<p><persName ref="prs:douglas_j">Douglas</persName> writes to <persName ref="prs:grey_hg">Grey</persName> to acknowledge his appointment as governor and Vice Admiral of <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, and its dependencies. <persName ref="prs:douglas_j">Douglas</persName>'s lengthy despatch reports on a range of subjects, which include Indigenous relations and Missionary conversion, the grisly outcome of the <placeName ref="plc:fort_rupert">Fort Rupert</placeName> murders, grain-crop abundance, the discovery of gold in <placeName ref="plc:haida_gwaii">Haida Gwaii</placeName>, the appointment of <persName ref="prs:finlayson">Finlayson</persName> to council, and more.</p>
<p>In the minutes, <persName ref="prs:blackwood_aj">Blackwood</persName> asks to send on copies of <persName ref="prs:douglas_j">Douglas</persName>'s letter to the <orgName ref="org:hbc">HBC</orgName>, and to the <orgName ref="org:cms">Church Mission Society</orgName>, and for <persName ref="prs:smith_p">Smith</persName> to prepare a warrant for <persName ref="prs:finlayson">Finlayson</persName>'s appointment. <persName ref="prs:merivale_h">Merivale</persName> asks that the discovery of gold be announced, and points out that <placeName ref="plc:haida_gwaii">Haida Gwaii</placeName> is <q>not within the government of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>.</q> <persName ref="prs:grey_hg">Grey</persName> discusses the ramifications of foreign vessels sailing to <placeName ref="plc:haida_gwaii">Haida Gwaii</placeName>, and asks to express satisfaction to <persName ref="prs:douglas_j">Douglas</persName> for his report.</p>

<p><ref target="#marg2"/>I have the honor to acknowledge the receipt of your Lordships
communication of the <date when="1851-05-19">19<hi style="vertical-align: super; font-size: 80%;">th</hi> May 1851</date>, transmitting a Commission under
the Great Seal of the United Kingdom, appointing me to be Governor and
<ref target="#marg1"/>
Commander in Chief in and over <placeName ref="plc:vancouver_island">the Island of Vancouver</placeName>, and its dependencies, together with instructions under the Royal Sign Manual and
Signet for my guidance in the administration of the <choice><orig>Govern=<lb/>=ment</orig><reg>Government</reg></choice> thereof,
and also a Commission under the Seal of the High Court of <orgName ref="org:admiralty">Admiralty</orgName>,
appointing me to be Vice Admiral of <placeName ref="plc:vancouver_island">that Island</placeName> and of its dependencies, all which instru<del>ctions</del><add place="above">ments</add> were duly received <add place="above">by</add> me on the <date when="1851-10-30">30<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">th</hi> Instant</date>. ⎯</p>

<p>I beg through your Lordship to convey to Her Most Gracious
<ref target="#marg3"/> Majesty, my humble thanks for those distinguished marks of confidence,
which, it shall be my endeavour to prove, are not misplaced. ⎯ The Royal
Instructions, will be faithfully executed, and in the exercise of the
power and authority vested in me by the Royal <choice><orig>Commiss-<lb/>-ion</orig><reg>Commission</reg></choice>, it shall be my
study to promote, to the utmost of my ability, the honor and advantage
of the Crown, as well as the interests of Her Majestys Subjects in this
Colony. ⎯</p>

<p><ref target="#marg4"/>I am happy to inform your Lordship that nothing has occurred to
disturb the tran<hi style="text-decoration: underline;">quility of the Settle</hi>ments on <placeName ref="plc:vancouver_island">this Island</placeName>, since the
departure of the late <persName ref="prs:blanshard">Governor <choice><sic>Blanchard</sic><corr resp="ksw">Blanshard</corr></choice></persName> by <hi style="text-decoration: underline;">Her Majestys
Sh</hi>ip "<name ref="vsl:daphne" type="vessel">Daphne</name>" on the <date when="1851-09-01">1<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">st</hi> September last</date>. <name type="ip" subtype="group">The Natives</name> generally profess the most friendly disposition, and prove their sincerity, by the character of their daily intercourse with the Settlers. ⎯</p>

<p><ref target="#marg5"/>The late operations of Her Majestys Ship "<name ref="vsl:daphne" type="vessel">Daphne</name>" acting under
instructions from <persName ref="prs:blanshard">Governor <choice><sic>Blanchard</sic><corr resp="ksw">Blanshard</corr></choice></persName> against the <name type="ip" subtype="group">Neweeti Tribe</name>,
inhabiting the north end of <placeName ref="plc:vancouver_island">Vancouvers Island</placeName>, have been attended with the happiest effects, and so filled their mind with terror, that they
made no attempt at reprisals. They since abandoned their former place of residence, and took refuge among the Tribes living on the West Coast of <placeName ref="plc:vancouver_island">Vancouvers Island</placeName>. ⎯</p>

<p><ref target="#marg6"/>To that point as Soon as their retreat was discovered <name type="ip" subtype="group">a party
of friendly Indians</name> were dispatched by <persName ref="prs:blenkinsop">M<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi> George Blenkinsop</persName> the
<orgName ref="org:hbc">Hudson's Bay Company</orgName>s Officer in command of <placeName ref="plc:fort_rupert">Fort Rupert</placeName>, with a message
from this Government proffering peace to <name type="ip" subtype="group">the Tribe</name> at large, on
Condition of the delivery of <name type="ip" subtype="group">the three Indians concerned in the murder</name>.</p>

<p><ref target="#marg7"/>Those terms were at once accepted by the <name type="ip" subtype="group">Neweete Chiefs</name>, but
before the proposed seizure could be effected the murderers <fw type="catchword" style="text-align: right;">received</fw><pb facs="co_305_03/co_305_03_00067r.jpg"/>received
notice of their danger and fled from the Camp. They were however chased
into the woods, and put to death by their own people after making a
desperate resistance, in which one of the assailants was <choice><sic>severly</sic><corr resp="jmh">severely</corr></choice>
wounded. ⎯</p>

<p><ref target="#marg8"/>The mangled remains of the Criminals were taken to <placeName ref="plc:fort_rupert">Fort Rupert</placeName> and after being <choice><orig>identifi<lb/>=ed</orig><reg>identified</reg></choice> by the Chiefs of the <name type="ip" subtype="group">Quaheolth Tribe</name>, were interred near <placeName ref="plc:fort_rupert">the Fort</placeName>, so that there is no doubt as to their having met with the fate they so Justly merited. ⎯</p>

<p><ref target="#marg9"/>The war with that nation may be now considered as virtually at
an end, and I beg to express, to your Lordship, how greatly I feel
indebted to <persName ref="prs:blenkinsop">M<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi> <choice><sic>Geo</sic><corr resp="ksw">George</corr></choice> Blenkinsop</persName>, for his able and active aid, in bringing it to a satisfactory and honourable close. ⎯</p>

<p><ref target="#marg10"/>I propose in a short time to visit that part of <placeName ref="plc:vancouver_island">Vancouvers Island</placeName> for the purpose of establishing amicable relations with that, and other <name type="ip" subtype="group">Tribes of Indians</name> whose friendship will greatly conduce, to the well being of the Colony. ⎯</p>

<p><ref target="#marg11"/>I am <add place="above">happy</add> to inform your Lordship that the Grain Crops throughout the Settlements were abundant this season, and were secured
in fine condition; though Singular to say, in the American Settlements
about <placeName ref="plc:nisqually">Nisqually</placeName> and on the <placeName ref="plc:columbia_river">Columbia River</placeName>, the harvest was remarkably
wet, and it is estimated that at <fw type="catchword" style="text-align: right;">least</fw><pb facs="co_305_03/co_305_03_00067v.jpg"/>least one third of the grain of this
season <choice><orig>perish=<lb/>=ed</orig><reg>perished</reg></choice> on the field, and a larger proportion was much damaged by the wet, a circumstance which tells greatly in favour of the climate
of <placeName ref="plc:vancouver_island">Vancouvers Island</placeName>. ⎯</p>

<p><ref target="#marg12"/>The grain raised in the Colony this year will not be
Sufficient to meet the home demand, and we shall be under the necessity
of making up the deficiency by importing bread stuffs from abroad. ⎯</p>

<p><ref target="#marg13"/>On the other hand the potatoe crops will greatly exceed our
annual consumption, and the potatoes are remarkably large and of good
quality. ⎯</p>

<p><ref target="#marg14"/><name type="ip" subtype="group">The Natives</name> generally are turning their attention to the
cultivation of the Potatoe, and to other useful arts, such as the manufacture of Shingles and Laths which are becoming popular among them.</p>

<p><ref target="#marg15"/>I shall probably take the liberty of calling your Lordship's
attention hereafter to the best means of improving the condition of the
aborigines of <placeName ref="plc:vancouver_island">this Island</placeName>, who are in many respects a highly interesting people, and I consider worthy of attention.</p>

<p>They will become under proper <choice><orig>Manage<lb/>=ment</orig><reg>Management</reg></choice> of service to the Colony
and form a valuable auxiliary force, in the event of war with any
foreign power. ⎯ From my long experience of <name type="ip" subtype="group">Indian character</name> and of <fw type="catchword" style="text-align: right;">the</fw><pb facs="co_305_03/co_305_03_00068r.jpg"/>the
tribes on this Coast in particular, I am led to regret that the
Missionary Societies of Britain, who are sending Teachers to so many
other parts of the world have not turned their attention to <name type="ip" subtype="group">the natives
of <placeName ref="plc:vancouver_island">Vancouvers Island</placeName></name>; as by the aid of those Societies, Schools might be established for the moral training and instruction of the Aborigines, to
the manifest advantage of the Colony. ⎯</p>

<p><ref target="#marg16"/>On the subject of internal improvements, I may remark that a high road along the Coast from <placeName ref="plc:victoria">Victoria</placeName> to Soke Inlet about 25 miles distant, is greatly needed to facilitate intercourse, and we have that object now in contemplation, having already surveyed the ground and found it not ill adapted for the purpose. ⎯</p>

<p><ref target="#marg17"/>I have further to inform your Lordship, that <name type="ip" subtype="group">the natives</name> have
discovered Gold in <placeName ref="plc:englefield_bay">Englefield Bay</placeName>, on the West Coast of <placeName ref="plc:haida_gwaii">Queen Charlottes
Island</placeName>. One of the <orgName ref="org:hbc">Hudson's Bay Company</orgName> Vessels visited the spot, in
the month of <date when="1851-07">July last</date>, and succeeded in procuring about 60 oz of Gold,
principally by barter from <name type="ip" subtype="group">the Indians</name>. One lump of nearly pure Gold weighing 1 lb 11 oz was seen in the possession of <name type="ip" subtype="individual">one native</name>, who demanded a price beyond its value, so that it was not purchased. ⎯ The Gold is associated with white Quartz rock, similar to that of the auriferous deposites in California; it is yet found in small quantities, but I <fw type="catchword" style="text-align: right;">am</fw><pb facs="co_305_03/co_305_03_00068v.jpg"/>am of opinion that it exists abundantly in that and other parts of
<placeName ref="plc:haida_gwaii">the Island</placeName>. ⎯</p>

<p><ref target="#marg18"/>The report of that discovery having become known in this
Country, I am informed that several American Vessels are fitting out in
<placeName ref="plc:columbia_river">the Columbia</placeName>, for <placeName ref="plc:haida_gwaii">Queen Charlottes Island</placeName>, for the purpose of digging
Gold—a circumstance to which I would request your Lordships attention,
as it may be the desire of Government to exclude foreign vessels from
that part of the Coast. ⎯</p>

<p><ref target="#marg19"/>As the Council of <placeName ref="plc:vancouver_island">this Island</placeName> nominated by <persName ref="prs:blanshard">Governor <choice><sic>Blanchard</sic><corr resp="ksw">Blanshard</corr></choice></persName>, consisted originally of three members, myself included, and is now reduced by my late appointment, to two members, a number insufficient to form a quorum, I have selected <persName ref="prs:finlayson">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Roderick Finlayson</persName>, a Gentleman of worth and great experience, to fill the vacancy until your pleasure thereupon is made known. ⎯</p>

<p><ref target="#marg20"/>I shall do myself the honor of addressing your Lordship from
time to time, on the affairs of <placeName ref="plc:vancouver_island">Vancouvers Island</placeName>, as <choice><orig>circum=<lb/>=stances</orig><reg>circumstances</reg></choice> occur, deserving of your notice.</p>
