<p><persName ref="prs:barclay_a">Barclay</persName> writes to <persName ref="prs:elliot_tf">Elliot</persName>, for <persName ref="prs:newcastle">Newcastle</persName>’s information, to forward an extract of a letter, from <persName ref="prs:douglas_j">Douglas</persName>, on the subject of <q>the letter of a gentleman residing at <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>,</q> extracts of which were transmitted to the <orgName ref="org:hbc">HBC</orgName>.</p>
<p>In the minutes, <persName ref="prs:jadis_v">Jadis</persName> notes that the obligation of land-owners to accommodate a <q>certain number of settlers</q> has been relaxed.</p>
<p>This file encloses an extract of a letter, from <persName ref="prs:douglas_j">Douglas</persName> to <persName ref="prs:barclay_a">Barclay</persName>, that explains and defends the <orgName ref="org:hbc">HBC</orgName>’s land-policy.</p>

the <persName ref="prs:newcastle">Duke of Newcastle</persName>, an extract of a letter received from <persName ref="prs:douglas_j">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Douglas</persName> relative to the letter of a gentleman residing at <placeName ref="plc:vancouver_island">Vancouver's
Island</placeName>, of which extracts were transmitted to the Governor and Committee
of the <orgName ref="org:hbc">Hudsons Bay Company</orgName> with your letter of the <date when="1853-11-03">3<hi style="vertical-align: super; font-size: 80%;">rd</hi> November last</date>.
