<p><persName ref="prs:douglas_j">Douglas</persName> announces the arrival of <persName ref="prs:campbell_a">Archibald Campbell</persName> and describes his meeting with <persName ref="prs:prevost_jc">Prevost</persName> <q>with satisfaction</q> on the part of both gentlemen. <persName ref="prs:douglas_j">Douglas</persName> agrees to accompany the men to <placeName ref="plc:olympia">Olympia</placeName> to which he requests subsidization for travel expenses. <persName ref="prs:douglas_j">Douglas</persName> reports that <persName ref="prs:prevost_jc">Prevost</persName> is provided with <q>a large and efficient staff of scientific officers and a military escort</q> for the impending boundary commission between the British territories and <placeName ref="plc:washington_territory">Washington State</placeName>.</p>

<p>The minutes suggest that the <orgName ref="org:foreign_office">Foreign Office</orgName> will pay the expense of <persName ref="prs:douglas_j">Douglas</persName>’s trip to <placeName ref="plc:olympia">Olympia</placeName>.</p>

<p>Enclosed is a draft from <persName ref="prs:merivale_h">Merivale</persName> to <persName ref="prs:hammond">Hammond</persName> forwarding a copy of the despatch to the <orgName ref="org:foreign_office">Foreign Office</orgName>.</p>

<p>
1. I have the honor to make known for your information the arrival
in <placeName ref="plc:victoria">Port Victoria</placeName>, on the <date when="1857-06-22">22<hi style="vertical-align: super; font-size: 80%;">nd</hi> Instant</date>, of the United States Paddle
Steamer "<name ref="vsl:active" type="vessel">Active</name>," with the Boundary Commissioner <persName ref="prs:campbell_a">Archibald Campbell</persName> Esquire and suite on board.
</p>

2. <persName ref="prs:campbell_a">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Campbell</persName> has since been introduced to Her Majesty's
Commissioner <persName ref="prs:prevost_jc">Captain Prevost</persName>, RN; and their first business meeting, took
place on the <date when="1857-06-27">27<hi style="vertical-align: super; font-size: 80%;">th</hi> of Instant</date>, with satisfaction to both of those
Gentlemen. They are pleased with each other, and disposed to negotiate
in a spirit of mutual kindness and accommodation.
</p>
<p>
3. The meeting of the 27<hi style="vertical-align: super; font-size: 80%;">th</hi> resulted in an agreement to
establish, in the first place, before entering upon any other business,
the initial points in the <placeName ref="plc:strait_of_georgia">Gulf of Georgia</placeName>, and at the spot where the
49<hi style="vertical-align: super; font-size: 80%;">th</hi> parallel of Latitude meets the sea coast, between <placeName ref="plc:point_roberts">Point Roberts</placeName><fw type="catchword" style="text-align: right;">and</fw><pb facs="co_305_08/co_305_08_00078r.jpg"/>
and <placeName ref="plc:birch_bay">Birch Bay</placeName>.
</p>
<p>
4. In the mean time it is the intention of the Commissioners to
proceed to <placeName ref="plc:olympia">Olympia</placeName> with the "<name ref="vsl:satellite" type="vessel">Satellite</name>" and "<name ref="vsl:active" type="vessel">Active</name>" in company on an
official visit to the Governor of <placeName ref="plc:washington_territory">Washington Territory</placeName>.
</p>
<p>
5. <persName ref="prs:prevost_jc">Captain Prevost</persName> having expressed a wish that I should accompany
him to <placeName ref="plc:olympia">Olympia</placeName>, and having an impression that the public service may be
thereby promoted, I do not feel at liberty, in consequence of your
instructions of the <date when="1856-01-02">2<hi style="vertical-align: super; font-size: 80%;">nd</hi> of January last</date>, to refuse his request, and I will therefore give him a draft on you for the expense of my passage to
that place.
</p>
<p>
6. The United States<fw type="catchword" style="text-align: right;">Commissioner</fw><pb facs="co_305_08/co_305_08_00078v.jpg"/> Commissioner is provided with a large and
efficient staff of scientific officers and a military escort consisting
of a full company of the 9<hi style="vertical-align: super; font-size: 80%;">th</hi> Regiment of Infantry.
</p>
<p>
7. His instructions direct him to trace out and mark upon the
ground the line of boundary from the sea coast to the <placeName ref="plc:rocky_mountains">Rocky Mountains</placeName>.
I believe that the instructions of Her Majesty's Commissioner relate
only to the settlement of that part of the boundary line which is in
dispute.

<p>
8. It is highly important to all parties engaged in the business
of this country, that the boundary line, as contemplated by the United
States <fw type="catchword" style="text-align: right;">Government<lb/>should</fw><pb facs="co_305_08/co_305_08_00079r.jpg"/> 
Government should be marked on the ground as far as the <placeName ref="plc:rocky_mountains">Rocky
Mountains</placeName>, without delay, as uncertainty in regard to the sovereignty of
desirable business localities, will retard the course of improvement,
and may also lead to serious contests for possession of such places,
especially in the gold districts, between Her Majesty's Subjects and the
citizens of the United States.
</p>
<p>
9. Her Majesty's Government may therefore consider it expedient
and proper to co-operate in that work, with the Government of the United
States, and it is for that reason that I take the liberty of<fw type="catchword" style="text-align: right;">bringing</fw><pb facs="co_305_08/co_305_08_00079v.jpg"/> 
bringing
the circumstance under your notice.
