<p><persName ref="prs:blanshard">Blanshard</persName> sends <persName ref="prs:pakington">Pakington</persName> a copy of an address signed by the settlers of <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, which challenges the appointment of a <orgName ref="org:hbc">HBC</orgName> employee as governor, following <persName ref="prs:blanshard">Blanshard</persName>’s resignation and departure.</p>
<p>The minutes justify the appointment of <persName ref="prs:douglas_j">Douglas</persName> - an <orgName ref="org:hbc">HBC</orgName> employee - as governor, following <persName ref="prs:blanshard">Blanshard</persName>’s resignation. </p>
<p>Of the two enclosures, the first is the address presented to <persName ref="prs:blanshard">Blanshard</persName>, signed by the settlers of <placeName ref="plc:vancouver_island">Vancouver Island</placeName>, challenging <persName ref="prs:douglas_j">Douglas</persName>’ appointment as governor; the second is a draft acknowledgement to <persName ref="prs:blanshard">Blanshard</persName> of the receipt of the address.</p>

I regret that my absence from Town has prevented my sooner
acknowledging your communication of <date when="1852-08-13">13 August 1852</date>.

I now beg to forward you the document to which I alluded, being a
memorial or address signed by every settler except one on <placeName ref="plc:vancouver_island">Vancouvers Island</placeName>; it was presented to me when on the immediate point of leaving
<placeName ref="plc:vancouver_island">the Island</placeName> and I did not deposit any copy among the Colonial documents
which I left there as the very nature of the memorial would draw down
upon all who had signed it the ill will and oppression of <fw type="catchword" style="text-align: right;">the Hudson Bay</fw><pb facs="co_305_03/co_305_03_00057v.jpg"/>the Hudson Bay
Company's Servants, into whose hands the government of the Colony was
passing.

I apprehend that an acknowledgement of this Letter will suffice. The
excuse for the employment of a gentleman belonging to the Hudson's Bay
Company as Governor of a Settlement where the interests of the Company
are so predominant is to be found in the simple fact that as no funds
are voted by Parl<hi style="vertical-align: super; font-size: 80%;">t</hi> for the payment of the Salary of an independent
person as <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> H.M. <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">t</hi></abbr><expan>Government</expan></choice> had no option but<pb facs="co_305_03/co_305_03_00058r.jpg"/> to employ one of the
