style="vertical-align: super; font-size: 80%;">m</hi></persName> what is going on. Ackn<hi style="vertical-align: super; font-size: 80%;">e</hi> with thanks.
