<p><persName ref="prs:pelly_jh">Pelly</persName> writes to <persName ref="prs:grey_hg">Grey</persName> to confirm receipt of, and to respond to, one of <persName ref="prs:blanshard">Blanshard</persName>'s letters on the progress of settlement on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. <persName ref="prs:pelly_jh">Pelly</persName> argues that the current impediments to colonization, such as the draw of California, and more, will, eventually, make <placeName ref="plc:vancouver_island">the Island</placeName> a desirable destination. <persName ref="prs:pelly_jh">Pelly</persName> then observes that <persName ref="prs:blanshard">Blanshard</persName> is mistaken as to the fiscal structure of the <orgName ref="org:psac">Puget Sound Agricultural Company</orgName>; lastly, he asserts that everything possible has been done with respect to coal-extraction on <placeName ref="plc:vancouver_island">the Island</placeName>.</p>
<p>In the minutes, <persName ref="prs:blackwood_aj">Blackwood</persName> suggests that the <q>real</q> relationship between the <orgName ref="org:hbc">HBC</orgName> and the <orgName ref="org:psac">Puget Sound Agricultural Company</orgName> be explained, presumably, to the Governor.</p>

<p>I have had the honour of receiving <persName ref="prs:hawes_b">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Under Secretary Hawes</persName>'s letter of the <date when="1850-10-21">21<hi style="vertical-align: super; font-size: 80%;">st</hi> Instant</date><!-- HES assumed he meant September, and is not referring to a letter he received in the future --> transmitting a Copy of a Despatch from the <persName ref="prs:blanshard">Governor of Vancouvers Island</persName> reporting on the progress and present state of that Settlement.</p>

<p>That the efforts of the <orgName ref="org:hbc">Hudsons Bay Company</orgName> towards the
colonization of <placeName ref="plc:vancouver_island">the Island</placeName> have not been attended with the success which
some at first expected is to the Company a subject of much regret;
allowance however ought to be made for the adverse circumstances with
which they have had to contend. <fw type="catchword" style="text-align: right;">I</fw><pb facs="co_305_02/co_305_02_00168v.jpg"/> I allude more particularly to the <choice><orig>﹏﹏﹏<lb/></orig><reg/></choice>
irresistible attraction which Calefornia at present possesses for
emigrants. That the vast crowds however, who are flocking to that
quarter will eventually be highly beneficial to <placeName ref="plc:vancouver_island">Vancouvers Island</placeName> in
creating a demand for its productions and consequently making it a
desirable field for Emigration, I cannot for a moment doubt.</p>

<p><persName ref="prs:blanshard">The Governor</persName>, I perceive, has fallen into a mistake with regard to
the <orgName ref="org:psac">Puget Sound Agricultural Company</orgName>. That Company, though its shares
are held by persons more or less connected with the <orgName ref="org:hbc">Hudsons Bay Company</orgName>,
is a distinct and seperate Association, having a Capital of its own, and
its possessory rights are <pb facs="co_305_02/co_305_02_00169r.jpg"/>recognized by the Treaty of 1846 between Great Britain and the United States.</p>

<p>With respect to the Coal, <choice><orig>﹏﹏﹏<lb/></orig><reg/></choice>Everything has been done that could be
done. Experienced Miners have been sent out and are now employed in the
operations necessary for reaching a workable seam of Coal, the surface
coal having been exhausted; and by the latest accounts they were
sanguine as to the result of their labours. The Company are now sending
out a Steam Engine for the Mine.</p>
