Hamilton writes Merivale in response to Merivale's letter that discusses Blanshard's passage from Panama to Vancouver Island. Hamilton reports that he has been commanded by Admiralty to forward, for Grey's information, a previous letter on the same subject.

In the minutes, Blackwood asks whether or not Pelly should be informed as to why Blanshard did not get a passage in a Queen's Ship. Merivale asks, Inform? and the others concur to do so.

This file encloses a letter from Hornby to Parker—the letter which Hamilton forwards—that explains that Hornby did not receive an order to send a ship to Panama until after Blanshard's arrival. The final enclosure is a draft letter from the Colonial Office to Pelly, which reports that the Admiralty was unable at the time to provide Blanshard's passage from Panama to Vancouver Island.

With reference to your Letter of the 4th August last, respecting the conveyance of Mr Blanshard, appointed Governor of Vancouver's Island, from Panama to that Island in one of Her Majesty's Ships; I am commanded by my Lords Commissioners of the Admiralty to send you herewith, for the information of Earl Grey, a copy of a Letter from Rear Admiral Hornby, dated the 28th Octr, No 88, on the subject in question.

Rear Admiral P. Hornby to John Parker, Admiralty, 28 October 1849, explaining that he did not receive orders to send a ship to Panama until after Blanshard must have arrived, and that he now thought it too late "to take any further steps in the matter."
