Barnard forwards to the CO a letter from the Secretary of State for War regarding a pension for Michael Kelcher on Vancouver Island.

The minutes suppose that Douglas should be able to make this payment as it is not very heavy.

Enclosed is Bacon to Barnard asking him to make arrangements for the payment at Vancouver Island of Kelcher’s pension; and a draft from Lytton to Douglas sending him a copy of the letter and directing that he comply with the War Office’s request.

14 October 1858 Sir,

I have the honor to transmit to you for the information of Secretary Sir E.B. Lytton, the copy of a letter addressed to me by direction of the Secretary of State for War respecting the payment of the Pension ofMichael Michael Kelcher, in Vancouver's Island from the 1st of April next and the stopping of ten shillings from the first issue of such Pension.

I am therefore to request that the necessary instructions may be given for carrying into effect the wishes of Secretary Major General Peel.

I have the honor to be Sir, Your obedient Servant, Edwdwould Barnard P.S. P.S. In other Colonies it has been the practice for the Colonial Treasurer to pay the Pensioner and then for the Colonial Secretary to send to me the necessary Vouchers to enable me to claim repayment from the War Department.
