<p><persName ref="prs:shepherd">Shepherd</persName> writes to the <orgName ref="org:colonial_office">Colonial Office</orgName> informing them of <persName ref="prs:douglas_j">Douglas</persName>’s report on the <q>outrage committed by an Indian on <persName ref="prs:williams_t">Thomas Williams</persName></q> and the <q>Steps for arresting the offender proposed to be taken by <persName ref="prs:douglas_j">Governor Douglas</persName> in conjunction with <persName ref="prs:bruce_hw">Admiral Bruce</persName>.</q> </p>

<p>In the minutes, the <orgName ref="org:colonial_office">Colonial Office</orgName> observes that the Hudson’s Bay Company had not heard the <q>result</q> of <persName ref="prs:douglas_j">Douglas</persName>’s <q>proceedings</q> in the matter. </p>

<p>Enclosed is a report from <persName ref="prs:douglas_j">Douglas</persName> to the secretary of the <orgName ref="org:hbc">HBC</orgName> on the wounding of <persName ref="prs:williams_t">Thomas Williams</persName>, a squatter in the <placeName ref="plc:cowichan_region">Cowichan district</placeName>, and his proposed measures to bring , the accused, to justice.</p>

August 1856</date>, reporting an outrage committed by <name type="ip" subtype="individual">an Indian</name> on <persName ref="prs:williams_t">Thomas Williams</persName>, a British subject, residing at <placeName ref="plc:vancouver_island">Vancouvers Island</placeName>, and the
