<p><persName ref="prs:hammond">Hammond</persName> writes to <persName ref="prs:merivale_h">Merivale</persName> to transmit a copy of <persName ref="prs:crampton_jft">Crampton</persName>’s despatch, which reports the US Senate’s refusal to pass a boundary-settlement clause, in an appropriation bill, which would allow the US President to work with the British government to settle the boundary dispute in the <placeName ref="plc:san_juan_islands">San Juan Islands</placeName>.</p>
<p>The minutes agree to withhold <persName ref="prs:crampton_jft">Crampton</persName>’s news from <persName ref="prs:douglas_j">Douglas</persName> and the <orgName ref="org:hbc">HBC</orgName>, and ask that <persName ref="prs:douglas_j">Douglas</persName> continue to <q>treat <placeName ref="plc:san_juan_islands">the Islands in the Canal de Arro</placeName> as part of the British Dominions.</q></p>
<p>The first of the three documents included in the file is a draft reply from the <orgName ref="org:colonial_office">Colonial Office</orgName> to <persName ref="prs:hammond">Hammond</persName>, which forwards a letter that approves of <persName ref="prs:douglas_j">Douglas</persName>’s response to the boundary dispute; the second is a draft reply from <persName ref="prs:grey_g">Grey</persName> to <persName ref="prs:douglas_j">Douglas</persName>, which approves of <persName ref="prs:douglas_j">Douglas</persName>’s response to the boundary dispute; the third is a letter from <persName ref="prs:crampton_jft">Crampton</persName> to <persName ref="prs:clarendon">Clarendon</persName>, which reports the US Senate’s refusal to pass the aforementioned boundary-settlement clause.</p>

With reference to my Letter of the <date when="1854-08-05">5<hi style="vertical-align: super; font-size: 80%;">th</hi> Instant</date> I am directed by
the <persName ref="prs:clarendon">Earl of Clarendon</persName> to transmit to you, for the information of
<persName ref="prs:grey_g">Secretary Sir George Grey</persName>, a copy of a despatch from <persName ref="prs:crampton_jft">M<hi style="vertical-align: super; font-size: 80%;">r</hi>
Crampton</persName>, Her Majesty's Minister at Washington,<fw type="catchword" style="text-align: right;">stating</fw><pb facs="co_305_05/co_305_05_00171v.jpg"/> 
stating that the
clause which had been inserted in the General Appropriation
bill, empowering the President to make the necessary
arrangements for proceeding, in concert with Her Majesty's
Government, to lay down the Boundary between <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>
and the United States, was objected to by the Senate<fw type="catchword" style="text-align: right;">and</fw><pb facs="co_305_05/co_305_05_00172r.jpg"/> 
and has
been expunged from the Bill.

Senate. I apprehend that this must be put by.
