<p><persName ref="prs:stephenson_wh">Stephenson</persName> writes to <persName ref="prs:merivale_h">Merivale</persName> to provide a report from the <q>Commissioners of Customs,</q> which is written in response to <persName ref="prs:swanston">Swanston</persName>’s complaints about the <q>Collector of Customs at <placeName ref="plc:victoria">Port Victoria</placeName>.</q></p>
<p>The minutes agree that <persName ref="prs:douglas_j">Douglas</persName> should be informed of <persName ref="prs:swanston">Swanston</persName>’s memorial and that <persName ref="prs:douglas_j">Douglas</persName> should be told to transmit to the government <q>all memorials</q> received.</p>
<p>The file encloses a report from the Custom House to <orgName ref="org:treasury">the Treasury</orgName>, which discusses <persName ref="prs:swanston">Swanston</persName>’s incident with <placeName ref="plc:victoria">Victoria</placeName> Customs.</p>

I have laid before the Lords Commissioners of Her Majesty's
Treasury your letter of the <date when="1855-07-03">3<hi style="vertical-align: super; font-size: 80%;">d</hi> ult<hi style="vertical-align: super; font-size: 80%;">o</hi></date>, enclosing the Copy of a
letter from <persName ref="prs:swanston">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Robert Swainston [Swanston]</persName>, in which he complains of
the conduct of the Collector of Customs at <placeName ref="plc:victoria">Port Victoria</placeName>, <placeName ref="plc:vancouver_island">Vancouver's
Island</placeName>.
</p>
<p>
In reply, I am directed by<fw type="catchword" style="text-align: right;">their</fw><pb facs="co_305_06/co_305_06_00286v.jpg"/> their Lordships to transmit to you for
the information of <persName ref="prs:molesworth">Sir William Molesworth</persName>, the Copy of a Report from the
Commissioners of Customs on that subject.

I think the whole of the letter of the Customs had better be<lb/>
communicated to the Governor. He should also be cautioned, that it is
his proper course to transmit all memorials, although in this case he
gave reasonable ground for the omission. The circular proposed in the
minutes on 5020 had better be postponed for the proposed revision of the
Colonial Regulations.
