Enclosed are four documents concerning the repayment of an April 1856 loan Douglas issued Governor Stevens for the military defense of Washington State.

With reference to your letter of the 22nd of January last, I am directed by the Earl of Clarendon to transmit to you, to be laid before Mr Secretary Labouchere, copies of a Despatch and of its inclosures from Her Majesty's Minister at Washington relative to the repayment of a sum of money advanced by the Governor of VanCouvers Island to the Governor of Washington forthe the prosecution of hostilities against the Indians.

1.1 Napier to Lewis Cass, U.S. Secretary of State, 9 April 1857, advising of the loan and asking that steps be taken toward repayment.
1.2 John Appleton, U.S. Department of State, to Napier, 15 June 1857, enclosing copy of a letter from W.H. Drinkard, Acting U.S. Secretary of War, and stating there "must necessarily be some delay in the liquidation of the claim."
1.2.1 Drinkard to Appleton, 10 June 1857, advising the War Department had no official notification of the loan from Stevens and could not repay it until such report had been adjudicated by a Commission established to adjudicate claims arising from the war and appropriated by Congress.
