<p><persName ref="prs:douglas_j">Douglas</persName> writes to <persName ref="prs:newcastle">Newcastle</persName> to report the wreck of the <name ref="vsl:lord_western" type="vessel">Lord Western</name>, <q>on the west coast of <placeName ref="plc:vancouver_island">Vancouver Island</placeName>,</q> while bound for <placeName ref="plc:san_francisco">San Francisco</placeName>. <persName ref="prs:douglas_j">Douglas</persName> details the dramatic rescue, by the <orgName ref="org:hbc">HBC</orgName>'s <name ref="vsl:otter" type="vessel">Otter</name>, and requests that the government defray the total expense of <q>£131.0.0.</q> for the rescue.</p>
<p> The minutes note that the rescue of the <q>Shipwrecked British Seamen</q> should be paid from <q>Imperial Funds,</q> but the remainder of rescue-costs, and a system for future cases, is difficult to determine, and <persName ref="prs:merivale_h">Merivale</persName> asks that <orgName ref="org:treasury">the Treasury</orgName> receive <persName ref="prs:douglas_j">Douglas</persName>'s's despatch and report back with their view.</p>
<p> The file includes nine documents. The first a draft letter from <persName ref="prs:newcastle">Newcastle</persName> to <persName ref="prs:douglas_j">Douglas</persName>, which agrees that the <q>Trust Fund</q> is appropriate to defray the <name ref="vsl:lord_western" type="vessel">Lord Western</name>'s rescue-costs, as it is for <q>local purposes;</q> the second is a draft letter from the <orgName ref="org:colonial_office">Colonial Office</orgName> to <persName ref="prs:colvile_a">Colvile</persName>, which confirms that the <name ref="vsl:lord_western" type="vessel">Lord Western</name>'s rescue-expenses be paid out of the colonial trust fund; the third is a draft letter from the <orgName ref="org:colonial_office">Colonial Office</orgName> to <persName ref="prs:trevelyan_ce">Trevelyan</persName>, Treasury, which forwards a copy of <persName ref="prs:douglas_j">Douglas</persName>'s despatch and seeks agreement with <persName ref="prs:newcastle">Newcastle</persName>'s view
that said expenses be repaid to the <orgName ref="org:hbc">HBC</orgName> from government funds. The remaining six documents relate to the rescue of the <name ref="vsl:lord_western" type="vessel">Lord Western</name>, and expenses for the same.</p>

<p>
The British Barque "<name ref="vsl:lord_western" type="vessel">Lord Western</name>", of about 500 tons burden, having
been wrecked through stress of weather, on the west coast of <placeName ref="plc:vancouver_island">Vancouver's
Island</placeName>, in the month of <date when="1853-11">November last</date>, while bound from <placeName ref="plc:victoria">Victoria</placeName> to the
<placeName ref="plc:san_francisco">Port of San Francisco</placeName>, with a full cargo of timber, and salt fish, the
greater part of which was shipped on freight, by <persName ref="prs:swanston">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Robert Swanston</persName>,
Merchant of this place; I was apprised of those circumstances by him, in
a letter, of which I herewith enclose a copy, and which also contains a
requisition on this Government for assistance in relieving the Master
whose name<fw type="catchword" style="text-align: right;">is</fw><pb facs="co_305_05/co_305_05_00002v.jpg"/> 
is <persName ref="prs:parker_p">Parker</persName>, and three of the Mariners who were left near the
wreck, among the <name type="ip" subtype="group">savages</name>, in a state of great destitution, while the
remnant of the crew, effected a return to this place, in the Ship's
boats.
</p>
<p>
He moreover informed me in a personal conference, that he could
give no security for any expenses, incurred for that object, as he
possessed no interest in the ship, and knew that the owners had no other
property, and would be altogether ruined by the loss of their vessel;
and for that and other reasons, stated in his letter, he had made
application to me for assistance on the part of this Government.
</p>
<p>
The onus of relief was therefore thrown wholly upon the Government
and it being a case admitting of no delay, seeing that the unfortunate
men, unless speedily succoured, might perish of hunger, or fall a prey
to the merciless <name type="ip" subtype="group">savage</name>; I immediately proceeded to secure the services
of the <orgName ref="org:hbc">Hudson's Bay Company</orgName>'s Steam Propeller "<name ref="vsl:otter" type="vessel">Otter</name>," and despatched
her upon that Mission, on the <date when="1853-12-20">20<hi style="vertical-align: super; font-size: 80%;">th</hi> Ultimo</date>. She fortunately reached the scene of the disaster, in time to save <persName ref="prs:parker_p">Captain Parker</persName>, and his
fellow sufferers, who<fw type="catchword" style="text-align: right;">were</fw><pb facs="co_305_05/co_305_05_00003r.jpg"/> 
were found among <name type="ip" subtype="group">the natives</name>, and brought in
safety to this Port, on the <date when="1853-12-26">26<hi style="vertical-align: super; font-size: 80%;">th</hi> Ultimo</date>.
</p>
<p>
A copy of my correspondence, in reference to the steps taken for
the relief of the "<name ref="vsl:lord_western" type="vessel">Lord Western</name>'s" crew, and of a letter received from
<persName ref="prs:parker_p">Captain Parker</persName>, on his return to this place, expressive of his gratitude
for that relief, are herewith transmitted for your Grace's information.
</p>
<p>
I now beg to receive your Grace's instructions in respect to the
payment of the expenses incurred for that object; those being the
charter of the Steam Propeller "<name ref="vsl:otter" type="vessel">Otter</name>", and for clothing given through
my orders, to the seamen of the "<name ref="vsl:lord_western" type="vessel">Lord Western</name>", on their arrival here,
in a perfectly destitute state.
</p>
<p>
That account amounting in all to £131.0.0. is herewith transmitted.
</p>
<p>
Though I have in that instance acted for the best interests of
humanity, and in behalf of Her Majesty's subjects in distress, yet
having done so, without specific or even general instructions on the
subject; I naturally feel some anxiety to learn, if those proceedings
meet with Your Graces approval and whether the expenses incurred, are to
be defrayed out of the Trust<fw type="catchword" style="text-align: right;">Fund</fw><pb facs="co_305_05/co_305_05_00003v.jpg"/> 
Fund of this Colony, or by the Imperial
Government, and I have to beg that your Grace will direct accordingly.
</p>
<p>
Awaiting your Grace's instructions on that point and with respect
to the amount of aid, which I am authorised to afford, when applied to
for assistance, in behalf of persons shipwrecked, on the
<hi style="text-decoration: underline;">uninhabited coasts</hi> of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, when beyond the reach or
destitute of assistance from other sources.
</p>
