<p><persName ref="prs:pelly_jh">Pelly</persName> writes to Hawes to confirm his receipt of several correspondences on the subject of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> colonization. In particular, <persName ref="prs:pelly_jh">Pelly</persName> stresses the <orgName ref="org:hbc">HBC</orgName>'s opinion that <persName ref="prs:adams_wp">Adams</persName> should, as soon as possible, begin to receive payments from and issue receipts to emigrants who wish to purchase land grants on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. <persName ref="prs:pelly_jh">Pelly</persName> adds that <q>Company Officers</q> at <placeName ref="plc:victoria">Fort Victoria</placeName> would direct each emigrant to their given <q>quantity of land.</q></p>
<p>The minutes agree that a copy of <persName ref="prs:pelly_jh">Pelly</persName>'s letter should be sent to the <orgName ref="org:foreign_office">Foreign Office</orgName>. <persName ref="prs:grey_hg">Grey</persName> notes to ask <persName ref="prs:temple_hj">Palmerston</persName> of any objections he might have to <persName ref="prs:pelly_jh">Pelly</persName>'s proposal.</p>
<p>This file encloses a draft letter from <persName ref="prs:eddisbury">Eddisbury</persName> to the <orgName ref="org:foreign_office">Foreign Office</orgName> that asks whether <persName ref="prs:temple_hj">Palmerston</persName> sees any objection to <persName ref="prs:pelly_jh">Pelly</persName> and the <orgName ref="org:hbc">HBC</orgName>'s proposal. The second enclosure, which appears in subject disconnected from the previous documents, is a draft letter from the <orgName ref="org:colonial_office">Colonial Office</orgName> to <persName ref="prs:pelly_jh">Pelly</persName> that transmits letters on <placeName ref="plc:ruperts_land">Rupert's Land</placeName>, and the advice that <persName ref="prs:anderson_d">Reverend David Anderson</persName> should serve as its Bishop.</p>

<p>I have the honour to acknowledge the receipt of your letter of the <date when="1849-03-28">28<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">th</hi> Instant</date> accompanying <ref target="#marg1"/>the copy of a Despatch from <persName ref="prs:adams_wp">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Adams</persName>, H.M. Chargé d'affaires in Peru, stating the substance of enquiries which had been made of him by British subjects residing in that country
who are desirous of settling in <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>; and also the copy of a communication which <persName ref="prs:grey_hg">Earl Grey</persName> has directed to be made to the <orgName ref="org:foreign_office">Foreign Office</orgName> in reference to those enquiries; —</p>

<p>In reply to which I beg to state that <persName ref="prs:grey_hg">Earl Grey</persName>'s <choice><orig>commu-<lb/>nication</orig><reg>communication</reg></choice><pb facs="co_305_02/co_305_02_00141v.jpg"/>
above mentioned is entirely satisfactory to the Directors of the
<orgName ref="org:hbc">Hudson's Bay Company</orgName>, who are of opinion that it would save much time
and greatly facilitate emigration from Peru if <persName ref="prs:adams_wp">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Adams</persName> would undertake to receive payment for grants of land, and give certificates
of purchase to intending emigrants, on the production of which the
Company's Officers at <placeName ref="plc:victoria">F<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">t</hi> Victoria</placeName> would (according to instructions to be sent from England) put the purchasers in possession of the quantity of land mentioned in the certificates.</p>

<p>Should this suggestion meet the approbation of Her Majesty's Government, I will lose no time in communicating with <persName ref="prs:adams_wp">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Adams</persName> on the subject.</p>
