<p><persName ref="prs:parker_j">Parker</persName> forwards to <persName ref="prs:peel_f">Peel</persName>, for <persName ref="prs:grey_hg">Grey</persName>'s information, copies of <persName ref="prs:moresby">Moresby</persName>'s correspondence, which contain intelligence reports on the <q>state of affairs</q> on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>.</p>
<p>The minutes acknowledge the <q>very unsatisfactory state of affairs</q> on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>.</p>
<p>The first of the eight documents enclosed in the file is a draft letter from the <orgName ref="org:colonial_office">Colonial Office</orgName> to <persName ref="prs:pelly_jh">Pelly</persName>, which forwards <persName ref="prs:moresby">Moresby</persName>'s letters and enclosures for comment. The remaining enclosures cover topics that include an overview of conditions in the colony, as affected by the <orgName ref="org:hbc">HBC</orgName>, the appointment of magistrates and administration of justice, generally, and a report from one <persName ref="prs:beardmore">Mr. Beardsmore</persName>, an ex-<orgName ref="org:hbc">HBC</orgName> servant, who provides further details on the murder of three British seamen at <placeName ref="plc:fort_rupert">Fort Rupert</placeName>.</p>

<p>My Letter No 55 left at <placeName ref="plc:victoria">Fort Victoria</placeName>, <placeName ref="plc:vancouver_island">Vancouvers, Island</placeName>, with the Chief Factor, <persName ref="prs:douglas_j">Mr. Douglas</persName>, to forward (Duplicate <choice><orig>trans-<lb/>mitted</orig><reg>transmitted</reg></choice> herewith) will inform the Lords Comms of the Admity of my proceedings to <date when="1851-07-30">30 July</date>, &amp; bring before them circumstances, relating to the Colonization of the <placeName ref="plc:vancouver_island">Southern part of Vancouver</placeName>, which are of interest to HM Govt<hi style="vertical-align: super; font-size: 80%;">.</hi>⎯ The "<name ref="vsl:portland_ship" type="vessel">Portland</name>" &amp; "<name ref="vsl:daphne" type="vessel">Daphne</name>" left <placeName ref="plc:esquimalt">Esquimalt</placeName>' on <date when="1851-07-04">4<hi style="vertical-align: super; font-size: 80%;">th</hi> July</date> — the "<name ref="vsl:daphne" type="vessel">Daphne</name>" proceeding in execution of her orders, to <placeName ref="plc:fort_rupert">Fort Rupert</placeName>—</p>

<p>2 ⎯ The further details I have to <choice><orig>com-<lb/>municate</orig><reg>communicate</reg></choice>, I must preface, by <choice><orig>disclaim<lb/>ing</orig><reg>disclaiming</reg></choice>, the slightest inuendo on the character of the Chief Factor, <persName ref="prs:douglas_j">Mr. Douglas</persName>, ⎯ his long service in the Hudson Bay <fw type="catchword" style="text-align: right;">Company</fw><pb facs="co_305_03/co_305_03_00230v.jpg"/>Company<unclear>,</unclear> his energy &amp; intelligence, has justly raised him to the direction of their interests in their vast possessions in this part of the World. In repeating my opinion that the attempt to Colonize <placeName ref="plc:vancouver_island"><choice><orig>Van-<lb/>couver</orig><reg>Vancouver</reg></choice></placeName>, by a Company with exclusive rights of Trade, is incompatible with the free &amp; liberal reception of an Emigrant <choice><orig>Com-<lb/>munity</orig><reg>Community</reg></choice>, I mean to imply that difficulties, &amp; embarassments must be the result, however, good the intention.</p>

<p>3. In reference to the Remarks in my letter No 55, I did not
intend to explain the position of the parties who arrived in the "<name ref="vsl:tory" type="vessel">Tory</name>"
in <date when="1850-05">May last</date>, &amp; are now scarcely recovered from a voyage of nearly Seven
months. I can neither denominate them as Colonists, the greater part
being servants of the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, intended for the preparation
of Farms, under an agreement with Individuals, on the reserved Districts
of <placeName ref="plc:victoria">Victoria</placeName> &amp; <placeName ref="plc:esquimalt"><choice><orig>Esqui-<lb/>malt</orig><reg>Esquimalt</reg></choice></placeName>; the Company I am informed creating the Buildings, supplying the Tools, Seed &amp; Live Stock; the Young <fw type="catchword" style="text-align: right;">Stock</fw><pb facs="co_305_03/co_305_03_00231r.jpg"/>Stock
reared to be equally divided, &amp; a moiety of outlay being chargeable to
the Settlers. I may not be quite correct, but such is the spirit of the Contract, as related to me by a <persName ref="prs:macaulay">Mr. M<hi style="vertical-align: super; font-size: 80%;">c</hi>Auley</persName>, who is located on a Farm, between <placeName ref="plc:esquimalt">Esquimalt</placeName> &amp; <placeName ref="plc:victoria">Victoria</placeName>.</p>

<p>4. <persName ref="prs:langford">Mr. Langford</persName>, formerly in HM military service, &amp; now a Bailiff
in the employment of the <orgName ref="org:psac">Puget Sound Company</orgName>, arrived in the "<name ref="vsl:tory" type="vessel">Tory</name>" in
May last, with his Wife &amp; family. I visited the Farm about 300 acres,
situated on the upper part of <placeName ref="plc:esquimalt">Esquimalt Harbour</placeName>, which I am informed he has contracted with the <orgName ref="org:psac">Puget Sound Company</orgName> to establish, under similar
circumstances to those before <choice><orig>men-<lb/>tioned</orig><reg>mentioned</reg></choice>. Wooden Houses were being erected, lime was burning, &amp; small Enclosures, had previously been
prepared; the workmen were all Englishmen &amp; recently arrived. <persName ref="prs:douglas_j">Mr.
Douglas</persName> tells me that this Farm, <choice><abbr>w<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>would</expan></choice> cost the first year £1,200, by reason of the Artificers &amp; Labourers, supplied by the Hudsons Bay
Company to establish it—perhaps £800, the second year, thus
creating a lien of £2,000 on the property before any return could
be expected.<fw type="catchword" style="text-align: right;">5.</fw><pb facs="co_305_03/co_305_03_00231v.jpg"/></p>

<p>5. I am informed that at <placeName ref="plc:victoria">Victoria</placeName>, two small building lots of 120
feet, by 60, have been sold, one for 100 dollars, the other for 50 Dollars ⎯ The Governor has a small cottage, enclosed by a Stockade, near
<placeName ref="plc:victoria">the Fort</placeName>, built partly at his own expense, on ground belonging to the
<orgName ref="org:hbc">Hudsons Bay Company</orgName>. <persName ref="prs:lempfrit">Padre <choice><sic>Lampfrit</sic><corr resp="jmh">Lempfrit</corr></choice></persName>, a very intelligent &amp; earnest
Missionary has erected a house at <placeName ref="plc:victoria">Victoria</placeName> a part of which is
appropriated for a chapel. He is on good terms with the community, &amp;
took his place at my table by the side of the English Clergyman, the
<persName ref="prs:staines">Rev<hi style="vertical-align: super; font-size: 80%;">d</hi> R. Staines</persName>, with mutual cordiality; nevertheless <persName ref="prs:lempfrit">the good Padre</persName> was the cause of anxiety to the settlement, through a misunderstanding with <name type="ip" subtype="group">the Indians</name>, when <name type="ip" subtype="group">the Tribe</name> assembled round <placeName ref="plc:victoria">the Fort</placeName> in a threatening manner. <persName ref="prs:douglas_j">Mr Douglas</persName> has a commodious dwelling, nearly completed, on his Farm, near <placeName ref="plc:victoria">the Fort</placeName>, &amp; a Farm house on the inland limit.⎯ his Farm, I think extends from <placeName ref="plc:ogden_point">Point Ogden</placeName>, to Mount, &amp; is within <!-- .cm sic --> the Protection of <placeName ref="plc:victoria">the Fort</placeName>.</p>

<p>6. <placeName ref="plc:victoria">Victoria</placeName> at present offers little <fw type="catchword" style="text-align: right;">encouragement</fw><pb facs="co_305_03/co_305_03_00232r.jpg"/>encouragement to induce the visits of a Vessel of War ⎯ Neither Vegetables nor Bread could be found ⎯
Sheep we were allowed to purchase at about 9<hi style="vertical-align: super; font-size: 80%;">d</hi> per pound ⎯ &amp; for a Ton &amp; a half of dry wild grass, cut by one of the Company's Servants, near
the beach, &amp; embarked by our own Crew, we were charged £6.5.0.</p>

<p>7 ⎯ The continuance of the settlement at <placeName ref="plc:sooke">Soake</placeName>, seems to be dependent on the Miners (mentioned in Enclosure No 3 of 55) the place is
well adapted for a limited number ⎯ <persName ref="prs:grant_wc">Captain Grant</persName>, formerly of the
Scots Greys who settled at <placeName ref="plc:sooke">Sooke</placeName>, has left his land to his Servant, who
may not be so fortunate in intimidating <name type="ip" subtype="group">the Indians</name>, as his Master was,
by exhibiting the effect of two small pieces of Ordnance ⎯ The previous
failure of <persName ref="prs:muir">the Muirs</persName> at the Coal mines, &amp; their present discontent, does
not augur well ⎯ The bush being impenetrable, the only <choice><orig>com-<lb/>munication</orig><reg>communication</reg></choice> with <placeName ref="plc:victoria">Victoria</placeName> is by canoes ⎯</p>

<p>8 ⎯ I will now repeat the <choice><orig>state-<lb/>ment</orig><reg>statement</reg></choice> of <persName ref="prs:muir">Andrew Muir</persName>, in reference to
the <fw type="catchword" style="text-align: right;">rewards ⎯</fw><pb facs="co_305_03/co_305_03_00232v.jpg"/>rewards offered for the apprehension of deserters, by an officer of
the <orgName ref="org:hbc">Hudsons Bay Company</orgName>, as there exists a rumour, that <name type="ip" subtype="group">the Indians who murdered our unfortunate countrymen</name> were under the impression, that their act would not be punished, but rather that they wd obtain a Reward ⎯ <persName ref="prs:muir">Andrew Muir</persName> stated to me, "That the three Seamen<choice><orig>"<lb/></orig><reg/></choice> murdered belonged to the "<name ref="vsl:norman_morison" type="vessel">Norman Morison</name>"' which
ship they left at <placeName ref="plc:victoria">Victoria</placeName>, &amp; went on board the <name ref="vsl:england" type="vessel">England</name> of Liverpool, <persName ref="prs:brown_captain">Captn. Brown</persName>. They arrived at <placeName ref="plc:fort_rupert">Fort Rupert</placeName>, where intelligence arrived of their being on board the <name ref="vsl:england" type="vessel">England</name>":—<persName ref="prs:helmcken_js">Dr. Helmcken</persName> as justice went on
board to take them out, but could not find them. The England remained
loading until the American Steamer "<name ref="vsl:massachusetts" type="vessel"><choice><sic>Massachusets</sic><corr resp="ksw">Massachusetts</corr></choice></name>" arrived—on her
leaving four men were missing from <placeName ref="plc:fort_rupert">the Fort</placeName>. A Reward was offered for their Heads, except the Blacksmith, who was to be brought back. <persName ref="prs:brown_captain">Captain
Brown</persName> of the "<name ref="vsl:england" type="vessel">England</name>" told <persName ref="prs:blenkinsop">Mr. Blenkinsop</persName> who offered the Reward, it
was a rash thing:—my father heard him. My father heard <persName ref="prs:blenkinsop">Mr. Blenkinsop</persName>
offer the reward of some Blankets for the <fw type="catchword" style="text-align: right;">white</fw><pb facs="co_305_03/co_305_03_00233r.jpg"/>"white mens heads, but the
blacksmith<choice><orig>"<lb/>"</orig><reg/></choice> was to be brought back alive. The men<choice><orig>"<lb/>"</orig><reg/></choice> made their escape to California" <!-- jmh note: quotes are eratic, sounds like middle par meant to be in quotes -->On mentioning the above to <persName ref="prs:blanshard">Gov<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r.</hi> Blanshard</persName>, I think he said that <persName ref="prs:brown_captain">Captain Brown</persName> had made a similar statement at <placeName ref="plc:san_francisco">San Francisco</placeName>. <persName ref="prs:brown_captain">Captain Brown</persName> is well known at Liverpool, &amp; can be referred to, &amp; will probably be there when their Lordships receive this Letter ⎯</p>

<p>9 ⎯ At <placeName ref="plc:metchosin_district">Machusson</placeName>, the district adjoining <placeName ref="plc:esquimalt">Esquimalt</placeName>, <persName ref="prs:cooper_j">Mr.
Cooper</persName>, the Master who brought out the <name ref="vsl:tory" type="vessel">Tory</name>, in <date when="1851-05">May</date>, an old Servant of
the Company, has an allotment of 200 acres, &amp; a <persName ref="prs:blinkhorn">Mr. Blenkhorne</persName> who also came out in the "<name ref="vsl:tory" type="vessel">Tory</name>" has a 100 acres.</p>

<p>10 ⎯ There is a general complaint that no Title deeds are granted,
that the price of Land, &amp; the condition of bringing out Labourers,
render the <choice><orig>for-<lb/>mation</orig><reg>formation</reg></choice> of a Colony hopeless, &amp; that it is vain to struggle against the monopoly of the <orgName ref="org:hbc">Hudsons Bay Company</orgName>.</p>

<p>11. ⎯ If a further immigration is <fw type="catchword" style="text-align: right;">carried</fw><pb facs="co_305_03/co_305_03_00233v.jpg"/>carried on, under the present
<choice><orig>agree-<lb/>ment</orig><reg>agreement</reg></choice>, I would earnestly recommend the <orgName ref="org:hbc">Hudsons Bay Company</orgName> to send a larger proportion of married men ⎯ of the labourers who arrived in the "<name ref="vsl:tory" type="vessel">Tory</name>" 75 in number, only 9 brought their wives ⎯ the single men
scattered amongst <name type="ip" subtype="group">an Indian population</name> will cause results not necessary
to dilate on ⎯</p>

<p>12. That more extended protection is necessary against the possible hostility of <name type="ip" subtype="group">the Indians</name>, the opinions of <persName ref="prs:douglas_j">Mr. Douglas</persName>, the <persName ref="prs:staines">Rev<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">d</hi> R. Staines</persName>, &amp; the Settlers at <placeName ref="plc:sooke">Sooke</placeName> manifest. On the eve of leaving <placeName ref="plc:esquimalt">Esquimalt</placeName>, <persName ref="prs:blanshard">Govr Blanshard</persName>, when on board the <placeName ref="plc:portland">Portland</placeName> related to me a conversation he had held with <persName ref="prs:douglas_j">Mr Douglas</persName>, ⎯ I induced the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> to request <persName ref="prs:douglas_j">Mr Douglas</persName> to repeat his fears in writing—the correspondence is enclosed, &amp; if any error has been committed on the appointment of <persName ref="prs:douglas_j">M<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r.</hi> Douglas</persName> <fw type="catchword" style="text-align: right;">as</fw><pb facs="co_305_03/co_305_03_00234r.jpg"/>as a local Magistrate, I must bear the onus of having requested it of <persName ref="prs:blanshard"><choice><abbr>Gov<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Blanshard</persName>.</p>

<p>13. It is with some hesitation I add to my enclosures, the copy of
some observations, made by my Steward, who during our stay was in daily
communication with the people at <placeName ref="plc:victoria">Victoria</placeName> ⎯ I cannot conscientiously withhold it, in justice to the community of HM subjects, who appear to
require that their position shd be ameliorated ⎯</p>

<p>14. My predecessor <persName ref="prs:hornby_p">R<hi style="vertical-align: super; font-size: 80%;">r</hi> Adl Hornby</persName>, in transmitting the letter of <persName ref="prs:wellesley_g">Captain Wellesley</persName> of HMS "<name ref="vsl:daedalus" type="vessel">Daedalus</name>" of <date when="1850-10-31">31 Octr 1850</date>, No 18, commented upon the remarks made by <persName ref="prs:wellesley_g">Captain Wellesley</persName>, upon the dissatisfaction existing at <placeName ref="plc:fort_rupert">Fort Rupert</placeName>, &amp; I would beg to refer their Lordships to this letter ⎯</p>

<p>15. I much regret that the State <fw type="catchword" style="text-align: right;">of</fw><pb facs="co_305_03/co_305_03_00234v.jpg"/>of the Provisions of the
"<name ref="vsl:portland_ship" type="vessel">Portland</name>," &amp; the urgent necessity for my return to <placeName ref="plc:valparaiso">Valparaiso</placeName>, has prevented me from going to the Northern Settlements</p>
