<p><persName ref="prs:shepherd_j">Shepherd</persName> writes to <persName ref="prs:labouchere_h">Labouchere</persName> proposing on behalf of the <orgName ref="org:hbc">HBC</orgName> that the regulations for land purchase on <placeName ref="plc:vancouver_island">Vancouver Island</placeName> should be modified to allow <persName ref="prs:douglas_j">Douglas</persName> to receive payment for land <q>by four annual instalments.</q></p> 
 
<p> The minutes refer <persName ref="prs:merivale_h">Merivale</persName> to an earlier minute, and agree that <persName ref="prs:merivale_h">Merivale</persName> should refer to the Land Board for an early report of the regulations for selling land on the <placeName ref="plc:vancouver_island">Island</placeName>.</p> 
 
<p>Enclosed is a draft from <persName ref="prs:merivale_h">Merivale</persName> to <persName ref="prs:shepherd_j">Shepherd</persName> to approve the proposal.

With reference to the Report on the transactions of the Hudson's
Bay Company in relation to <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> Colony, addressed to <persName ref="prs:russell_j">Lord
John Russell</persName> under date, Hudson's Bay House <date when="1855-06-09">9<hi style="vertical-align: super; font-size: 80%;">th</hi> June 1855</date>, I am
desirous, on the part of the <orgName ref="org:hbc">Hudson's Bay Company</orgName>, to request your
attention to the following paragraphs contained therein.
<milestone unit="section" rend=".ind on"/>
</p>
<p>
The Governor and Committee are of opinion however, that with respect to
such of those parties as may be desirous of increasing the extent of
their holdings, and to others whose eligibility can be satisfactorily
established, it would be desirable to modify the existing regulations
regarding the payment of the purchase money of land, by empowering the
Governor of <placeName ref="plc:vancouver_island">the Island</placeName>, under certain restrictions to receive such
payment by <fw type="catchword" style="text-align: right;">four</fw><pb facs="co_305_07/co_305_07_00322v.jpg"/>four annual instalments of 5<hi style="vertical-align: super; font-size: 80%;">s</hi>/- each.
</p>
<p>
This arrangement would enable an industrious agricultural labourer
to make progress with a very small Capital, but which would be yearly
increased by the profits of his labour.
</p>
<p>
Reference has already been made to the system of free grants which
prevails in the American Territory, and the Governor &amp; Committee
apprehend that while that system continues in the immediate vicinity of
<placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, some liberal arrangement, such as that now
suggested, will be necessary to induce Emigrants to adopt <placeName ref="plc:vancouver_island">the Island</placeName> as
their home.
</p>
<p>
I am requested to state that it will be satisfactory to the
Committee if your Lordship should concur in these views, in which case
they will transmit the necessary instructions to <persName ref="prs:douglas_j">Governor Douglas</persName> for
carrying them into operation without <fw type="catchword" style="text-align: right;">delay</fw><pb facs="co_305_07/co_305_07_00323r.jpg"/>delay.

</p>
<p>
It is the opinion of the Directors that should the Company be
authorized to dispose of lots of land on some such terms of payment, the
Settlement of <placeName ref="plc:vancouver_island">the Island</placeName> would progress more rapidly than, owing to
circumstances beyond their control, it has hitherto done.
</p>
<p>
Should you concur with this opinion, and instruct them accordingly,
no time will be lost in directing <persName ref="prs:douglas_j">Governor Douglas</persName> to carry the same
into effect.
</p>
