<persName ref="prs:sclaterbooth_g">Sclater Booth</persName> informs the <orgName ref="org:colonial_office">Colonial Office</orgName> that <orgName ref="org:treasury">the Treasury</orgName> has approved the revenue and expenditure estimates for <date when="1866">1866</date> and <date when="1867">1867</date> and the appropriation ordinances no.13 and no.27 of <date when="1867">1867</date>. <persName ref="prs:sclaterbooth_g">Sclater Booth</persName> discusses the measures <placeName ref="plc:british_columbia">British Columbia</placeName>’s government is expected to make to bring expenditures within the bounds of the revenue. <persName ref="prs:cox_c">Cox</persName>’s minute summarizes the despatch from <orgName ref="org:treasury">the Treasury</orgName> and relates the impact of <placeName ref="plc:british_columbia">British Columbia</placeName>’s financial difficulties on the governing process on the colony. <persName ref="prs:rogers_f">Rogers</persName>’s minute suggests how to correspond with <persName ref="prs:seymour_f">Seymour</persName> regarding <persName ref="prs:sclaterbooth_g">Sclater Booth</persName>’s despatch.

The <orgName ref="org:treasury">Lords Commissoners of Her Majesty's Treasury</orgName> have had
before them your letter of the <date when="1868-02-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> ult<hi style="vertical-align: super; font-size: 80%;">o</hi></date> enclosing copies of
two Despatches from the Governor of <placeName ref="plc:british_columbia">British Columbia</placeName>; the first
enclosing the Estimates of Revenue and Expenditure for <date when="1867">1867</date> and
the Appropriation Ordinance N<hi style="vertical-align: super; font-size: 80%;">o</hi> 13 <date when="1867">1867</date>, and the second, the
Supplementary<fw type="catchword" style="text-align: right;">Estimates</fw><pb facs="co_60_34/co_60_34_00368v.jpg"/> Estimates for <date when="1866">1866</date> with an ordinance No 27, <date when="1867">1867</date>.
</p>
<p>
I am to state, for the information of the Secretary of State,
that adverting to the date at which these Estimates have been
submitted to this Board—it appears to My Lords that there is no
alternative but to signify their approval of them.
</p>
<p>
They observe with regret that the same sum is inserted for
repayment of<fw type="catchword" style="text-align: right;">Temporary</fw><pb facs="co_60_34/co_60_34_00369r.jpg"/> Temporary Loans as that specified in the estimates
of <date when="1866">1866</date>—and, although some explanation is afforded in the
Report of the Assistant Colonial Secretary (which is
enclosed)—from the financial difficulties which have resulted
from the union of the two Colonies—they trust that the
Secretary of State will call the attention of the Governor to
the extreme importance of bringing the Expenditure within the
Revenue—and<fw type="catchword" style="text-align: right;">that</fw><pb facs="co_60_34/co_60_34_00369v.jpg"/> that that officer should be urged to make further
reductions in salaries and other items of expenditure so as to
relieve the Colony from this temporary liability.
</p>
<p>
With this understanding My Lords will not refuse their assent to
the Estimates viz<hi style="vertical-align: super; font-size: 80%;">t</hi>:

to the Ordinance No 13 <date when="1867-03-11">Mar 11 1867</date>, appropriating the sum of
$566,658.30 for the year <date when="1867">1867</date>, and to the Ordinance<fw type="catchword" style="text-align: right;">No 27</fw><pb facs="co_60_34/co_60_34_00370r.jpg"/> No 27 <date when="1867-04-02">Apr
2, 1867</date> appropriating a further sum of $96,918.11 for the
service of the year <date when="1866">1866</date>.

The Estimates for <date when="1867">1867</date> must be sanctioned &amp; also the
Supplementary ones for <date when="1866">1866</date>—&amp; the two Appropriation Ordinances
must be confirmed.

The Financial state of <placeName ref="plc:british_columbia">B. Columbia</placeName> is in abeyance—&amp; it appears
from letters from <persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymour</persName> to the two leading Representative
Members of the Council (the letters are in a newspaper of Jan<hi style="vertical-align: super; font-size: 80%;">y</hi>)
that <persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymour</persName> does not intend to call the Council together
until he receives some important financial despatches from the
<persName ref="prs:grenville_r">D. of Buckingham</persName> which he is expecting. The result is that
whatever payments are being made out of the local T<hi style="vertical-align: super; font-size: 80%;">y</hi> are being
made without Estimate, Vote of Council or Appropriation
Ordinance. Whether <persName ref="prs:seymour_f"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Seymour</persName> would proceed with his
Estimates on the receipt of His Grace's
despatch of the <date when="1867-12-14">14 Dec.</date> remains to be seen. But I should think
not. The postal question is also in abeyance.

 difficulties of the Colony, and the periods at [which]<pb facs="co_60_34/co_60_34_00370r.jpg"/> they were
made—whether by way of reducing salaries &amp; offices, or by way
of stopping public works, and also the steps <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">h</hi></abbr><expan>which</expan></choice> have been taken
to increase the Revenue either by imposing fresh Taxes or by
providing for their better collection.
