<p style="font-style: italic;">This document contains mentions of Indigenous Peoples. <p><persName ref="prs:douglas_j">Douglas</persName>’ letter to <persName ref="prs:grey_hg">Grey</persName> discusses relations between colonists in <placeName ref="plc:victoria">Victoria</placeName> and <name type="ip" subtype="group">the Songhees</name> in <placeName ref="plc:esquimalt">Esquimalt</placeName>. He describes a specific incident to demonstrate the need for increased Naval security in the <q>infant colony.</q> He also remarks on colonial growth and possible revenue sources, specifically from gold and import duties.</p>
<p>The minutes discuss using the <name ref="vsl:thetis" type="vessel">Thetis</name> (which has been ordered to protect British interests at <placeName ref="plc:haida_gwaii">Haida Gwaii</placeName>, as seen in <ref type="doc" target="cdc:V525AD03">this despatch</ref>) to periodically patrol the colony on <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, and that the Navy, not the colony, should address future conflicts with indigenous groups, if they occur beyond <placeName ref="plc:vancouver_island">Vancouver Island</placeName>.</p>
<p>Of the two enclosures, the first is the draft of a request to <persName ref="prs:blanshard">Blanshard</persName> to deliver copies of his correspondence while governor; the second is a draft which highlights <persName ref="prs:pakington">Pakington</persName>’s concern over <persName ref="prs:douglas_j">Douglas</persName> governing <placeName ref="plc:vancouver_island">Vancouver Island</placeName> in absence of an official legislation. The minutes suggest that <persName ref="prs:douglas_j">Douglas</persName> be given a <q>Book of Regulations.</q></p>

<ref target="#marg3"/>I have the honor to acknowledge the receipt, on the <date when="1852-03-16">16<hi style="vertical-align: super; font-size: 80%;">th</hi> March</date>,
of your Lordship's Despatches of the <date when="1852-09-19">19<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">th</hi> Sept<unclear cert="high" resp="HES">r</unclear></date> and of the
<date when="1851-11-05">5<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">th</hi> November, 1851</date>, No. 1 Military,
the former inclosing a
Report, from the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, shewing the quantity of land sold
by the Company at <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, at the price of one pound per
acre, with other <ref target="#marg4"/><choice><orig>infor-<lb/>-mation</orig><reg>information</reg></choice> relative to the progress of <choice><orig>settle-<lb/>-ment</orig><reg>settlement</reg></choice> in
this Colony.
</p>

<p>
<ref target="#marg5"/>I will not occupy your Lordship's time with any remarks upon
the Report from the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, as it contains a correct
statement of their proceedings in reference to the colonization of
<placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, and in the course of my communications, I will have
occasion to inform your Lordship of all matters relative to the State &amp;
progress of the Settlements.
</p>

<p>
<ref target="#marg6"/>With reference to your <pb facs="co_305_03/co_305_03_00104v.jpg"/>Lordship's Despatch of the <date when="1852-11-05">5<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">th</hi>
November</date> I beg to observe that there is no copy of my Predecessor's
official correspondence with your Lordship among the public documents
committed by him to my Keeping.      I therefore cannot properly furnish the
information which your Lordship appears to require, relative to the
proceedings taken by <persName ref="prs:blanshard">M<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi> <choice><sic>Blanchard</sic><corr>Blanshard</corr></choice></persName> for the apprehension of
<name type="ip" subtype="group">the Natives concerned in the murders of the British seamen</name> at <placeName ref="plc:nahwitti">Neweete</placeName> in
the month of <date when="1850-07">July 1850</date>.      I however informed your Lordship in my letter
of the <date when="1852-10-31"><note xml:id="V52103_5"><persName ref="prs:douglas_j">Douglas</persName> was incorrect on the date of the letter in question, which was from the <date when="1851-10-31">31st of October, 1851</date>.</note><choice><sic>21</sic><corr>31</corr></choice><hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">st</hi> of October last</date>,
that <name type="ip" subtype="group">the three natives concerned in that murder</name> had been executed by
their own countrymen, and that we had in consequence renewed peaceful
relations with the <name type="ip" subtype="group">Neweeté Tribe</name>; who have since then been remarkably
quiet and orderly in their deportment, from whence I infer that the

retaliatory measures adapted by <persName ref="prs:blanshard">M<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi><choice><sic>Blanchard</sic><corr>Blanshard</corr></choice></persName>, and so vigourously
sustained by <persName ref="prs:lacy"><choice><abbr>Lieu<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Lieutenant</expan></choice> Lacy</persName>, of Her Majesty's Ship "<name ref="vsl:daphne" type="vessel"><choice><sic>Daphnae</sic><corr>Daphne</corr></choice></name><!-- cjc note: variant spelling, sic? -->" have had a
most salutory effect in impressing the minds of the <name type="ip" subtype="group">Neweeté Tribe</name>, as
well as <name type="ip" subtype="group">other Indian Tribes</name>, who inhabit the north end of <placeName ref="plc:vancouver_island">Vancouver's
Island</placeName>, with a proper degree of respect for the persons and property of
Her Majesty's Subjects; who may <pb facs="co_305_03/co_305_03_00105r.jpg"/>through accident fall into their power.
</p>

<p>
<ref target="#marg7"/>The instructions in your Lordships Despatch of the <date when="1851-03-20">20<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">th</hi>
March 1851</date>, No 1 Military, in reference to the views, which Her
Majesty's Government entertain on the question of the protection to be
afforded to British subjects, against the violence of <name type="ip" subtype="group">the Native Indian
Tribes</name>, will be made known to the Public, and be considered as the rule
of our future proceedings in such cases. Every means in the power of
this Government, will also be exerted to keep the Colonists together,
and to prevent them from straggling into <name type="ip" subtype="group">the Indian Country</name>, and forming
detached settlements, which from their weakness and isolation, would be
greatly exposed to <name type="ip" subtype="group">Indian</name> depredations, and become a source of disquiet
to the Colony.
</p>

<p>
<ref target="#marg8"/>It is obviously the interest and should be the constant study
of this Government, to avoid every course that may directly or
indirectly lead to dissension with <name type="ip" subtype="group">the powerful Indian Tribes inhabiting
<placeName ref="plc:vancouver_island">Vancouver's Island</placeName></name>, whose numbers are estimated at 20,000 including
women and children.
</p>

<p>
They fortunately do not all speak the same language, and have their
sectional interests and disputes, which keep them, divided, and in<pb facs="co_305_03/co_305_03_00105v.jpg"/> a
measure hostile to each other; but notwithstanding those intestine
discords, their friendship is valuable and their opposition would prove
a formidable obstacle to the progress of an infant Colony.
</p>

<p>
<ref target="#marg9"/> A difficulty which nearly led to a fatal affray with the <name type="ip" subtype="group">Songies
<!-- .cm 105 can't tell if he's written Songies or Songeis, -->
Tribe</name>, occurred last month, in consequence of an attempt that was made
to apprehend an individual of that nation, who was accused of having
slaughtered several head of neat cattle and sheep, belonging to a
Settler.
</p>

<p>
<name type="ip" subtype="group">Two Indians</name> were, in succession, charged with the offence, one of
whom was captured without difficulty, and brought in by the Officer,
intrusted with the execution of the warrant, but in attempting
afterwards to apprehend the other offender; who had taken refuge in the
principal <name type="ip" subtype="group">Songies</name><!-- LILS this should be marked up as a place or region --> Village near <placeName ref="plc:victoria">Victoria</placeName>, the Constable, and his retinue
of ten men, were surrounded by a tumultuous throng of armed <name type="ip" subtype="group">Indians</name>; who
set him at defiance, and were only restrained at the point of the
<choice><sic>Baoynet</sic><corr>Bayonet</corr></choice> from rushing in, and disarming his party, who were consequently
compelled to retire in disorder, without having executed the warrant,
and with the loss of two muskets, and a Boat,<pb facs="co_305_03/co_305_03_00106r.jpg"/> which remained in the
hands of <name type="ip" subtype="group">the Indians</name>.       As soon as that outrage was reported I sent a
second party to demand <choice><sic>‸<add place="above">of</add></sic><corr>of</corr></choice> <name type="ip" subtype="group">the Songies</name> the Boat and Muskets, they had so
lawlessly seized, on pain of being punished if they objected to restore
them; but the mission proved abortive.      They refused to give up the
property unless <name type="ip" subtype="individual">the Indian, who had been apprehended in the morning</name>, on
the charge of Cattle lifting, and who still remained in custody, was set
at liberty.
</p>

<p>
Although very unwilling to proceed to extremity with <name type="ip" subtype="group">those Indians</name>;
who have been uniformly friendly, I could not allow Her Majesty's
authority to be thus treated, <choice><sic>‸<add place="above">with contempt</add></sic><corr>with contempt</corr></choice> and the law set at open
defiance, without a neglect of duty, and incurring greater evils, than
those which it was sought to avert.
</p>

<p>
Before resorting to coercive measures I however resolved to try the
effect of a demonstration, and with that view ordered out a few guns,
and directed the <orgName ref="org:hbc">Hudson's Bay Company</orgName>'s Steam Vessel, "<name ref="vsl:beaver" type="vessel">Beaver</name>", to be
anchored abreast of the village, in a position from which it could be
attacked to <choice><orig>advan-<lb/>-tage</orig><reg>advantage</reg></choice>, and in course of two hours our preparations were
completed. In the mean time, there was much excitement and alarm, among
<name type="ip" subtype="group">the Indians</name>, the women and children were flying in all directions, while
the men, appeared to look<pb facs="co_305_03/co_305_03_00106v.jpg"/> unmoved upon the scene of danger, but they had
also had time for reflection, on the consequences of pushing the matter
further, and, to my great relief, sent a messenger to beg that
proceedings might be stayed, as they had resolved to end the dispute by
restoring the Boat and Muskets, which were immediately given up.
</p>

<p>
It being then late in the evening nothing further could be done;
and the following morning the <name type="ip" subtype="individual">Songies Chief</name> a well disposed Indian, made
proffers of compensation for the cattle that had been slaughtered by his
people; which were accepted, and quiet was restored.
</p>

<p>
<ref target="#marg10"/>I have probably dwelt at undue length on a subject; which may
not appear of much importance, from a wish to put your Lordship fully in
possession of the facts of the case, as well as our proceedings
consequent thereupon, and as similar difficulties will be of frequent
recurrence. I would beg the favour of your Lordship's instructions in
reference to other cases of the same kind. I would at the same time beg
to press upon your Lordship's consideration the advantage of stationing
one of Her Majesty's
<ref target="#marg11"/> Ships, employed in the Pacific, at this or the
neighbouring <placeName ref="plc:esquimalt_harbour">Port of Esquimalt</placeName>.

As a protective measure, the presence of that<pb facs="co_305_03/co_305_03_00107r.jpg"/> force would place the
Colony in "security" and give an impulse to settlement, more than any
other means that could be devised, for it would remove the <choice><orig>preva-<lb/>-lent</orig><reg>prevalent</reg></choice>
idea; which now hinders many parties from embarking capital in this
Colony, that Her Majesty's Government are not disposed to patronize or
foster its interests in any way, and lastly it may prevent much future
evil, and in the end be a great saving of expense.
</p>

<p>
<ref target="#marg12"/>We have had no other cause of complaint nor difference whatever
with <name type="ip" subtype="group">the Indians</name> since my last report, and probably no serious
difference would ever occur were it not for the running cattle,
which often stray into the woods, at a distance from the settlement, and
offer an irresistable temptation to the hungry <name type="ip" subtype="individual">Indian</name>, returning
unsuccessful from the chase, whose ideas are moreover somewhat
indistinct as to the real value of domestic cattle, being <choice><orig>consider<lb/>-ed</orig><reg>considered</reg></choice> in
the same light as the deer of the forest, in which he believes there is
no exclusive property.

<p>
<ref target="#marg13"/>Several land sales have been effected, since the report made to
your Lordship by the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, to parties residing in this
country; who are erecting buildings, and bringing the soil into
cultivation
</p>

The <orgName ref="org:psac">Puget Sound Company</orgName> have commenced a large agricultural
<choice><orig>estab<lb/>-lishment</orig><reg>establishment</reg></choice> west of <placeName ref="plc:esquimalt">Esquimalt</placeName>, and another on a smaller scale near
<placeName ref="plc:victoria">Victoria</placeName>.
</p>

<p>
Several houses have also been erected in town, and on the whole
much progress has been made, for the small British population on <placeName ref="plc:vancouver_island">the
Island</placeName>.
</p>

<p>
A number of horses and cattle have also been imported during the
winter by the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, and by individual settlers.
</p>

<p>
<ref target="#marg14"/>As a subject intimately connected with the well being of the
Colony it will not be irrelevant to inform your Lordship, that a boy's
school has been lately opened, chiefly at the expense of the Hudson's
Bay Company, for the instruction of the children of the lower classes;
which is well attended.      That with the school conducted by the Hudson's
Bay Company's Chaplain, provides secular and religious instruction for
all the children in the settlement.
</p>

<p>
<ref target="#marg15"/>Two Priests of the Roman Catholic Communion, arrived a few
days ago from Europe,
being the precursors of <persName ref="prs:demers_m"><choice><abbr>Mons<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Monsieur</expan></choice> Demers</persName>, Titular Bishop of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>; who is shortly expected here, his object being to found Missions
among <name type="ip" subtype="group">the Native<pb facs="co_305_03/co_305_03_00108r.jpg"/> Tribes of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName></name>.
</p>

<p>
<ref target="#marg16"/>There has been for some time past much excitement among the
labouring classes, on the subject of the Gold diggings of <placeName ref="plc:haida_gwaii">Queen
Charlottes Island</placeName>, to the great injury of the Colony, which has in
consequence lost many useful men. One of the <orgName ref="org:hbc">Hudson's Bay Company</orgName>'s
Vessels sailed for <placeName ref="plc:gold_harbour">Gold Harbour</placeName>, about the end of last month, with a
strong and well appointed party.
</p>

<p>
The "<name ref="vsl:exact" type="vessel">Exact</name>" and another American Vessel, which called at <placeName ref="plc:gold_harbour">Gold
Harbour</placeName> since my last report, returned <choice><orig>unsuccess-<lb/>-ful</orig><reg>unsuccessful</reg></choice> from that voyage,
having been beaten off by <name type="ip" subtype="group">the Natives</name>; though the American force was
considerable, and well armed.     Several other American vessels are
reported to be on the point of sailing from the Ports of <placeName ref="plc:oregon_territory">Oregon</placeName>, for the
same part of the coast. I have no reliable information from California,
though the rumours in circulation lead to the belief that <placeName ref="plc:gold_harbour">Gold Harbour</placeName>,
will be the great attraction of the season.
</p>

<p>
I have also to inform your Lordship, that this Government, have
it in contemplation to impose a duty <ref target="#marg17"/>on imports from Great
Britain, and all other countries, for the purpose of raising a
Revenue to meet its current expences.

Whether it will<pb facs="co_305_03/co_305_03_00108v.jpg"/> be a fixed or ad valorem duty, uniform or distinctive in
its provisions, and the other details of the measure, have not yet been
taken into consideration, by the Council; but as soon as it is matured,
I will take the earliest opportunity of communicating with your
Lordship.

<p><hi style="text-decoration: underline;">Paragraph 7</hi>. As a ship of War has been ordered to <placeName ref="plc:haida_gwaii">Queen
Charlotte Island</placeName> for the protection of property there, of which the
Governor was <del>not</del> of course not aware when he wrote this <choice><abbr>desp<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">h</hi></abbr><expan>despatch</expan></choice>, it is<pb facs="co_305_03/co_305_03_00109r.jpg"/> not
unlikely but that the same vessel may occasionally be able to visit
<placeName ref="plc:vancouver_island">VanCouver's Island</placeName>, &amp; afford the Governor the aid he asks for.    You will
probably consider &amp; suggest to <persName ref="prs:pakington">Sir John Pakington</persName> what instructions can
be given to the Governor for his guidance in the event of <name type="ip" subtype="group">the Indians</name> again misconducting themselves.
</p>

<p><hi style="text-decoration: underline;">Paragraph 9</hi>. Should, I think, be communicated to <persName ref="prs:miller_w">M<hi style="text-decoration: underline; vertical-align: super; font-size: 80%;">r</hi> Miller</persName>
to print with the return to the Order of the<pb facs="co_305_03/co_305_03_00109v.jpg"/> House of Commons for
information as to what the <orgName ref="org:hbc">Hudson's Bay Company</orgName> had done in the way of
Colonization &amp;c &amp;c.
