<p><persName ref="prs:douglas_j">Douglas</persName> writes to <persName ref="prs:grey_g">Grey</persName> to transmit <persName ref="prs:griffin">Griffin</persName>’s report on <q>an armed party of American citizens</q> who landed on <placeName ref="plc:san_juan_island">San Juan Island</placeName>, demanded taxes, and pirated <q>thirty four head of valuable breeding Rams.</q> <persName ref="prs:douglas_j">Douglas</persName> reports his response to the <q>outrage,</q> and warns of inevtable escalations in conflict until the <q>boundary dispute</q> in the <q><placeName ref="plc:san_juan_islands">Arro Islands</placeName></q> is settled.</p>
<p>The minutes discuss the boundary dispute, and point to an apparent contradiction between <persName ref="prs:griffin">Griffin</persName>’s statement and <persName ref="prs:douglas_j">Douglas</persName>’s earlier correspondence, which describes the <orgName ref="org:hbc">HBC</orgName>’s tenure on, and use of, <placeName ref="plc:san_juan_island">San Juan Island</placeName>.</p>
<p>The first of the four documents included in the file is a draft reply from <persName ref="prs:molesworth">Molesworth</persName> to <persName ref="prs:douglas_j">Douglas</persName>, which points to inconsistencies in <persName ref="prs:douglas_j">Douglas</persName>’s correspondence on <placeName ref="plc:san_juan_island">San Juan Island</placeName>, and calls for a new report on the same; the second is a draft reply to <persName ref="prs:hammond">Hammond</persName> at the <orgName ref="org:foreign_office">Foreign Office</orgName>, which forwards copies of <persName ref="prs:douglas_j">Douglas</persName>’s despatches; the third is a report from <persName ref="prs:griffin">Griffin</persName>, on the <q>outrage</q> committed against his property; and fourth is a letter from <persName ref="prs:douglas_j">Douglas</persName> to <persName ref="prs:stevens_ii">Stevens</persName>, which details the the apparent <q>outrage.</q></p>

<p>
I beg herewith to transmit for your information copy of a Report
from <persName ref="prs:griffin">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Charles Griffin</persName>, detailing the particulars of an outrage
committed by an armed party of American citizens headed by a person
styling himself <persName ref="prs:barnes">Sheriff Barnes</persName> of <placeName ref="plc:whatcom_county">Whatcomb county</placeName>, who landed on the
<placeName ref="plc:san_juan_island">Island of San Juan</placeName>, and in the name of the United States of America,
demanded payment of certain local taxes on British property there,
amounting in all to the sum of about 80 dollars.
</p>
<p>
The demand being refused they<fw type="catchword" style="text-align: right;">proceeded</fw><pb facs="co_305_06/co_305_06_00056r.jpg"/> proceeded to make seizures, and
succeeded in carrying off with impunity, thirty four head of valuable
breeding Rams, with which they hastily took their departure for the
American shore, before the British residents could muster for the
protection of their property.
</p>
<p>
I despatched a sufficient force to their assistance, but the
Americans had left <placeName ref="plc:san_juan_island">the Island</placeName> with their booty, a few hours before the
arrival of that detachment, which unfortunately did not pursue the
party, or the property abstracted might have been recovered.
</p>
<p>
I have addressed a letter to <persName ref="prs:stevens_ii">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Stevens</persName> Governor of <placeName ref="plc:washington_territory">Washington Territory</placeName> in reference to that subject, and transmit a copy of the same
herewith.
</p>
<p>
The Federal Officers of <placeName ref="plc:washington_territory">Washington Territory</placeName> having latterly stood
entirely aloof, and taken no part in the boundary dispute, I was in
hopes of remaining in quiet possession of the <placeName ref="plc:san_juan_islands">Arro Islands</placeName>, until the
question of sovereignty was decided by the action of the Imperial
Government, but it appears<fw type="catchword" style="text-align: right;">that</fw><pb facs="co_305_06/co_305_06_00057r.jpg"/> that the mob of Washington Territory have
taken the matter in hand, and are disposed to settle it in their own
way.
</p>
<p>
I am very unwilling at the present conjuncture of affairs in
Europe, to take any steps that may give trouble or disturb our peaceful
relations with the Government of the United States; but I fear that
consequence will be inevetable, unless measures are taken, on both sides,
to prevent unlawful acts, and to enforce the peace of the country.
</p>
<p>
Outrages on the one side, will, as a matter of course, lead to
sharp reprisals on the other, and the result may be very serious to both
parties.
</p>
<p>
I have applied to <persName ref="prs:bruce_hw">Rear Admiral Bruce</persName>, for assistance, which he may
probably be able to afford, without materially interfering with his
contemplated operations, for the present summer.
</p>
<p>
Trusting that those proceedings may meet with your approbation.

This despatch is for the <orgName ref="org:foreign_office">Foreign Office</orgName>, but it suggests one or two
important considerations.
</ab>
<p>
The question of boundary between the English &amp; Am<hi style="vertical-align: super; font-size: 80%;">n</hi> governments
is well argued, on the English side, by <persName ref="prs:douglas_j"><choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> Douglas</persName> in his desp. of <date when="1853-11-24">24 Nov. 1853</date> annexed (N<hi style="vertical-align: super; font-size: 80%;">o</hi> 7387 of /54) and you will see a notice of
the American view in my minute thereon. The point has been long
disputed, &amp; <persName ref="prs:lawrence">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Lawrence</persName> pointed out to me the American argument when
he was minister here.
</p>
<p>
Now in that desp. of <date when="1855-11-24">24 Nov</date>. <persName ref="prs:douglas_j">Gov. Douglas</persName> says he has defeated
American attempts, &amp;c
<milestone unit="section" rend=".ind on"/>
so that these islands shall remain a de facto dependency of <placeName ref="plc:vancouver_island">Vanc. I<hi style="vertical-align: super; font-size: 80%;">d</hi></placeName>
unoccupied by any settlement of whites, except a fishing station, which
was established<pb facs="co_305_06/co_305_06_00058v.jpg"/> some years ago <hi style="text-decoration: underline;">by the <orgName ref="org:hbc">HBC</orgName></hi> on the <placeName ref="plc:san_juan_island">island of S.Juan</placeName>.

<p>
Now, the <persName ref="prs:griffin">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Griffin</persName> on whom the outrage is here alleged to have taken place, in this <placeName ref="plc:san_juan_island">island of S. Juan</placeName>, &amp; who has sheep, &amp;c agricultural property, says <milestone unit="section" rend=".ind on"/>
When I first established myself here <hi style="text-decoration: underline;"><date when="1853-11-15">15 Nov 1853</date></hi> (coincident with
the date of the despatch) as a British subject, I was given explicitly
to understand by your Excellency that this was British territory, and
that I should be protected by my country from foreign aggression.

<p>
It would seem therefore that the H.B.C. had some sort of
establishment on this debateable ground, and that the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> himself a
servant of the Company, had, without any sanction from hence,<pb facs="co_305_06/co_305_06_00059r.jpg"/> promised
to defend that establishment.
</p>
<p>
I think the <choice><abbr>Gov<hi style="vertical-align: super; font-size: 80%;">r</hi></abbr><expan>Governor</expan></choice> should be called upon to explain the
inconsistency between this statement &amp; that in his despatch of <date when="1855-11-24">24 Nov</date>.
and that the <orgName ref="org:foreign_office">Foreign Office</orgName>, to whom these papers must be immediately
transmitted, should be informed that he has been so called upon.
