I have to acknowledge the receipt of your Predecessor's despatch of the 30th of August last, reporting that he had provisionally appointed yourself and Messrs James Cooper and John Todd [Tod] to be Members of the Council of Vancouver's Island.

As

As you have been appointed to the Office of Governor and Commander in Chief in and over that Island, it has appeared to me to be unnecessary to request the Lord President of the Council to submit your name to the Queen in Council with a view to your appointment as a Member of the Council of that Island. But, I have requested the Lord President to submit to Her Majesty in Council the names of Messrs Cooper andTodd Todd as fit and proper persons to be appointed to seats at that Board; and Her Majesty having been pleased to approve thereof, I transmit herewith two Warrants under the Royal Sign Manual, appointing those Gentlemen respectively to seats in the Council of Vancouver's Island.
