<p><persName ref="prs:pelly_jh">Pelly</persName> writes to <persName ref="prs:pakington">Pakington</persName> to request a packet sent by <persName ref="prs:douglas_j">Douglas</persName>, and a copy of a letter written from <persName ref="prs:douglas_j">Douglas</persName> to <persName ref="prs:moresby">Moresby</persName> on American activities at <placeName ref="plc:haida_gwaii">Haida Gwaii</placeName>.</p>
<p>The minutes discuss the military and jurisdictional need to legally protect British interests at <placeName ref="plc:haida_gwaii">Haida Gwaii</placeName>.</p>
<p>Of the two enclosures, the first is <persName ref="prs:douglas_j">Douglas</persName>’ letter to <persName ref="prs:moresby">Moresby</persName> on American interests in the discovery of gold at <placeName ref="plc:haida_gwaii">Haida Gwaii</placeName>; the second is the <orgName ref="org:colonial_office">Colonial Office</orgName>’s draft to <persName ref="prs:hamilton_wab">Hamilton</persName>, which forwards <persName ref="prs:douglas_j">Douglas</persName>’ aforementioned letter, along with a request to the <orgName ref="org:admiralty">Admiralty</orgName> to dispatch a warship to <placeName ref="plc:haida_gwaii">Haida Gwaii</placeName>, and grant its Commanding Officer a Commission of the Peace.</p>

<persName ref="prs:pelly_jh">Sir J.H. Pelly</persName> presents his compliments to <persName ref="prs:pakington">Sir John Pakington</persName>,
and begs to hand him a packet addressed to the late Secretary for the
Colonies which has been received today from the Governor of <placeName ref="plc:vancouver_island">Vancouver's
Island</placeName>, and also the copy of a letter from the Governor to <persName ref="prs:moresby">Rear Admiral
Moresby</persName>, relative to the proceedings and views of American Adventurers
in regard to <placeName ref="plc:haida_gwaii">Queen Charlotte's Island</placeName>.

In the desp<hi style="vertical-align: super; font-size: 80%;">t</hi> <choice><abbr>rec<hi style="vertical-align: super; font-size: 80%;">d</hi></abbr><expan>received</expan></choice> yesterday the Governor mentioned having applied
to the British Admiral in the Pacific for protection for british
interests at <placeName ref="plc:haida_gwaii">Queen Charlotte's Island</placeName>. I really think it is time some
vigorous proceedings should be taken by the British <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> to maintain
order in this distant place, &amp; establish regulations concerning the gold
mines. <placeName ref="plc:haida_gwaii">The Island</placeName> is within Canadian Jurisdiction, and properly
speaking a communication should be addressed to <persName ref="prs:bruce_j">Lord Elgin</persName> on the
subject.
</ab>

<p>
In the meanwhile I must continue of opinion that the <orgName ref="org:admiralty">Admiralty</orgName>
should be specially ordered to send a Ship of War there, the Captain
thereof having a Commission of Justice of the Peace, or there will be
great disorder &amp; discredit ensuing in the place.

This is already under <persName ref="prs:pakington">Sir J. Pakington</persName>s' consideration. This
letter is nearly the same with the dispatch which has been sent by us to
the Company, &amp; this crossing of the<pb facs="co_305_03/co_305_03_00457v.jpg"/> same information is rather
inconvenient. It is evident that prompt action is needed if there is to
be any. A naval force might be sent. and no party might be allowed to
work the quartz without licence from the District <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice>. But whether
foreign vessels could be prevented from touching at <placeName ref="plc:haida_gwaii">Q. Charlotte's I<hi style="vertical-align: super; font-size: 80%;">d</hi></placeName>
consistently with present navigation acts &amp; treaties, I am not so sure.
