Blanshard provides Grey with a list of his appointments for provisional members of the council of Vancouver Island, in light of Blanshard's forthcoming departure back to England, something which Blanshard wishes to accomplish on the California-bound Daphne.

The minutes note that it seems unnecessary to appoint Douglas as a member of council, given that he has since been appointed governor.

Two documents are included in the file: the first is a draft letter from Grey to the Lord President, requesting that Cooper and Tod be confirmed to council, the second is a draft reply from Grey to Douglas.

30 August 1851 My Lord,

I beg to inform your Lordship that on the 27th Inst, I nominated the following gentlemen as Members of council for Vancouvers Island

           James Douglas Esqr, (Senior Member)

           James Cooper Esqr

           John ToddTod Esqr

Providing expressly that these nominations should be merely provisional, and subject to be confirmed or disallowed by Her Majesty the Queen. The above named gentlemen have this day taken the oath of allegiance as prescribed and theirand their seats as members of Council.

H.M. Ship "Daphne" leaves this settlement for California on the 1st September, and as I am about to avail myself of that opportunity of leaving the Island, the Senior Member of the council will administer the government, till further instructions shall be received from your Lordship,
