<p><persName ref="prs:douglas_j">Douglas</persName> reports that the colony is <q>in a state of profound tranquility</q> and that there is <q>an abundant stock of food</q> from the harvest. He also relates his decisions concerning the manhunt for <persName ref="prs:ebey_in">Isaac Ebey</persName>’s murderers.</p>

<p>The minutes note that they already received <q>intelligence</q> of <persName ref="prs:ebey_in">Ebey</persName>’s murder from the <orgName ref="org:hbc">HBC</orgName> but will copy <persName ref="prs:douglas_j">Douglas</persName>’s despatch to the FO and approve his <q>proceedings.</q></p>

<p>Enclosed is a draft from <persName ref="prs:merivale_h">Merivale</persName> to <persName ref="prs:hammond">Hammond</persName> forwarding a copy of the despatch; a draft reply from <persName ref="prs:labouchere_h">Labouchere</persName> to <persName ref="prs:douglas_j">Douglas</persName> approving his <q>proceedings;</q> a letter from <persName ref="prs:mason">Mason</persName> to <persName ref="prs:douglas_j">Douglas</persName>, enclosing minutes of a public meeting at <placeName ref="plc:port_townsend">Port Townsend</placeName> and asking <persName ref="prs:douglas_j">Douglas</persName> to use his best efforts to procure the murderer of <persName ref="prs:ebey_in">Ebey</persName>; the minutes of a public meeting held at <placeName ref="plc:port_townsend">Port Townsend</placeName> to consider the measure for their safety and means of apprehending the murderers of <persName ref="prs:ebey_in">Ebey</persName>; and a letter from <persName ref="prs:douglas_j">Douglas</persName> to <persName ref="prs:mcmullen_f">McMullen</persName> stating <q>it may not be in [his] power</q> to procure the arrest of <persName ref="prs:ebey_in">Ebey</persName>’s murderer.</p>

<p>
1. I have much satisfaction in communicating for your information
that this Colony continues in a state of profound tranquility; that <name type="ip" subtype="group">the
Native Indian Tribes</name> are quiet and well disposed; that the harvest has
been housed in good condition, and though the grain crops are not so<fw type="catchword" style="text-align: right;">heavy</fw><pb facs="co_305_08/co_305_08_00245v.jpg"/>
heavy as in the year <date when="1856">1856</date>, that there is nevertheless an abundant stock
of food in the settlement for the consumption of the year.
</p>
<p>
2. In connection with the state of this Colony I beg to enclose
herewith copy of a correspondence with the Governor of <placeName ref="plc:washington_territory">Washington
Territory</placeName>, relative to outrages committed on citizens of the United
States, by <name type="ip" subtype="group">the native Indian Tribes of the north west coast</name> in and north
of the British Possessions, and my reply thereto.
</p>
<p>
3. You will observe that I did not for obvious reasons entertain
Acting <persName ref="prs:mason">Governor Mason</persName>'s application for assistance.
</p>
<p>
4. It is a matter of difficulty to arrest a murderer in his own
country and without careful management the attempt is almost<fw type="catchword" style="text-align: right;">certain</fw><pb facs="co_305_08/co_305_08_00246r.jpg"/> 
certain to
involve the assailants in hostilities with the Tribe at large, and the
consequences will necessarily become very serious.
</p>
<p>
5. <name type="ip" subtype="group">The Indians who murdered <persName ref="prs:ebey_in">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Ebey</persName></name> are reported to be <name type="ip" subtype="group">natives
of the <placeName ref="plc:russian_territory">Russian American Territory</placeName></name> and are consequently not within the
jurisdiction of the Law Courts of this Colony.
</p>
<p>
6. I have therefore recommended to the Executive of <placeName ref="plc:washington_territory">Washington
Territory</placeName> that a well equipped force should be despatched without delay,
for the purpose of discovering the retreat and effecting the arrest of
the murderers; and that in the case of the expeditionary force, being
opposed, that they should make reprisals on the property and persons of
the Tribe at large.
</p>
<p>
7. <name type="ip" subtype="group">Indian<!-- SAL 08-01-19 "indian outrages" aren't a group --> outrages</name> should<fw type="catchword" style="text-align: right;">in</fw><pb facs="co_305_08/co_305_08_00246v.jpg"/> 
in all cases be promptly and severely punished, otherwise neither life nor property will be secure, and the
country will become intolerable as a residence for white settlers.
</p>
<p>
8. I was lately favored with a short visit from <persName ref="prs:mcmullen_f">Governor McMullen</persName>,
who proposed that the forces of the two Governments should be united for
the purpose of undertaking a joint expedition against <name type="ip" subtype="group">the northern
Indians</name>, but I was necessarily obliged to decline his proposal.

<p><hi style="text-align: left;">Copy</hi><lb/>
As a public meeting composing the citizens of the lower part of the Sound held at <placeName ref="plc:port_townsend">Port Townsend</placeName> the <date when="1857-08-15">15th day of August 1857</date>, for the purpose of taking into consideration measures for their future safety, and devising some means for the apprehension of the murderers of Col: <persName ref="prs:ebey_in">I N Ebey</persName> of <placeName ref="plc:whidbey_island">Whitby Island</placeName> and to consider what steps should be taken in relation to a number of <name type="ip" subtype="group">Northern Indians</name> held in custody by the citizens of the lower part of the Sound.</p>
<p>On Motion. The Hon<hi style="vertical-align: super; font-size: 80%;">ble</hi> <persName ref="prs:chenoweth">F.A. Chenoweth</persName> was called to the chair and <persName ref="prs:cranney">Thomas Cranney</persName> was appointed to Secretary. On Motion of <persName ref="prs:mccurdy">D<hi style="vertical-align: super; font-size: 80%;">r</hi>. M<hi style="vertical-align: super; font-size: 80%;">c</hi>Curdy</persName> the Hon<hi style="vertical-align: super; font-size: 80%;">ble</hi> M<hi style="vertical-align: super; font-size: 80%;">r</hi> Smith was called in to state the object of the meeting. M<hi style="vertical-align: super; font-size: 80%;">r</hi> Smith came forward and in a few brief and pertinent remarks explained the object of the meeting. M<hi style="vertical-align: super; font-size: 80%;">r</hi> Smith came forward and gave his views at length in relation to the course to be pursued by the citizens to prevent any further incursions by the <name type="ip" subtype="group">northern Indians</name> <fw type="catchword" style="text-align: right;">which</fw><pb facs="co_305_08/co_305_08_00252r.jpg"/>which were heartily approved by the meeting. On motion of <persName ref="prs:miller_am">A.M. Miller</persName>, <persName ref="prs:wallace_wh">Col: Wm. H Wallace</persName> was called on to address the meeting— <persName ref="prs:wallace_wh">Col: W</persName> came forward, and made a few brief remarks and moved that the prisoners held in custody be brought before the meeting. Motion carried, and the prisoners (18) eighteen were brought in. <persName ref="prs:wallace_wh">Col W</persName>. then moved that the Inspector of <placeName ref="plc:san_juan_island">San Juan Island</placeName> state for what purpose one of the prisoners came to <placeName ref="plc:port_townsend">Port Townsend</placeName>—</p>
<p>The Inspector then came forward and explained satisfactorily to the meeting the object for which he came to <placeName ref="plc:port_townsend">Port Townsend</placeName> whereupon on motion <persName ref="prs:wallace_wh">Col W.</persName> the prisoner was released, with instructions never to return to our Territory under pain of death. On motion of <persName ref="prs:frost">M.H. Frost</persName>, one of the prisoners <persName ref="prs:polk">JM Polk</persName> was released with similar instructions.</p>
<p>On motion of <persName ref="prs:gibbs_g">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Gibbs</persName> resolved that <name type="ip" subtype="group">the remaining Indians now in custody</name> held under suspicious circumstances be <fw type="catchword" style="text-align: right;">detained</fw> <pb facs="co_305_08/co_305_08_00252v.jpg"/>detained to answer the action of a meeting to be held six weeks hence, that in the meantime the Governor of this Territory be requested to make a requisition on <persName ref="prs:douglas_j">Governor Douglas</persName> of <placeName ref="plc:vancouver_island">Vancouver Island</placeName> for the delivery of the murderers of <persName ref="prs:ebey_in">Col. I. N. Ebey</persName>, and to inform him that <name type="ip" subtype="group">these Indians</name> are held as hostages, for their delivery and will be executed on failure to return the criminals.</p>
<p>On motion of J. S. Smith— Resolved that it is the deliberate sense of this meeting, and the duty of all good citizens hereafter, to shoot or execute all <name type="ip" subtype="group">Northern Indians</name> found in our waters, as we regard them as our enemies and murderers and enemies.— </p>
<p>On motion of J S Smith— Resolved that a Committee of <unclear cert="high">three</unclear> be appointed to communicate with the Executive of our Territory, and to make known to him the sentiments of this meeting, whereupon the chair appointed J.S. Smith, <persName ref="prs:sayward_wt">W.T Sayward</persName> and <persName ref="prs:howe_d">D Howe</persName>.</p>
<p>On motion of <persName ref="prs:mccurdy">D<hi style="vertical-align: super; font-size: 80%;">r</hi>. M<hi style="vertical-align: super; font-size: 80%;">c</hi>Curdy</persName>. Resolved that all other countries on the Sound be <pb facs="co_305_08/co_305_08_00253r.jpg"/>be requested to cooperate with this meeting in driving all <name type="ip" subtype="group">Northern Indians</name>, both men and women from our borders—</p>
<p>On motion. — Resolved that <persName ref="prs:van_bokkelen">JJH Van Bokkelen</persName>. <persName ref="prs:plummer_aa">AA Plummer</persName> and <persName ref="prs:ebey_gw">GW Ebey</persName> be appointed to take charge of the prisoners now held in custody.</p>
<p>On motion— Resolved the proceedings of this meeting be printed in the <q>Pioneer &amp; Democrat.</q></p>
