<p><persName ref="prs:shepherd">Shepherd</persName> forwards to <persName ref="prs:labouchere_h">Labouchere</persName> correspondence between the Secretary of State for Foreign Affairs and the <orgName ref="org:hbc">HBC</orgName> on the subject of the boundary line between <placeName ref="plc:vancouver_island">Vancouver Island</placeName> and the United States. </p>

<p>The minutes agree that it was proper for the <orgName ref="org:hbc">HBC</orgName> to correspond with the <orgName ref="org:foreign_office">Foreign Office</orgName> on the matter as it is an international boundary issue.</p>

<p>Enclosures include: a draft reply from <persName ref="prs:elliot_tf">Elliot</persName> to <persName ref="prs:shepherd">Shepherd</persName> acknowledging receipt; a <q>Memorandum by the Governor, Deputy Governor, and Committee of the Hudson’s Bay Company, on the subject of a boundary line</q> which argues <q>at length</q> that the boundary line should be the channel east of the <placeName ref="plc:san_juan_islands">San Juan Islands</placeName> and suggesting <placeName ref="plc:point_roberts">Point Roberts</placeName> be ceded to Great Britain; as well as six other documents concerning the boundary line. </p>

I have the honor to enclose for your information copy of a
correspondence between the Secretary of State for Foreign Affairs and
the <orgName ref="org:hbc">Hudson's Bay Company</orgName> on the subject of the Boundary Line between the
territory of the United States and <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, as I believe that
it is your desire to be Kept fully informed on all points connected with
the affairs of that Island.

As the question of running the Boundary Line between the
Territories of the U. States &amp; Great Britain in this quarter of America
is one of the effects of Treaty arrangement, &amp; does not involve any
Governmental point in <placeName ref="plc:vancouver_island">V. Couver's Island</placeName> I considered that it was proper
for the F. Office, &amp; not for us to consult the H.B.C<hi style="vertical-align: super; font-size: 80%;">o</hi>.
