In a Telegram to me before I left <placeName ref="plc:newfoundland">Newfoundland</placeName>, in reply to an
application for leave to visit England, while declining to grant
it then, Your Lordship added that the question of leave might
arise later.
</p>
<p>
2. I should now be<fw type="catchword" style="text-align: right;">grateful</fw><pb facs="co_60_36/co_60_36_00571v.jpg"/> grateful if Your Lordship would grant me
leave for a short absence, say for two months, to take effect
after the termination of the Legislative Session in <date when="1870-04">April</date> or
<date when="1870-05">May</date>, in order to enable me to visit <placeName ref="plc:new_york">New York</placeName> on a matter of
personal moment to myself.

I believe that no inconvenience is likely to arise
from my absence for so short a period at that time.
</p>
<p>
3. I think it very<fw type="catchword" style="text-align: right;">probable</fw><pb facs="co_60_36/co_60_36_00572r.jpg"/> probable that on the termination of the
Session some confidential and personal communication with the
Government of Canada on the subject of Confederation will be
desirable if not necessary and it may be convenient that I
should visit <placeName ref="plc:ottawa">Ottawa</placeName> for this purpose when in that neighbourhood
on the Continent. Under these circumstances I would
respectfully request Your Lordship's permission to take<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_60_36/co_60_36_00572v.jpg"/> the
short leave for which I ask upon full pay as being to some
extent on the service of the Colony. The Officer temporarily
administering the Government

need not be put to any expense
during my absence; but with Your Lordship's sanction he might be
allowed to draw half Salary from the Crown fund which is at the
absolute disposal of the Government for any<fw type="catchword" style="text-align: right;">purpose</fw><pb facs="co_60_36/co_60_36_00573r.jpg"/> purpose of which you approve.

I do not think <persName ref="prs:musgrave_a">Governor Musgrave</persName> makes out a sufficient case for
allowing him to draw full Salary during the short (2 or 3
months) leave of absence he asks for to go to <placeName ref="plc:new_york">New York</placeName>—laudable
as the object of that visit is—&amp; except on some very clear
case of Public Service it is not desirable that a portion of the
Crown Fund should be<pb facs="co_60_36/co_60_36_00574v.jpg"/> devoted to paying an Administrator of the
<choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> during the Governor's absence.

<p>
The Colonial <choice><abbr>Se<choice><abbr>c<hi style="vertical-align: super; font-size: 80%;">y</hi></abbr><expan>company</expan></choice></abbr><expan>Secretary</expan></choice> as Senior Member of the Ex. Council would
administer.

The salaries in <placeName ref="plc:british_columbia">Br. Columbia</placeName> seem high in proportion to the
Revenue; though probably when the cost of living is taken into
account they are not in excess of what is necessary to procure
good service.
</ab>
<p>
I shd hardly think that either of these requests could be
acceded to as far as they relate to salary, but I of course do
not know what precedents there may be.
</p>
<p>
I presume that <persName ref="prs:musgrave_a">Governor Musgrave</persName> may have the leave he asks for.
