<p>
I have the honor to forward a Resolution passed by the
Legislative Council on the <date when="1869-02-14">14<hi style="vertical-align: super; font-size: 80%;">th</hi> of February</date>, in favour of my
declaring that a voyage<fw type="catchword" style="text-align: right;">to</fw><pb facs="co_60_35/co_60_35_00243v.jpg"/> to any Foreign Port shall be considered
of not less than forty days duration, and that "vessels of fifty
tons burthen and upwards bound foreign shall be allowed their
stores duty free."
</p>
<p>
2. I enclose a Report on the subject from the Collector of
Customs, and would beg for instructions from Your Lordship.
</p>
<p>
3. It seems somewhat preposterous to declare a voyage to <placeName ref="plc:port_angeles">Port
Angelos</placeName>—<fw type="catchword" style="text-align: right;">an</fw><pb facs="co_60_35/co_60_35_00244r.jpg"/>an hour and a half in a steamer—or to <placeName ref="plc:port_townsend">Port Townsend</placeName>,
three hours and a half under steam, to be of not less than forty
days duration, but I am willing to further the trade of <placeName ref="plc:victoria">Victoria</placeName>
in any way I legitimately can.
