<p><persName ref="prs:douglas_j">Douglas</persName> gives another update on the gold discoveries in the British territories. He reports that more gold is being found along the <placeName ref="plc:fraser_river">Fraser River</placeName> and a new discovery of gold had been made in the <placeName ref="plc:cowichan_region">Cowichan Valley</placeName>. <persName ref="prs:douglas_j">Douglas</persName> also confirms that the arrival of American miners <q>continues unabated</q> with American steamers taking passengers as far as <placeName ref="plc:hope">Fort Hope</placeName>.</p>

<p>The minutes refer to <persName ref="prs:douglas_j">Douglas</persName>’s despatch of <date when="1858-06-10">10 June 1858</date>.</p>

<p>Enclosed are the proposed terms under which the agents of the <orgName ref="org:hbc">HBC</orgName> agree to license steamers on the <placeName ref="plc:fraser_river">Fraser River</placeName>.</p>

1. I fear the frequent and desultory nature of my Despatches
<index><term><persName ref="prs:douglas_j">Douglas, James</persName></term><index><term>work load of</term></index></index>
will give you much trouble, but the pressure of business compels
me to address you in this form.
</p>
<p>
2. Reports are continually arriving here confirmatory of the
<index><term>Gold fields</term><index><term>discovery reported in <placeName ref="plc:cowichan_region">Cowichan Valley</placeName></term></index></index>
extent and value of the <placeName ref="plc:fraser_river">Fraser's River</placeName> Gold region, and <persName ref="prs:stuart_ce">Captain Stuart</persName> of the <orgName ref="org:hbc">Hudson's Bay Company</orgName>'s service<fw type="catchword" style="text-align: right;">has</fw><pb facs="co_305_09/co_305_09_00116v.jpg"/> has just reported
<index><term><persName ref="prs:stuart_ce">Stuart, Capt. Charles E.</persName></term></index>
the discovery of Gold in the <placeName ref="plc:cowichan_region">Cowetchin valley</placeName> <placeName ref="plc:vancouver_island">Vancouver's Island</placeName>, on the authority of <name type="ip" subtype="group">Indian testimony</name><!-- LILS this does not really count as a group -->.
</p>
<p>
3. Another report has just been made officially by <persName ref="prs:brotchie_w">M<hi style="vertical-align: super; font-size: 80%;">r</hi> Brotchie</persName>,
<index><term><persName ref="prs:brotchie_w">Brotchie, Capt. William</persName></term></index>
<index><term>Gold fields</term><index><term>discovery reported in <placeName ref="plc:howe_sound">Howe Sound</placeName></term></index></index>
that he saw and examined the contents of a purse containing about £20
worth of gold dust, which <name type="ip" subtype="individual">an Indian</name> had collected in <placeName ref="plc:howe_sound">Howe's Sound</placeName> or
<placeName ref="plc:burrard_inlet">Burrard's Canal</placeName> situated in the <placeName ref="plc:strait_of_georgia">Gulf of Georgia</placeName>, a little north of
<placeName ref="plc:fraser_river">Fraser's River</placeName>, a fact which adds force to the opinion expressed in the
18<hi style="vertical-align: super; font-size: 80%;">th</hi> paragraph of my despatch No 24 of the <date when="1858-06-10">10<hi style="vertical-align: super; font-size: 80%;">th</hi> of June 1858</date>,
respecting the impression I entertained of the auriferous character of
the country to the eastward of the <placeName ref="plc:strait_of_georgia">Gulf of Georgia</placeName>, as far north as
<placeName ref="plc:johnstone_strait">Johnstone's Straits</placeName>.
</p>
<p>
4. Your Lordship<fw type="catchword" style="text-align: right;">will not</fw><pb facs="co_305_09/co_305_09_00117r.jpg"/> will not be surprised to learn, that under
these circumstances, the gold excitement throughout this Colony,
California and Oregon continues unabated.
</p>
<p>
5. Crowds of people are coming in from all quarters. The
<index><term>Ships</term><index><term><name ref="vsl:brother_jonathan" type="vessel">Commodore</name></term></index></index>
<index><term>Ships</term><index><term><name ref="vsl:panama_steamer" type="vessel">Panama</name></term></index></index>
American Steamer "<name ref="vsl:brother_jonathan" type="vessel">Commodore</name>" arrived on the 13<hi style="vertical-align: super; font-size: 80%;">th</hi> of Instant
from <placeName ref="plc:san_francisco">San Francisco</placeName> with 450 passengers and the Steamer
"<name ref="vsl:panama_steamer" type="vessel">Panama</name>"<note xml:id="V02801" n="V5802801"> <hi rend="citation"><name ref="vsl:panama_steamer" type="vessel">Panama</name></hi>
The <name ref="vsl:panama_steamer" type="vessel">Panama</name>, Capt. W.L. Dall,
was one of the first steamers built for the Pacific
Mail Steamship Company for the Pacific coastal trade. Built
at a cost of $211,000 by William H. Webb in <placeName ref="plc:new_york">New York</placeName>, and launched on <date when="1848-07-29">29 July 1848</date>, it measured 200' by 34' by 20', with 888 tons displacement.
It arrived at <placeName ref="plc:san_francisco">San Francisco</placeName> on <date when="1849-06-04">4 June 1849</date> and served the <placeName ref="plc:san_francisco">San Francisco</placeName>
to <placeName ref="plc:panama">Panama</placeName> run until <date when="1853">1853</date>. It made only one voyage in <date when="1854">1854</date> and in
<date from="1856" to="1857">1856-57</date> served as a spare steamer in <placeName ref="plc:panama">Panama</placeName>. From <date from="1858" to="1861">1858 to 1861</date> the
ship ran between <placeName ref="plc:san_francisco">San Francisco</placeName> and <placeName ref="plc:puget_sound">Puget Sound</placeName>; in <date when="1861-02">February 1861</date> she
was sold to Holladay and Flint. Holladay and Brenham ?? gave the ship
to Mexico in <date when="1868">1868</date> as part of a mail contract agreement; the Mexican
government renamed her the <name ref="vsl:panama_steamer" type="vessel">Juarez</name> and used her as a revenue and
transport steamer on the Mexican coast. Heyl,
<title level="m">Early American Steamers</title>, pp. 339-40; see also J.H. Kemble,
<title level="m">Panama Route, 1848-1849</title> (Berkeley, California: University of
California Press, 1943), p. 242.

came in yesterday from the same Port with 750 passengers, and
other vessels are reported to be on the way.
</p>
<p>
6. Two River Steamers the
<index><term>Ships</term><index><term><name ref="vsl:surprise" type="vessel">Surprise</name></term></index></index>
<index><term>Ships</term><index><term><name ref="vsl:seabird" type="vessel">Sea Bird</name></term></index></index>
"<name ref="vsl:surprise" type="vessel">Surprise</name>"<note xml:id="V02802" n="V5802802"> <hi rend="citation"><name ref="vsl:surprise" type="vessel">Surprise</name></hi>
The <name ref="vsl:surprise" type="vessel">Surprise</name>, 456 tons and 181 feet long, was built by Lawrence &amp;
Foulkes in Williamsburg, <placeName ref="plc:new_york">New York</placeName>, in 1854. Brought to <placeName ref="plc:san_francisco">San Francisco</placeName> in
1856, when the California Steam Navigation Company obtained it for
service between <placeName ref="plc:san_francisco">San Francisco</placeName> and San Diego. <persName ref="prs:huntington">Capt. Thomas Huntington</persName>
.us !brought the !<name ref="vsl:surprise" type="vessel">Surprise</name>! to <placeName ref="plc:victoria">Victoria</placeName> on 31 May 1858 and used it to
convey passengers and supplies between <placeName ref="plc:victoria">Fort Victoria</placeName> and <placeName ref="plc:hope">Hope</placeName>, returning
to <placeName ref="plc:san_francisco">San Francisco</placeName> in August 1858. The <name ref="vsl:surprise" type="vessel">Surprise</name> was replaced on the
<placeName ref="plc:fraser_river">Fraser</placeName> by the <name ref="vsl:wilson_hunt" type="vessel">Wilson G. Hunt</name> and in 1860 was sold in China.

The steamer <name ref="vsl:seabird" type="vessel">Sea Bird</name>, 225' long and 450 tons, was brought from New
York to San Francisco in 1850-51. It was owned by Capt. J.T. Wright &amp;
Sons and brought to the <placeName ref="plc:fraser_river">Fraser River</placeName> in 1858 by Capt. Francis Connor
to transport miners to the gold fields. On 7 September 1858, the vessel
caught fire near Victoria and burned to the water line. The wreck was
sold as salvage for $1,200. Hacking, <title level="a">'Steamboat Round the Bend'</title>;
Wright, <title level="m">Lewis &amp; Dryden's Marine History</title>, p. 72; and the <title level="j">Victoria Gazette</title>, 8 September and 15 October 1858.
</note>
both owned by American citizens, ply with passengers between this Port
and <placeName ref="plc:fraser_river">Fraser's River</placeName>, the former having made her way up that stream as
far as <placeName ref="plc:hope">Fort Hope</placeName>, one hundred and ten miles from<fw type="catchword" style="text-align: right;">the</fw><pb facs="co_305_09/co_305_09_00117v.jpg"/> 
the sea. The
Miners by that means reach their destination with safety and despatch.
</p>
<p>
7. The quantity of gold collected by the <orgName ref="org:hbc">Hudson's Bay Company</orgName>
<index><term>Gold</term><index><term>returns</term></index></index>
up to the present time, rather exceeds £10,000 in value, and I saw during
my recent excursion, a large quantity of gold among the miners.
</p>
<p>
8. I herewith forward for your information a copy of the Terms,
<index><term>Hudsons</term><index><term>Bay</term><index><term>Company exclusive</term><index><term>rights</term><index><term>to</term><index><term>trade</term></index></index></index></index></index></index>
<index><term>Law</term><index><term>English customs act</term></index></index>
<index><term>Customs</term><index><term>English law</term></index></index>
on which it is proposed to allow Steam vessels to ply upon <placeName ref="plc:fraser_river">Fraser's
River</placeName>, enforcing at once the Revenue Laws of the Empire, and respecting
the Trading rights of the <orgName ref="org:hbc">Hudson's Bay Company</orgName>. Those terms are not
exclusive, but open to acceptance by any parties undertaking the
performance of the proposed conditions. The object of all those measures<fw type="catchword" style="text-align: right;">is</fw><pb facs="co_305_09/co_305_09_00118r.jpg"/> 
is to give facilities to miners, and to secure the trade of the gold
region for our own country, as it will otherwise take the direction of
the <placeName ref="plc:columbia_river">Columbia River</placeName>, into American <placeName ref="plc:oregon_territory">Oregon</placeName>.
</p>
<p>
10. We have commenced levying the duty on mining licences; all
<index><term>Licenses</term><index><term>mining</term></index></index>
parties entering the River by the licenced Steam vessels, being required
to pay one month's Licence in advance. We have collected about £420, a
revenue that I will hold subject to your instructions.
</p>
<p>
11. When <placeName ref="plc:fraser_river">Fraser's River</placeName> now greatly swollen, subsides and the
<index><term><placeName ref="plc:fraser_river">Fraser River</placeName></term><index><term>high water</term></index></index>
miners get fairly to work, I propose to appoint a Commissioner and Local
Collectors for those dues, as soon as fit and proper persons to fill
those offices can be found.
</p>
<p>
12. <persName ref="prs:young_wag">M<hi style="vertical-align: super; font-size: 80%;">r</hi> William A.G. Young</persName> at present in Her Majesty's service<fw type="catchword" style="text-align: right;">as</fw><pb facs="co_305_09/co_305_09_00118v.jpg"/> 
<index><term><persName ref="prs:young_wag">Young, William A.G.</persName></term><index><term>appointment as colonial secretary</term></index></index>
as Secretary for the Boundary Commission is highly qualified, in every
respect, for the office of Gold Commissioner, and I should be glad to
obtain your permission to secure the services of that Gentleman.
</p>
<p>
13. I have no doubt that your Lordship will send out a body of
Troops for the service of this Colony, and the <placeName ref="plc:fraser_river">Fraser's River</placeName> District.
</p>
<p>
14. The miners have applied to me for protection against <name type="ip" subtype="group">the
<index><term>Indians</term><index><term> hostility to miners</term></index></index>
natives</name>, and when that is accorded, will have no hesitation, in
paying the Licence duty, otherwise it will be paid with reluctance.
</p>
<p>
15. They have also applied to me for negotiable orders, in
<index><term>Gold</term><index><term>escort requested</term></index></index>
<index><term>Mail</term><index><term>postal system requested</term></index></index>
payment of gold delivered to Government Agents in the Mines, and
for the organization of a Postal system for the<fw type="catchword" style="text-align: right;">transmission</fw><pb facs="co_305_09/co_305_09_00119r.jpg"/> 
transmission of Letters.
</p>
<p>
16. Will you kindly give me instructions on those subjects
herein referred to.

terms.

<placeName ref="plc:fraser_river">Frasers River</placeName>, except the goods of the <orgName ref="org:hbc">Hudsons Bay Company</orgName>, or such as
they may permit to be shipped, and that for the transport of such
goods, that the freight do not exceed the following rates viz

not taken out a mining license and permit from the Government of
<placeName ref="plc:vancouver_island">Vancouvers Island</placeName>, and paid one months advance thereon.

3<hi style="vertical-align: super; font-size: 80%;">rd</hi> To pay head money to the <orgName ref="org:hbc">Hudsons Bay Company</orgName>, at the
rate of two dollars for such passenger proceeding into <placeName ref="plc:fraser_river">Frasers River</placeName> or
taking passage from <placeName ref="plc:langley">Fort Langley</placeName> upwards. A settlement to be made at
the end of each trip, and[d] an Officer of the <orgName ref="org:hbc">Hudsons Bay Company</orgName> to

to attend to such business if
