<p><persName ref="prs:grant_wc">Grant</persName> writes <persName ref="prs:grey_hg">Grey</persName> to confirm that <persName ref="prs:grant_wc">Grant</persName>'s various and recent investments, both monetary and labour, are valid in light of <persName ref="prs:pelly_jh">Pelly</persName> and the <orgName ref="org:hbc">HBC</orgName>'s level of granted power in the colony of <placeName ref="plc:vancouver_island">Vancouver Island</placeName>.</p>
<p>In the minutes, <persName ref="prs:merivale_h">Merivale</persName> reiterates to <persName ref="prs:hawes_b">Hawes</persName> the <orgName ref="org:hbc">HBC</orgName>'s legal position, and breadth and structure of power, in the colony.</p>
<p>One enclosure is a letter of acknowledgement from <persName ref="prs:hawes_b">Hawes</persName> to <persName ref="prs:grant_wc">Grant</persName>, and the other is <persName ref="prs:hawes_b">Hawes</persName> to <persName ref="prs:grant_wc">Grant</persName> again, this time advising that the <orgName ref="org:hbc">HBC</orgName> grant is near completion.</p>

<p><ref target="#marg1"/>Permit me to apologize for the liberty which I as a stranger take
in addressing you; Having <ref target="#marg2"/>however in pursuance of an <choice><orig>in=<lb/>tention</orig><reg>intention</reg></choice> to
emigrate to <placeName ref="plc:vancouver_island"><choice><orig>Vancou=<lb/>ver's</orig><reg>Vancouver's</reg></choice> Island</placeName>, agreed to purchase a certain quantity of
land from the Hudson's Bay <choice><abbr>Co<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">y</hi></abbr><expan>Company</expan></choice>, &amp; having engaged labourers at the
rate of 6 for every hundred acres purchased, who are to be sent out in a
vessel chartered by the Hudson's Bay <choice><abbr>Co<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">y</hi></abbr><expan>Company</expan></choice> on the <date when="1848-11-30">30<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">th</hi> instant</date>,<pb facs="co_305_01/co_305_01_00267v.jpg"/> I
shall feel much obliged if you will be kind enough to inform me whether
<placeName ref="plc:vancouver_island">the island</placeName> is so far made over to the Hudson's Bay <choice><abbr>Co<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">y</hi></abbr><expan>Company</expan></choice> as to justify
my purchasing land from them, &amp; being at the expence (for I am to be at
the sole expence) of sending out emigrants to cultivate that land. The
price paid for land is £1 p<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi> acre, nine tenths of which <persName ref="prs:pelly_jh">Sir J. Pelly</persName>
informed me <choice><abbr>w<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> be spent on the colony for its benefit, he further
fixed a charge of 2/6 p<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi> ton on such coal as <choice><abbr>sh<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be exported<pb facs="co_305_01/co_305_01_00268r.jpg"/> by
Colonists, also a charge of 10/ p<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi> load on whatever Wood <choice><abbr>sh<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">d</hi></abbr><expan>should</expan></choice> be
exported, allowing colonists the use of whatever wood they <choice><orig>re=<lb/>quired</orig><reg>required</reg></choice> for
domestic purposes.</p>

<p>He further gave me the <choice><orig>appoint=<lb/>ment</orig><reg>appointment</reg></choice> of Surveyor of <placeName ref="plc:vancouver_island">the island</placeName>, <choice><orig>lea=<lb/>ving</orig><reg>leaving</reg></choice> salary am<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">ts</hi> of surveys to be made &amp;c. to be fixed on arrival
in <placeName ref="plc:vancouver_island">the island</placeName>. <persName ref="prs:pelly_jh">Sir J. Pelly</persName> also informed me that <placeName ref="plc:vancouver_island">the island</placeName> s<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">d</hi> at
present be governed by a governor &amp; ten councillors, one <add place="above">of</add> which
councillors, he gave me to understand he had <choice><orig>appoint=<lb/>ed</orig><reg>appointed</reg></choice> me, as also a
magistrate, justice of the peace &amp;c. May<pb facs="co_305_01/co_305_01_00268v.jpg"/> I take the liberty of
enquiring from you as under Secretary for the Colonies, whether it is in
the powers of the Governor of the Hudson's Bay Comp<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">y</hi> to make all
these appointments, conditions &amp;c, concerning the sale of land in
<placeName ref="plc:vancouver_island">Vancouver's island</placeName>, &amp; whether I as a private <choice><orig>indi=<lb/>vidual</orig><reg>individual</reg></choice> anxious to go
out to that part of the world, should apply myself to the Hudson's Bay
<choice><abbr>Co<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">y</hi></abbr><expan>Company</expan></choice> or to Her Majesty's Government.</p>

I am inclined to think this gentleman might be answered by shortly
explaining the actual state of the case, viz. that the land is actually
granted to the <orgName ref="org:hbc">HBC</orgName> and <del><persName ref="prs:pelly_jh">Sir J. Pelly</persName></del> they have consequently power to make grants: That their recommendations of persons to fill situations of trust in the
colony would merit every attention on the part of <choice><abbr>Gov<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> although they
have not the direct power of making such appointments: That the H.B.C.
have suggested instructions to <del>the</del> be given to the Governor which have not
as yet been fully considered &amp; approved in this<pb facs="co_305_01/co_305_01_00270r.jpg"/> office, but that
although the negociations between the Company &amp; Government cannot, on
that account, be said to be wholly at an end, yet <unclear><del>L<hi style="vertical-align: super; font-size: 80%;">d</hi> Grey has you has no</del></unclear> <add place="above"><persName ref="prs:grey_hg">Lord Grey</persName> has</add> no <del>do</del> reason to doubt that the colonization of <placeName ref="plc:vancouver_island">the island</placeName> will proceed under the Company's auspices?</ab>
