<persName ref="prs:seymour_f">Governor Seymour</persName> died on board the <name ref="vsl:sparrowhawk" type="vessel">Sparrow Hawk</name> at <placeName ref="plc:bella_coola">Bellacola</placeName> on
the <date when="1869-06-10">tenth June</date> while on a tour of inspection along the Northwest
coast of <placeName ref="plc:british_columbia">British Columbia</placeName>. I, as senior member of the Executive
Council have assumed the Government pending instructions and
have appointed <persName ref="prs:good_c">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Good</persName> to act as Colonial Secretary.

I send you a proof copy of the Papers about to be presented to
Parl: relative to the Union of <placeName ref="plc:british_columbia">B. Columbia</placeName> with Canada.
</ab>
<p>
A revised copy will come before you for approval when ready, but
on reading the Papers it has occurred to me that assuming that
the Home <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> are desirous of forwarding the<pb facs="co_60_36/co_60_36_00027v.jpg"/> Union, the present
Papers unaccompanied by any decided expression of opinion would
have a bad effect.
</p>
<p>
The most that has been said is in the despatch to <persName ref="prs:young_j">Sir J. Young</persName>
of the <date when="1869-06-02">2 June 1869</date> (p 9) where you will find "if Confederation
is desired by the Inhabitants of the Dominion &amp; of <placeName ref="plc:british_columbia">B.C.</placeName> HM's
<choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> will readily do all in their power to promote it.
</p>
<p>
And in the despatch to <persName ref="prs:musgrave_a"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Musgrave</persName> on his app<hi style="vertical-align: super; font-size: 80%;">t</hi> which is
 not<pb facs="co_60_36/co_60_36_00028r.jpg"/> included here he is told "among the questions which will most
immediately press on your attention is that of the Incorporation
of <placeName ref="plc:british_columbia">B.C.</placeName> with the D. of Canada. On this question
<hi style="text-decoration: underline;">I shall probably have occasion to address you shortly &amp;c</hi>."
</p>
<p>
I have been told that the annex[at]ionists with Canada are the
major party, those with the United States the more stirring—but
that an expression of decided opinion on the part of the Home
<choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> in favor<pb facs="co_60_36/co_60_36_00028v.jpg"/> of Union with Canada would not only instil energy
&amp; activity into the 1<hi style="vertical-align: super; font-size: 80%;">t</hi> named party, but would convert many of
the latter.
</p>
<p>
If this is the case it appears to me to deserve consideration
whether a decided expression on the part of the Home <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice>
should not at once be made public.
</p>

The objects are to satisfy the Canadians—to give a little
momentum to the Unionist party in <placeName ref="plc:british_columbia">BC</placeName> to direct <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> Servants, &amp;
also to allay their fears as to uncompensated loss of place—to
furnish our friends with the most persuasive arg<hi style="vertical-align: super; font-size: 80%;">ts</hi> that we here
have at hand and
<hi style="text-decoration: underline;">not</hi> to abandon power, or to give occasion to any cry that the
Home <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> is assuming it. Finally to print well for Parl<hi style="vertical-align: super; font-size: 80%;">t</hi>.
