<persName ref="prs:sproat_gm">Sproat</persName>, <persName ref="prs:anderson_jys">Anderson</persName>, and <persName ref="prs:irwin_jvh">Irwin</persName> transmit a memorial expressing an interest in extending the <q>Reciprocity Treaty</q> to <placeName ref="plc:british_columbia">British Columbia</placeName> for trade with the US. <persName ref="prs:robinson_w">Robinson</persName>’s minute summarizes the intent expressed in the memorial. <persName ref="prs:elliot_tf">Elliot</persName>’s minute suggests sending the despatch to <persName ref="prs:seymour_f">Seymour</persName> and not the <orgName ref="org:foreign_office">Foreign Office</orgName> and discusses why the <orgName ref="org:foreign_office">Foreign Office</orgName> should not be contacted yet. Minutes by <persName ref="prs:adderley_cb">Adderley</persName> and <persName ref="prs:grenville_r">Buckingham</persName> advise sending the despatch to <persName ref="prs:seymour_f">Seymour</persName> and <persName ref="prs:monck">Monck</persName>. <p>
We have been requested to present to your Grace the accompanying
Memorial, which bears the signatures of the leading firms, and
Companies, representing in London the trade, and the productive
industry of <placeName ref="plc:british_columbia">British Columbia</placeName>.
</p>
<p>
Many influential names would have been added if it had not been
deemed of pressing importance that your Grace's attention should
be drawn to the subject at the earliest moment.
</p>
<p>
Newspapers lately received from <placeName ref="plc:british_columbia">British Columbia</placeName> and also
private advices received by the Memorialists, express the
anxiety of the colonists of <placeName ref="plc:british_columbia">British Columbia</placeName> that the
opportunity of benefitting by the new Reciprocity Treaty should
not be lost; and the Memorialists hope that your Grace may feel
justified in endeavouring to secure, through the <orgName ref="org:foreign_office">Foreign Office</orgName>,
the opportunity for the colony to give more formal expression to
its claims and wishes in regard to the extension of the Treaty
to the <placeName ref="plc:british_columbia">British Columbia</placeName> trade with the neighbouring American states.

all the N.A. Colonies so that option may be reserved to <placeName ref="plc:british_columbia">B
Columbia</placeName> to make application for the extension of its provision
to that Colony.

This letter appears to me to require a<fw type="catchword" style="text-align: right;">little</fw><pb facs="co_60_34/co_60_34_00298r.jpg"/> little deliberation.
</ab>
<p>
The first question will be whether it will be right to act upon
it at all without referring to the Governor of <placeName ref="plc:british_columbia">British Columbia</placeName>.
</p>
<p>
Supposing that this is thought right it would still I apprehend
be inexpedient to ask the <orgName ref="org:foreign_office">Foreign Office</orgName> to make any special
move on the present point unless some communications on
reciprocity are at all events in progress on the part of our
Minister at <placeName ref="plc:washington_city">Washington</placeName>. For we are continually told that it is
a bad plan to make frequent applications to the American <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice>.
The utmost therefore that could be done, I think, would be to
forward this to the <orgName ref="org:foreign_office">Foreign Office</orgName>, and to say that if the
subject of a renewal of the Reciprocity Treaty should come under
discussion at <placeName ref="plc:washington_city">Washington</placeName>, the <persName ref="prs:grenville_r">Duke of Buckingham</persName> will see no
objection to the British Minister's endeavouring to ascertain
whether the American <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> would be willing to extend it's
provisions to <placeName ref="plc:british_columbia">B. Columbia</placeName>, but that His Grace does not wish to
recommend that any communication should be made to the American
<choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> expressly on account of the present application, nor unless
the subject of Reciprocity should be at all events under discussion.
</p>
<p>
Perhaps, however, to Governor first, and not to <orgName ref="org:foreign_office">F.O.</orgName>?
</p>
<p>
The Writers must be answered.
</p>
