<persName ref="prs:shepherd_j">Shepherd</persName> writes that <persName ref="prs:simpson_g">Simpson</persName>’s report regarding <q>the extension of the Reciprocity Treaty with the United States</q> can be expected in <q>about three weeks.</q>
</p>
<p>
 Minutes discuss sending the <orgName ref="org:foreign_office">Foreign Office</orgName> copies of the <q><orgName ref="org:hbc">HBC</orgName> Letter of 20 March, of Mr <persName ref="prs:merivale_h">Merivale</persName>’s Letter of the 4th inst--and of his answer</q> to show <q>the steps that have been taken</q> by <persName ref="prs:labouchere_h">Labouchere</persName>.

 The file includes a draft copy of <persName ref="prs:merivale_h">Merivale</persName> to <persName ref="prs:hammond">Hammond</persName> forwarding the correspondence in question.

I have the honour to acknowledge the receipt of <persName ref="prs:elliot_tf">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Elliot</persName>'s
letter, dated Downing Street, <date when="1856-04-04">4<hi style="vertical-align: super; font-size: 80%;">th</hi> April</date>, stating that you would be
happy to receive <persName ref="prs:simpson_g">Sir George Simpson</persName>'s report on the extension of the
Reciprocity Treaty with the United States to <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>; and
further, that you wish to be informed on what grounds the Directors of
the <orgName ref="org:hbc">Hudson's Bay Company</orgName> require to have the right of Coast and River
Fishery on the North West Coast of America reserved to them.
</p>
<p>
In reply I have the honor to state that <persName ref="prs:simpson_g">Sir George Simpson</persName>'s report
may be expected in about three weeks, and will be forthwith communicated
to you.
</p>
<p>
With reference to the second point, I beg to inform you that the
Directors of the <orgName ref="org:hbc">Hudson's Bay Company</orgName> have no wish to have any right as
against British subjects reserved to them, to which they are not
entitled by their License of Trade, <fw type="catchword" style="text-align: right;">but</fw><pb facs="co_305_07/co_305_07_00332v.jpg"/>but as their servants are the only
white people inhabiting those Coasts, I inadvertently made use of the
expression "reserved to the <orgName ref="org:hbc">Hudson's Bay Company</orgName>" instead of "to British
subjects."
</p>

shared in by the <orgName ref="org:board_trade">Board of Trade</orgName>, has delayed the extension of the
Reciprocity Treaty to N.W. America for two years—that is, supposing
the Americans would have agreed to it. There being now no claim of
right on the part of the H.B.C. the negociation can proceed—but we must
await at present <persName ref="prs:simpson_g">Governor Simpson</persName>'s report?
