Shepherd forwards to Labouchere correspondence between the Secretary of State for Foreign Affairs and the HBC on the subject of the boundary line between Vancouver Island and the United States.

The minutes agree that it was proper for the HBC to correspond with the Foreign Office on the matter as it is an international boundary issue.

Enclosures include: a draft reply from Elliot to Shepherd acknowledging receipt; a Memorandum by the Governor, Deputy Governor, and Committee of the Hudson’s Bay Company, on the subject of a boundary line which argues at length that the boundary line should be the channel east of the San Juan Islands and suggesting Point Roberts be ceded to Great Britain; as well as six other documents concerning the boundary line.

As the question of running the Boundary Line between the Territories of the U. States & Great Britain in this quarter of America is one of the effects of Treaty arrangement, & does not involve any Governmental point in V. Couver's Island I considered that it was proper for the F. Office, & not for us to consult the H.B.Co.
