With reference to my Despatch No. 11 of this day's date, I transmit to you the enclosed order of Her Majesty in Council of the 9th instant constituting a Legislative Assembly whichhas has been passed under the authority of the Act of the last session of Parliament entitled "An Act to make further provision for the Government of British Columbia."
