<p><persName ref="prs:douglas_j">Douglas</persName> reports on the <q>subject of an apprehended hostile movement of the Northern Indians against the United States Settlements in <placeName ref="plc:puget_sound">Puget’s Sound</placeName>.</q> The <q>alarm,</q> he informs, was <q>increased by certain incautious statements made by <persName ref="prs:griffin">Mr Griffin</persName>.</q> Purportedly <persName ref="prs:griffin">Griffin</persName> advised a Customs Collector on <placeName ref="plc:san_juan_island">San Juan Island</placeName> to abandon his post to avoid the <q>hostility of the Northern Tribes.</q> <persName ref="prs:douglas_j">Douglas</persName> also reports the <q>alarm</q> and dispersal of <q>Northern Indians</q> in <placeName ref="plc:sooke">Sooke</placeName>.</p>

<p>The minutes suspect that <persName ref="prs:griffin">Griffin</persName> <q>succeeded in frightening away</q> an American authority from the <q>disputed island, which it is to be hoped will soon cease to be disputed.</q> But the <orgName ref="org:colonial_office">Colonial Office</orgName> does worry that the <q>gatherings among the Northern tribes do portend possible danger of a very serious cast.</q></p>

<p>Enclosed is a draft from <persName ref="prs:merivale_h">Merivale</persName> to <persName ref="prs:hammond">Hammond</persName> forwarding a copy of the despatch to the <orgName ref="org:foreign_office">Foreign Office</orgName> and five correspondences regarding the arrival of <q>Northern Indians</q> and the safety of American officials on <placeName ref="plc:san_juan_island">San Juan Island</placeName>.</p>

1. I herewith transmit for your information copies of a
correspondence with His Excellency <persName ref="prs:stevens_ii">Isaac I. Stevens</persName> Governor of
<placeName ref="plc:washington_territory">Washington Territory</placeName> [Marginal note: Nos 1 &amp; 5], on the subject of an
apprehended hostile movement of <name type="ip" subtype="group">the Northern Indians</name> against the United
States Settlements in <placeName ref="plc:puget_sound">Puget's Sound</placeName>.
</p>

2. The alarm which has spread very generally among the inhabitants
of those settlements has, it appears, been increased by certain
incautious statements made by <persName ref="prs:griffin">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Griffin</persName> the gentleman in command of
the <orgName ref="org:hbc">Hudson's Bay Company</orgName>'s settlement on the <placeName ref="plc:san_juan_island">Island of San Juan</placeName>, in a
letter addressed by him to <persName ref="prs:frost">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Frost</persName> [Marginal note: No 4, 4<hi style="vertical-align: super; font-size: 80%;">th</hi>
April], Collector of the Customs for the United States at <placeName ref="plc:port_townsend">Port Townsend</placeName>
of which a copy is forwarded; a letter which induced <persName ref="prs:olney">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Olney</persName>, to
abandon his Post at <placeName ref="plc:san_juan_island">San Juan</placeName>.
</p>
<p>
3. <persName ref="prs:olney">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Olney</persName> was stationed at <placeName ref="plc:san_juan_island">San Juan</placeName> by the United States
Authorities, as sub-Collector, with the view, I presume, of tacitly
maintaining the claim of the United States,<fw type="catchword" style="text-align: right;">to</fw><pb facs="co_305_08/co_305_08_00054r.jpg"/> to that portion of Her
Majesty's Territories; but, at the same time, without pretending to levy
duties, or otherwise exercise any official power or authority, in the
disputed Territory.
</p>
<p>
4. <persName ref="prs:stevens_ii">Governor Stevens</persName> in his letter appeals to me for information
relative to the statements of <persName ref="prs:griffin">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Griffin</persName>, and respecting the reported
hostility of the Northern Tribes. On those subjects I have told the
simple truth, that <persName ref="prs:griffin">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Griffin</persName> had made no communication to me on the
subject of those statements; but I supposed that he had acted from
motives of humanity, in advising <persName ref="prs:olney">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Olney</persName>'s retirement, from the <placeName ref="plc:san_juan_island">Island of San Juan</placeName>.
</p>
<p>
5. The presence of the vast<fw type="catchword" style="text-align: right;">number</fw><pb facs="co_305_08/co_305_08_00054v.jpg"/> 
number of <name type="ip" subtype="group">Northern Indians</name>, who have
lately swarmed into this Colony, has justly alarmed the people of our
own settlements; but there is no present remedy for the evil; except the
measures to which I have resorted, for maintaining quiet and order.
</p>
<p>
6. I have stated in my reply to <persName ref="prs:stevens_ii">Governor Stevens</persName> [Marginal note:
No 5 <date when="1857-05-01">1<hi style="vertical-align: super; font-size: 80%;">t</hi> May</date>], that <name type="ip" subtype="group">the Northern Indians</name>, do not evince any
unfriendliness of disposition, and I have promised to communicate with
him, should any thing hereafter appear to the contrary.
</p>
<p>
7. I trust that the assurance so conveyed in my letter, may serve
to allay the fears of the inhabitants of <placeName ref="plc:washington_territory">Washington Territory</placeName>, and to
inspire them with greater<fw type="catchword" style="text-align: right;">confidence</fw><pb facs="co_305_08/co_305_08_00055r.jpg"/> confidence in their own power and resources.
</p>
<p>
8. The other day a Requisition for aid was made upon me, by the
inhabitants of "<placeName ref="plc:sooke">Soake</placeName>," (<placeName ref="plc:vancouver_island">Vancouver's Island</placeName>), in consequence of the
great concourse of <name type="ip" subtype="group">Northern Indians</name> at that place. I responded to the
call without delay, and returned from thence yesterday in the Hudson's
Bay Company's Steamer "<name ref="vsl:otter" type="vessel">Otter</name>", which I made use of for the occasion.
</p>
<p>
<name type="ip" subtype="group">The Indians</name> who caused the alarm have been dispersed, and
confidence restored to the people of that Settlement. I advised them to
conceal their fears, and to assume on all occasions, a bold countenance<fw type="catchword" style="text-align: right;">with</fw><pb facs="co_305_08/co_305_08_00055v.jpg"/>
with <name type="ip" subtype="group">Indian visitors</name>, in order to impress their rude minds with a
feeling of respect, for the power and resources of Government.
</p>

<salute><hi style="text-align: left;">Sir,</hi></salute><lb/>
<p>Accompanying you will please find a copy of a letter I received this day from <persName ref="prs:griffin">Charles J. Griffin</persName>. Esquire - (Superintendent of the Bellevue Farms on <placeName ref="plc:san_juan_island">San Juan Island</placeName>) which was received by the hands of <persName ref="prs:olney">M<hi style="vertical-align: super; font-size: 80%;">r</hi>. Olney</persName> (of <placeName ref="plc:san_juan_island">San Juan</placeName>) the Inspector of Customs for that Island, You will see <fw type="catchword" style="text-align: right;">from</fw><ref target="#marg3"/><pb facs="co_305_08/co_305_08_00060v.jpg"/> from the terror of <persName ref="prs:griffin">M<hi style="vertical-align: super; font-size: 80%;">r</hi>. Griffin</persName>’s letter that the long looked for difficulty with <name type="ip" subtype="group">the Northern Indians</name> is approaching.</p>
<p>From what private information I obtain from <persName ref="prs:olney">M<hi style="vertical-align: super; font-size: 80%;">r</hi>. Olney</persName>, I learn that <persName ref="prs:webster">Captain William Webster</persName> of this Territory stopped at <placeName ref="plc:san_juan_island">San Juan</placeName> on Friday last on his way to <placeName ref="plc:bellingham_bay">Bellingham Bay</placeName>, to inform the inhabitants of the intended movement of <name type="ip" subtype="group">the Northern Indians</name>. At that time but few of them had arrived at <placeName ref="plc:victoria">Victoria</placeName>, and were in noway secret in expressing their intentions. They saw that there were 2000 of them, on their way down from the North, most of which had stopped at <placeName ref="plc:nanaimo">Nanaimo</placeName>, and they were determined to have revenge for their people that had been <fw type="catchword" style="text-align: right;">killed</fw><pb facs="co_305_08/co_305_08_00061r.jpg"/>killed by the Bostons.</p>
<p>On Saturday morning the 4<hi style="vertical-align: super; font-size: 80%;">th</hi> instant <persName ref="prs:douglas_j">Governor Douglas</persName> despatched <name type="ip" subtype="individual">one Napoleon a half breed</name>, with a letter to <persName ref="prs:griffin">M<hi style="vertical-align: super; font-size: 80%;">r</hi>. Griffin</persName>, in which he reiterated the account given by <persName ref="prs:webster">Captain Webster</persName> and advising <persName ref="prs:griffin">M<hi style="vertical-align: super; font-size: 80%;">r</hi>. Griffin</persName>, to advise <persName ref="prs:olney">Olney</persName> to leave <placeName ref="plc:san_juan_island">the Island of San Juan</placeName>, as his life without doubt would be taken by <name type="ip" subtype="group">the Northern Indians</name>. From all the information I can obtain I am fully satisfied that this is no false alarm.</p>
<p><persName ref="prs:douglas_j">Governor Douglas</persName> for the protection of <placeName ref="plc:victoria">Victoria</placeName> and the adjoining country has ordered a guard on duty of 150 to 200 men.</p> 
<p>I forward this information so as to give you the earliest <fw type="catchword" style="text-align: right;">information</fw><pb facs="co_305_08/co_305_08_00061v.jpg"/>information, so that you can make the necessary arrangements to meet the threatened danger when it comes. The Citizens of this place meet tomorrow, to form themselves into a body to keep guard, and to be in readiness in case they should come upon us.</p>
<p> I understand that it was the intention of Commander Lieutenant of the <name ref="vsl:massachusetts" type="vessel">Steamer <q>Massachusetts</q></name>, when he felt this place last to proceed to <placeName ref="plc:california">California</placeName>, but I am informed by <persName ref="prs:olney">M<hi style="vertical-align: super; font-size: 80%;">r</hi>.
