<p><persName ref="prs:douglas_j">Douglas</persName> transmits copies of his correspondence with the House of Assembly from <date from="1857-04" to="1857-06">April to June 1857</date>. He reports that the House <q>uniformly opposed the imposition of taxes, under any form</q> and that an Act to enfranchise the town of <placeName ref="plc:victoria">Victoria</placeName> was passed and will be brought before the Council.</p>

<p>The minutes note that the House of Assembly does not <q>refuse to tax</q> but that they will give <q>consent</q> if the revenue is <q>transferred to their control.</q> </p>

<p>Enclosed is correspondence between <persName ref="prs:douglas_j">Douglas</persName> and the House of Assembly from <date from="1857-04" to="1857-06">April to June 1857</date> regarding the administration of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> with particular emphasis on the financial status of the colony.</p>

1. I have the honor of transmitting herewith, copies of my
correspondence with the House of Assembly, from the <date when="1857-04-07">7<hi style="vertical-align: super; font-size: 80%;">th</hi> of April</date>, to
the <date when="1857-04-08">8<hi style="vertical-align: super; font-size: 80%;">th</hi> of June last</date>.
</p>
<p>
2. Those papers contain nothing of much importance respecting the
Colony. The House has uniformly opposed the imposition of taxes, under
any form.

The Ho: of Assembly say P. 22 that before they can consent to impose
taxes the entire Revenue of <placeName ref="plc:vancouver_island">VanCouver Island</placeName> ought to be transferred to
their control. They do not refuse to tax.

<p>
These early proceedings of the Assembly are worth looking over,
although they contain no very important facts.
