<p><persName ref="prs:grey_g">Grey</persName> writes to <persName ref="prs:douglas_j">Douglas</persName> to forward a copy of <persName ref="prs:swanston">Swanston</persName>'s complaints against <persName ref="prs:sangster_j">Sangster</persName>, who denied the <name ref="vsl:william_allen" type="vessel">William Allen</name> permission <q>to proceed to other Harbours of <placeName ref="plc:vancouver_island">the Island</placeName> for the purpose of collecting <name type="ip" subtype="group">Native</name><!-- LILS this is more using Indian as an adjective --> produce.</q> <persName ref="prs:grey_g">Grey</persName> observes that <persName ref="prs:douglas_j">Douglas</persName> has witheld a document pertinent to <persName ref="prs:swanston">Swanston</persName>'s case, and asks for a report on the accusations in the same, and the reason for the breech of correspondence-protocol.</p>
<p>The five documents included in the file constitute <persName ref="prs:swanston">Swanston</persName>'s complaints against <persName ref="prs:sangster_j">Sangster</persName> and <persName ref="prs:douglas_j">Douglas</persName>.</p>

I transmit to you the copy of a Memorial from <persName ref="prs:swanston">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Robert Swanston</persName>
complaining of the conduct of the Collector of Customs at <placeName ref="plc:victoria">Port Victoria</placeName> in refusing to grant a permit for his Vessel the "<name ref="vsl:william_allen" type="vessel">William Allen</name>" to
proceed to other Harbours<fw type="catchword" style="text-align: right;">of</fw><pb facs="rg7_g8c_01/rg7_g8c_01_00117v.jpg"/> of <placeName ref="plc:vancouver_island">the Island</placeName> for the purpose of collecting
Native produce.
</p>
<p>
I observe from one of the enclosures annexed to this Memorial that
you declined on a former occasion to transmit to the Secretary of State
a representation from the same individual, and there may possibly have
been sufficient grounds to justify that course, but as it appears from
the endorsement of the present Memorial that you are in possession of
the original, and as I have received no communication from<fw type="catchword" style="text-align: right;">you</fw><pb facs="rg7_g8c_01/rg7_g8c_01_00118r.jpg"/> you on the
subject I have to request that you will furnish me with a report on the
allegations contained in it, explaining at the same time any reasons
which may have induced you to withhold the transmission of this and the
document above referred to, in contravention of the established rules for
the conduct of Official correspondence.
