<p style="font-style: italic;">This document contains mentions of Indigenous Peoples. The authors of these documents often perpetuate a negative perspective of Indigenous Peoples and it is important to look critically at these mentions. They sometimes use terminology that is now considered hurtful and offensive. <p><persName ref="prs:blanshard">Blanshard</persName> writes to <persName ref="prs:grey_hg">Grey</persName> to acknowledge <persName ref="prs:grey_hg">Grey</persName>'s earlier letter that advises that the government will not maintain a regular detachment of troops to protect <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. <persName ref="prs:blanshard">Blanshard</persName> reiterates some details on the <placeName ref="plc:fort_rupert">Fort Rupert</placeName> murders, and argues that the subsequent military retribution carried out by the <name ref="vsl:daedalus" type="vessel">Daedalus</name> <q>prevented a massacre.</q></p>
<p>The minutes point to contradictions within <persName ref="prs:blanshard">Blanshard</persName>'s reports on the murders, especially as to the location of the crime, relative to <placeName ref="plc:fort_rupert">Fort Rupert</placeName>. <persName ref="prs:grey_hg">Grey</persName> agrees that it would be <q>awkward</q> to pass over such crimes unnoticed, but cites a lack of information on the circumstances, generally. He adds that it is common practise for <q>Europeans</q> to incite aggression, and insult Indigenous women.</p>

<p>I beg to acknowledge the receipt of your despatch of <date when="1851-03-20">20<hi style="vertical-align: super; font-size: 80%;">th</hi> March 1851</date> in which after acknowledging the receipt of mine of <date when="1850-09-18">18 September 1850</date>, you inform me that it is not in the power of Her Majesty's
government to maintain a detachment of regular troops to garrison
<placeName ref="plc:vancouver_island">Vancouvers Island</placeName> and further that Her Majestys government cannot protect British subjects who may voluntarily expose themselves among <name type="ip" subtype="group">the
natives</name> at a distance from the settlements.</p>

<p>I beg to assure your Lordship that I have always discouraged
persons from so exposing themselves <fw type="catchword" style="text-align: right;">but it</fw><pb facs="co_305_03/co_305_03_00035v.jpg"/>but it is scarcely applicable to the
unfortunate seamen who were murdered at <placeName ref="plc:fort_rupert">Fort Rupert</placeName>, as the murder was committed at a considerably shorter distance from that post than is frequently visited by the servants of the Hudson's bay company on their shooting excursions.</p>

<p>That the settlement was in danger I was fully persuaded both by
what I saw myself and by the apprehensions expressed by the Hudson's bay
company's servants who were on the spot, and I still firmly believe that
the visit of H.M. Ship "<name ref="vsl:daedalus" type="vessel">Daedalus</name>" prevented a massacre,</p>

<ab>The Governor states that the Instructions of <date when="1851-03-20">20<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">h</hi> March</date> are
scarcely applicable. But on a subject of so much importance he
should have taken pains to explain himself.</ab>

<p>The instructions assume that the <choice><orig>mur=<lb/>=ders</orig><reg>murders</reg></choice> of<pb facs="co_305_03/co_305_03_00036r.jpg"/> <date when="1850">1850</date> were committed
<hi style="text-decoration: underline;">at some distance</hi> from the settlement     But the Governor now states
that the crime was perpetrated at <hi style="text-decoration: underline;"><placeName ref="plc:fort_rupert">Fort Rupert</placeName></hi>, and apparently <choice><orig>contra=<lb/>=dicting</orig><reg>contradicting</reg></choice> himself, <hi style="text-decoration: underline;">at a considerably shorter distance from
that post than is frequented by the Hudson's Bay Co's Servants</hi>
on their shooting excursions.</p>

<p>The murders of <date when="1851">1851</date> were <choice><orig>com=<lb/>=mitted</orig><reg>committed</reg></choice> at a distance of about 30 miles from the settlement.</p>

<p>Both murders have been in some measure avenged by HM Ships <name ref="vsl:daedalus" type="vessel">Daedalus</name>
and <name ref="vsl:daphne" type="vessel">Daphne</name>. But if further crimes be committed, of the same nature, it
might become extremely awkward to let them pass unnoticed.</p>

force in <placeName ref="plc:vancouver_island">Vancouver's island</placeName> for the purpose of meeting such cases, &amp; with respect to the murders which have been reported we have no

I am afraid it is not very uncommon for the Europeans in their
collis<hi style="vertical-align: super; font-size: 80%;">ns</hi> to be the aggressors by insulting <name type="ip" subtype="group">the women of the natives</name>. — I do not see that anything c<hi style="vertical-align: super; font-size: 80%;">d</hi> be usefully added to the instruct<hi style="vertical-align: super; font-size: 80%;">ns</hi>
already given, or that there <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> be any advantage now in continuing this correspondence. — Put by. —</ab>
