<p style="font-style: italic;">This document contains mentions of Indigenous Peoples. The authors of these documents often perpetuate a negative perspective of Indigenous Peoples and it is important to look critically at these mentions. <p><persName ref="prs:douglas_j">Douglas</persName> informs the <orgName ref="org:colonial_office">Colonial Office</orgName> of Commander <persName ref="prs:swartwout">Swartwout</persName>’s report of an <q>assemblage of Northern Indians, on <placeName ref="plc:vancouver_island">Vancouver’s Island</placeName> or in its immediate vicinity, preparatory to a combined hostile movement into the American Territory.</q> <persName ref="prs:douglas_j">Douglas</persName> was not aware of this <q>muster</q> but <q>refrained from giving a decided opinion.</q> He reports that the Natives in question are <q>quiet and submissive to all the police regulations.</q></p>

<p>The minutes advise that they ask the <orgName ref="org:admiralty">Admiralty</orgName> what Naval force is at <placeName ref="plc:vancouver_island">Vancouver Island</placeName>. The Colonial authorities observe that <persName ref="prs:douglas_j">Douglas</persName>’s <q>language &amp; conduct</q> inspires <q>strong confidence in his judgment,</q> but they worry that he may be <q>overpowered or drawn against his will into the Indian War now raging in <placeName ref="plc:washington_territory">Washington Territory</placeName>.</q></p>

<p>Enclosed is a draft from <persName ref="prs:merivale_h">Merivale</persName> to the Secretary of the <orgName ref="org:admiralty">Admiralty</orgName> forwarding this report and enquiring into the disposition of naval forces in the North Pacific; a draft from <persName ref="prs:merivale_h">Merivale</persName> to <persName ref="prs:hammond">Hammond</persName> forwarding the despatch to the <orgName ref="org:foreign_office">Foreign Office</orgName>; a letter from <persName ref="prs:swartwout">Swartwout</persName> to <persName ref="prs:douglas_j">Douglas</persName>, reporting rumours from <placeName ref="plc:bellingham_bay">Bellingham Bay</placeName> that a large gathering of Northern Indigenous forces on <placeName ref="plc:vancouver_island">Vancouver Island</placeName> were planning to attack American settlements and asking if there were any grounds for such fears; and a reply from <persName ref="prs:douglas_j">Douglas</persName> to <persName ref="prs:swartwout">Swartwout</persName> stating that similar reports had circulated in <placeName ref="plc:victoria">Victoria</placeName> but he believed them to be unfounded.</p>

<p>
1. I herewith transmit for your information, copies of a
correspondence with <persName ref="prs:swartwout">Commander Swartwout</persName>, commanding the United States
Steamer "<name ref="vsl:massachusetts" type="vessel">Massachusetts</name>" on the subject of a reported assemblage of
<name type="ip" subtype="group">Northern Indians</name>, on <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> or in its<fw type="catchword" style="text-align: right;">immediate</fw><pb facs="co_305_08/co_305_08_00045v.jpg"/> 
immediate vicinity,
preparatory to a combined hostile movement into the American Territory,
a report which he observes has given rise to much excitement and caused
great alarm among the inhabitants of <placeName ref="plc:washington_territory">Washington Territory</placeName>.
</p>
<p>
2. Not being aware that <name type="ip" subtype="group">the northern Indians</name> entertain the designs
imputed to them by such reports, and having recently received
intelligence from those parts of <placeName ref="plc:vancouver_island">Vancouver's Island</placeName> which in the event
of a meditated attack upon the American Settlements, <name type="ip" subtype="group">the Northern
Indians</name> would probably select, as a rendezvous I feel<fw type="catchword" style="text-align: right;">assured</fw><pb facs="co_305_08/co_305_08_00046r.jpg"/> 
assured that no
such <name type="ip" subtype="group">muster of Indians</name> has taken place.
</p>
<p>
3. I stated my opinion, to that effect, in replying to <persName ref="prs:swartwout">Captain
Swartwout</persName>'s communication and also the arrival of <name type="ip" subtype="group">a large party of
Northern Indians</name> at this place.
</p>
<p>
4. I however refrained from giving a decided opinion as to their
future conduct or intentions, though I do not think that they meditate
evil against the whites, yet being the creatures of impulse, no sort of
confidence can be reposed in them.
</p>
<p>
5. Many other gangs of those <name type="ip" subtype="group">savages</name> to the number in all of 60
large canoes, have since arrived here: a number sufficiently<fw type="catchword" style="text-align: right;">alarming</fw><pb facs="co_305_08/co_305_08_00046v.jpg"/> 
alarming,
considering their character, and the weak state of the settlements.
They however continue quiet and submissive to all the police
regulations, which we have thought it proper to establish.

this: still, considering the extreme weakness of his settlement, he may
be over powered or drawn against his will into <name type="ip" subtype="group">the Indian war</name><!-- LILS This refers to an event not a group --> now raging
